Most <strong>operational-level officers and support-level ratings<\/strong> are now in the <strong>31\u201340 years<\/strong> age group.<\/li>\n<li><strong>Estimated Global Seafarer Demand: <\/strong>The global demand for International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) <strong>-certified seafarers in 2026 is estimated to stand at 2,547,790.<\/strong> There is a <strong>demand for approximately 1,088,080 officers and 1,459,710 ratings.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Findings related to India:<\/strong>\n<ul>\n<li>India has emerged as the <strong>world&#8217;s second-largest supplier of seafarers<\/strong>, contributing <strong>311,936 maritime professionals<\/strong> to the global shipping industry.<\/li>\n<li>India now accounts for <strong>12.16% of the global seafaring workforce<\/strong>, ranking <strong>second globally<\/strong>, behind the <strong>Philippines<\/strong> and ahead of <strong>China, the Russian Federation, and Indonesia<\/strong>.<\/li>\n<li>India has a strong presence in the <strong>officer cadre<\/strong>:\n<ul>\n<li><strong>140,718 officers<\/strong>, accounting for <strong>13.41%<\/strong> of the world&#8217;s officer workforce.<\/li>\n<li><strong>171,218 ratings<\/strong>, representing <strong>11.29%<\/strong> of the global ratings serving aboard merchant vessels.<\/li>\n<li>Overall, Indian seafarers constitute one of the <strong>largest and most skilled maritime workforces<\/strong> supporting global trade.<\/li>\n<\/ul>\n<\/li>\n<li>The report highlights an <strong>increasingly tight global labour market<\/strong> and a <strong>continuing shortage of qualified officers worldwide<\/strong>, positioning <strong>India as a critical partner<\/strong> in meeting the shipping industry&#8217;s future manpower requirements.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Recommendations:<\/strong> It is essential that:\n<ul>\n<li><strong>Maritime education and training and careers at sea are promoted<\/strong> with information on transitioning to shore-based roles; and<\/li>\n<li><strong>Levels of seafarer recruitment and retention are regularly and closely monitored by maritime<\/strong><br \/>\n<strong>administrations<\/strong> to inform the industry and policymakers of the global supply and demand situation of the seafarer workforce.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<table style=\"border-collapse: collapse; width: 100%;\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\">\n<h2 class=\"red-h2-box\">About International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW)<\/h2>\n<figure style=\"width: 224px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/wwwcdn.imo.org\/localresources\/en\/OurWork\/HumanElement\/PublishingImages\/STCW.jpg?resize=224%2C317&#038;ssl=1\" alt=\"International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978\" width=\"224\" height=\"317\" \/><figcaption class=\"wp-caption-text\">Source: International Maritime Organization<\/figcaption><\/figure>\n<ul>\n<li>The convention was adopted in 1978 by a conference at the <b>International Maritime Organization(IMO)\u00a0<\/b>in London and entered into force in 1984.<\/li>\n<li>The convention was the\u00a0<b>first to establish minimum basic requirements for training, certification and watchkeeping for seafarers<\/b>\u00a0on an international level.<\/li>\n<li>The Convention prescribes minimum standards relating to training, certification and watchkeeping for seafarers which countries are obliged to meet or exceed.<\/li>\n<li>One\u00a0<b>important feature of the Convention<\/b>\u00a0is that it applies to ships of non-party States when visiting ports of States which are Parties to the Convention.<\/li>\n<li>The\u00a0<b>Manila amendments<\/b>\u00a0to the STCW Convention and Code were adopted in 2010 marking a major revision of the STCW Convention and Code.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n","protected":false},"excerpt":{"rendered":"<p>News: India has emerged as the world&#8217;s second-largest supplier of seafarers, according to the BIMCO-ICS Seafarer Workforce Report 2026.
