However, the sector remains largely <strong>informal, fragmented and concentrated in low-value activities<\/strong>. Therefore, India needs to move from supporting individual firms to building <strong>strong MSME clusters and ecosystems<\/strong>.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>Why MSME Clusters Matter<\/strong><\/h2>\n<ol>\n<li><strong>Knowledge spillovers:<\/strong> Technical knowledge spreads rapidly through worker mobility, informal interaction and shared service providers.<\/li>\n<li><strong>Access to skilled workers:<\/strong> A cluster of firms creates a larger labour market, helping MSMEs attract and retain specialised talent.<\/li>\n<li><strong>Shared infrastructure:<\/strong> Firms can jointly use expensive facilities such as <strong>testing laboratories, effluent-treatment plants, cold storage, design centres and logistics hubs<\/strong>.<\/li>\n<li><strong>Lower costs:<\/strong> Shared facilities reduce the fixed costs that individual small firms may not be able to afford.<\/li>\n<li><strong>Stronger supplier networks:<\/strong> Clusters bring suppliers, manufacturers, workers, research institutions and capital closer together, enabling faster production and innovation.<\/li>\n<li><strong>Improved competitiveness:<\/strong> Close interaction between firms can support better productivity, innovation and export performance.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Lessons from Other Countries<\/strong><\/h2>\n<ol>\n<li><strong>United States:<\/strong> Universities have played an important role in anchoring industrial clusters. The <strong>Research Triangle in North Carolina<\/strong>, involving Duke, UNC-Chapel Hill and NC State, helped develop biotechnology and pharmaceutical ecosystems.<\/li>\n<li><strong>China:<\/strong> <strong>Guangdong and Shenzhen<\/strong> demonstrate how infrastructure, land and tax incentives can create dense supplier networks and enable rapid design, fabrication and prototyping.<\/li>\n<li><strong>China\u2019s Little Giant Programme:<\/strong> It supports technically capable small firms in specialised areas through <strong>finance, tax support and R&amp;D assistance<\/strong>.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Challenges for Indian MSMEs<\/strong><\/h2>\n<ol>\n<li><strong>Limited access to affordable credit<\/strong> remains a major constraint.<\/li>\n<li>MSMEs face compliance burdens related to <strong>GST, labour, environmental and tax regulations<\/strong>.<\/li>\n<li>Many firms remain <strong>informal and fragmented<\/strong>.<\/li>\n<li>A large number of MSMEs operate in <strong>low-value activities<\/strong>.<\/li>\n<li>Existing cluster initiatives sometimes function mainly as <strong>infrastructure grants rather than complete business ecosystems<\/strong>.<\/li>\n<li>Universities and research institutions often remain <strong>disconnected from nearby industries<\/strong>.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Existing Indian Initiatives<\/strong><\/h2>\n<ol>\n<li>The <strong>MSME Cluster Development Programme<\/strong> promotes cluster-based development.<\/li>\n<li><strong>PM MITRA textile parks<\/strong> provide infrastructure for the textile sector.<\/li>\n<li>The <strong>Tiruppur textile cluster<\/strong> provides a useful example of how cluster-based financing and industrial networks can support MSMEs.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li><strong>Develop specialised clusters:<\/strong> Move from generic industrial estates to sector-specific clusters, such as <strong>auto components in Pune, pharmaceuticals in Hyderabad and electronics in Sriperumbudur<\/strong>.<\/li>\n<li><strong>Support high-performing MSMEs:<\/strong> Create an Indian version of the <strong>\u201cLittle Giant\u201d programme<\/strong> to identify specialised firms with high growth potential.<\/li>\n<li><strong>Provide targeted support:<\/strong> Such firms can receive dedicated credit, faster patent processing, R&amp;D assistance and priority procurement.<\/li>\n<li><strong>Promote cluster-based lending:<\/strong> Banks should consider shared collateral, buyer-supplier relationships and collective cluster performance instead of assessing firms only individually.<\/li>\n<li><strong>Strengthen cluster financing:<\/strong> Institutions such as <strong>SIDBI and cluster-focused NBFCs<\/strong> can play a greater role.<\/li>\n<li><strong>Connect universities with industry:<\/strong> Universities should provide <strong>skilled talent, applied research, laboratory infrastructure and innovation support<\/strong> to nearby MSME clusters.<\/li>\n<li><strong>Build complete ecosystems:<\/strong> Cluster policies should combine <strong>finance, infrastructure, skills, technology, research and market access<\/strong>, rather than focusing only on physical infrastructure.<\/li>\n<\/ol>\n<p><strong>Conclusion: <\/strong>India\u2019s MSME strategy needs to shift from <strong>isolated firm-level support to ecosystem-based cluster development<\/strong>.
