id=\"caption-attachment-369106\" class=\"wp-caption-text\">Source: DD News<\/figcaption><\/figure>\n<ul>\n<li><strong>GOBARdhan<\/strong> (Galvanizing Organic Bio-Agro Resources Dhan) National Circular Bioenergy Scheme\u00a0 will <strong>establish Compressed Biogas as a major pillar of India&#8217;s future energy mix.<\/strong><\/li>\n<li>It was originally launched <strong>under the Swachh Bharat Mission (Grameen) in 2018<\/strong> as <strong>an integral component of Solid and Liquid Waste Management (SWM).<\/strong><\/li>\n<li><strong>Aim:<\/strong> It aims <strong>to transform India\u2019s vast organic waste resources into clean energy, rural livelihoods and economic growth.<\/strong><\/li>\n<li><strong>Nodal Ministry<\/strong>: <strong>Ministry of Petroleum and Natural Gas (MoPNG)<\/strong> will be nodal ministry for the scheme.<\/li>\n<li><strong>Duration:<\/strong> It will be implemented from <strong>FY 2026-27 to FY 2035-36<\/strong><strong>.<\/strong><\/li>\n<li><strong>Budget outlay:<\/strong> It has total outlay of <strong>\u20b923,731 crore.<\/strong><\/li>\n<li><strong>Components of the scheme:<\/strong> It has been structured <strong>around six integrated components:<\/strong>\n<ul>\n<li><strong>Component 1: Assured CBG Offtake: <\/strong>It establishes <strong>a dedicated CBG Offtake Assurance framework<\/strong> to provide a reliable and predictable market for producers.\n<ul>\n<li><strong>City Gas Distribution (CGD) entities will procure CBG to meet the government\u2019s blending obligations,<\/strong> which have been fixed at 3 per cent in FY 2026-27, 4 per cent in FY 2027-28 and 5 per cent from FY 2028-29 onwards for the transport and domestic gas segments.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Component 2<\/strong><strong>:\u00a0<\/strong><strong>Stable CBG Pricing Framework:<\/strong> It has also <strong>introduced an administered CBG price of \u20b92,110 per Metric Million British Thermal Unit (MMBTU)<\/strong> under a government-backed pricing framework with a <strong>minimum tenure of ten years<\/strong> to provide long-term revenue certainty for producers.<\/li>\n<li><strong>Component 3<\/strong><strong>:\u00a0<\/strong><strong>Capital Assistance: <\/strong>It also<strong> provides capital assistance of up to \u20b92 crore per ton per day (TPD) of installed compressed biogas capacity<\/strong> for eligible greenfield projects.\n<ul>\n<li>The financial support<strong> will also extend to feedstock aggregation systems, organic manure processing facilities and value-addition infrastructure<\/strong>, while brownfield projects expanding production capacity will also be eligible.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Component 4<\/strong><strong>:\u00a0<\/strong><strong>Development of Pipeline Infrastructure: <\/strong>It\u00a0will <strong>support the development of both cluster-based and standalone pipeline infrastructure<\/strong> linking CBG plants with trunk pipelines and City Gas Distribution networks, reducing transportation costs and improving access to markets.<\/li>\n<li><strong>Component 5: Credit Guarantee Support: <\/strong>A <strong>dedicated Credit Guarantee mechanism<\/strong> will be provided aiming<strong> at improving access to institutional finance for MSME-based compressed biogas projects<\/strong> by reducing lending risks and collateral requirements.\n<ul>\n<li>The measure is<strong> expected to encourage greater participation<\/strong> by small enterprises, cooperatives, women entrepreneurs and first-time developers.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Component 6: CBG Ecosystem Challenge Fund: <\/strong>It establishes<strong>\u00a0a CBG Ecosystem Challenge Fund,<\/strong> which will<strong> support district-level planning, feedstock mapping, aggregation infrastructure, technology adoption, capacity building, process improvement and awareness initiatives<\/strong> to strengthen local bioenergy ecosystems.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: The
