The increasing consumption of foods high in fat, sugar and salt (HFSS) has necessitated stronger policy interventions to promote healthier dietary choices.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>Need for a Health Tax on HFSS Foods<\/strong><\/h2>\n<ol>\n<li>India is facing a growing burden of obesity despite continuing concerns over undernutrition and stunting.<\/li>\n<li>The rising prevalence of diet-related metabolic disorders requires urgent public health intervention.<\/li>\n<li>A health tax can discourage excessive consumption of unhealthy foods by increasing their prices.<\/li>\n<li>Such a measure can encourage consumers to make healthier food choices and improve public health outcomes.<\/li>\n<li>It can complement broader efforts to reduce the burden of obesity and diet-related NCDs.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Key Recommendations<\/strong><\/h2>\n<ol>\n<li>Mandatory <strong>front-of-pack nutrition labelling<\/strong> should indicate whether packaged foods are high in fat, sugar or salt.<\/li>\n<li>A <strong>health tax<\/strong> should be imposed on HFSS foods.<\/li>\n<li>Stricter regulation of advertisements promoting unhealthy foods should be enforced.<\/li>\n<li>Sugar content should be clearly disclosed in <strong>baby foods<\/strong> to address unhealthy dietary habits from an early age.<\/li>\n<li>Schools should promote a healthier food environment by limiting the availability and promotion of unhealthy foods.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\">Role of Institutions<\/h2>\n<ol>\n<li>The Parliamentary Standing Committee on Consumer Affairs, Food and Public Distribution has recommended mandatory front-of-pack nutrition labelling and disclosure of sugar content in baby foods.<\/li>\n<li>The <strong>ICMR\u2013National Institute of Nutrition (ICMR-NIN)<\/strong>-led consortium <em>Let&#8217;s Fix Our Food<\/em> has recommended:<\/li>\n<\/ol>\n<ul>\n<li>Levying a health tax on HFSS foods.<\/li>\n<li>Creating healthier school food environments.<\/li>\n<li>Strengthening front-of-pack nutrition labelling.<\/li>\n<li>Regulating the marketing of unhealthy foods.<\/li>\n<\/ul>\n<h2 class=\"yellow-h2-box\"><strong>Global Best Practices<\/strong><\/h2>\n<ol>\n<li>According to the <strong>World Health Organization (WHO)<\/strong>, more than <strong>133 countries<\/strong> have introduced or increased health taxes since 2017.<\/li>\n<li>Colombia introduced a &#8220;junk food law&#8221; in 2023, with taxes on packaged foods increasing from <strong>10% to 20%<\/strong> over three years.<\/li>\n<li>Countries such as <strong>Norway, Hungary, Denmark, Bermuda, Dominica, St. Vincent and the Grenadines<\/strong>, and the <strong>Navajo Nation (U.S.)<\/strong> have also imposed taxes on sugar or sugar-added foods.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Concerns<\/strong><\/h2>\n<ol>\n<li>India continues to face the dual burden of undernutrition and overnutrition, requiring balanced policy responses.<\/li>\n<li>Taxation alone may not significantly change consumer behaviour without awareness and education.<\/li>\n<li>Effective implementation requires strong monitoring of labelling standards and food advertising.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li>Introduce a health tax on HFSS foods as part of a comprehensive public health strategy.<\/li>\n<li>Make front-of-pack nutrition labelling mandatory for all packaged foods.<\/li>\n<li>Strengthen regulation of marketing and advertisements targeting children.<\/li>\n<li>Promote healthier food environments in schools and public institutions.<\/li>\n<li>Conduct sustained public awareness campaigns to encourage healthy eating habits.<\/li>\n<li>Integrate taxation, regulation, nutrition education and consumer awareness into a coordinated national strategy.<\/li>\n<\/ol>\n<p><strong>Conclusion: <\/strong>A health tax on foods high in fat, sugar and salt, combined with clear nutrition labelling, stronger regulation and consumer awareness, can help curb obesity, reduce diet-related diseases and improve India&#8217;s long-term public health outcomes.<\/p>\n<p><strong>Question: <\/strong>Discuss the need for imposing health taxes on foods high in fat, sugar and salt (HFSS) in India.
