PIB<\/figcaption><\/figure>\n<ul>\n<li>It is a <strong>unified national digital platform<\/strong> for technology-enabled management of Panchayat<strong> Own Sources of Revenue (OSR).<\/strong><\/li>\n<li><strong>Launched by:<\/strong> It is launched by <strong>Ministry of Panchayati Raj.<\/strong><\/li>\n<li><strong>Aim:<\/strong> It aims to <strong>digitally manage the complete Own Sources of Revenue (OSR) lifecycle<\/strong> and <strong>strengthen the financial capacity of Gram Panchayats<\/strong>.<\/li>\n<li><strong>Key features:<\/strong>\n<ul>\n<li><strong>End-to-end digital platform:<\/strong> The portal <strong>digitally manages the complete OSR process<\/strong>, from <strong>taxpayer registration and demand generation to online payments, collection, and real-time monitoring.<\/strong><\/li>\n<li><strong>Expansion:<\/strong> <strong>Chhattisgarh and Himachal Pradesh are onboarded,<\/strong> while onboarding is <strong>underway in Maharashtra, Mizoram, Assam, Haryana, West Bengal, and Uttar Pradesh.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2 class=\"red-h2-box\">About the Model OSR Rules for Panchayati Raj Institutions<\/h2>\n<ul>\n<li><strong>Prepared by:<\/strong> The <strong>Ministry of Panchayati Raj <\/strong>has prepared the <strong>Model OSR Rules<\/strong> as a <strong>guiding framework for States and Union Territories.<\/strong><\/li>\n<li><strong>Purpose:<\/strong> The Rules <strong>seek to strengthen the financial independence of Panchayati Raj Institutions<\/strong> by improving their <strong>Own Source of Revenue (OSR).<\/strong><\/li>\n<li><strong>Based on:<\/strong> The Rules have been <strong>framed in line with the recommendations of the Sixteenth Finance Commission.<\/strong><\/li>\n<li><strong>Coverage:<\/strong> They provide a <strong>transparent and uniform system for the assessment, collection, and management of property tax, user charges, fees, and other non-tax revenues.<\/strong><\/li>\n<li><strong>Implementation:<\/strong> The <strong>Rules are advisory in nature<\/strong> and <strong>may be adopted or modified by States and Union Territories according<\/strong> to their legal framework and <strong>local requirements.<\/strong><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: The Ministry of Panchayati Raj launched the Atmanirbhar Panchayat Programme, SAMARTH Panchayat Portal, and released the Model OSR Rules for Panchayati Raj Institutions.
