The development marks a significant shift in India&#8217;s research landscape and has the potential to strengthen innovation and manufacturing.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>Significance of Higher Private Sector Participation<\/strong><\/h2>\n<ol>\n<li>Private industry has become the largest contributor to national R&amp;D spending, indicating a greater role of businesses in driving innovation.<\/li>\n<li>Industry now employs more core researchers than government institutions, reflecting an expansion of research activities within the private sector.<\/li>\n<li>The transport sector has emerged as the largest corporate investor in R&amp;D, followed by pharmaceuticals, biotechnology, and information technology.<\/li>\n<li>Higher private investment can improve India&#8217;s competitiveness in emerging technologies and promote innovation-led industrial growth.<\/li>\n<li>Increased research spending can help develop specialised human resources and strengthen India&#8217;s manufacturing capabilities.<\/li>\n<li>Greater investment in research can reduce the economy&#8217;s dependence on low-cost services and support the transition towards high-value manufacturing.<\/li>\n<\/ol>\n<p><strong>Concerns<\/strong><\/p>\n<ol>\n<li>The sharp rise in private R&amp;D expenditure between 2020-21 and 2021-22 may partly reflect improved reporting rather than a substantial increase in actual research investment.<\/li>\n<li>Mandatory sustainability disclosures and stricter RBI reporting norms may have brought previously unreported R&amp;D expenditure into official statistics.<\/li>\n<li>A part of the reported increase relates to investments in foreign subsidiaries and captive research centres of multinational companies.<\/li>\n<li>Investments in artificial intelligence, chip design, and semiconductor fabrication are still largely focused on infrastructure creation and may not fully qualify as research expenditure.<\/li>\n<li>India&#8217;s overall R&amp;D expenditure remains low at <strong>0.84% of GDP<\/strong>, compared with <strong>2.58% in China, 3.45% in the United States, and 4.94% in South Korea<\/strong>.<\/li>\n<li>India has only <strong>354 researchers per million people<\/strong>, which is significantly lower than countries such as South Korea and Israel.<\/li>\n<li>Private companies continue to spend more on advertising than on research, indicating that innovation has not yet become a dominant corporate priority.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li>Private R&amp;D investment should be channelled towards strengthening advanced manufacturing and technological innovation.<\/li>\n<li>Greater emphasis should be placed on expanding the pool of skilled researchers through investments in higher education and research institutions.<\/li>\n<li>The <strong>Anusandhan National Research Foundation<\/strong> should be effectively implemented to mobilise its proposed \u20b950,000-crore corpus and strengthen India&#8217;s research ecosystem.<\/li>\n<li>Policy efforts should focus on translating higher research expenditure into innovation, skilled human resources, and globally competitive industries.<\/li>\n<\/ol>\n<p><strong>Conclusion<\/strong>: The growing role of private industry in India&#8217;s R&amp;D ecosystem is a positive development, but its long-term impact will depend on the quality of research, availability of skilled researchers, and the effective utilisation of research investments to build a competitive manufacturing economy.<\/p>\n<p><strong>Question<\/strong>: The private sector has emerged as the largest contributor to India&#8217;s research and development (R&amp;D) expenditure.
