However, declining enrolment, demographic changes and the large number of single-teacher schools have created a debate over whether schools should be consolidated or retained.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>Importance of\u00a0 neighbourhood schools<\/strong><\/h2>\n<ol>\n<li>Neighbourhood schools ensure easy access to education, particularly for poor, rural, tribal and disadvantaged children.<\/li>\n<li>They reduce the distance children have to travel and improve their safety and participation in the local community.<\/li>\n<li>They also facilitate welfare measures such as the Mid-Day Meal Scheme.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Problems with very small schools<\/strong><\/h2>\n<ol>\n<li>Single-teacher schools often require one teacher to manage multiple classes, subjects and administrative responsibilities.<\/li>\n<li>Such schools may struggle to provide subject-specific teaching, laboratories, sports, libraries and co-curricular activities.<\/li>\n<li>Very low enrolment also limits opportunities for peer learning, group discussions and social interaction.<\/li>\n<li>Therefore, the presence of a school nearby does not always guarantee a complete and holistic educational environment.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Changing school education landscape<\/strong><\/h2>\n<ol>\n<li>The total number of schools in India declined from 15.16 lakh in 2014-15 to 14.71 lakh in 2024-25.<\/li>\n<li>Government schools declined from 11.07 lakh to 10.13 lakh during the same period.<\/li>\n<li>Total student enrolment declined from 26.95 crore to 24.69 crore.<\/li>\n<li>Government-school enrolment declined from 13.62 crore in 2022-23 to 12.16 crore in 2024-25, while private-school enrolment increased from 8.42 crore to 9.59 crore.<\/li>\n<li>Government schools with fewer than 10 or zero students increased from about 52,300 in 2022-23 to more than 65,000 in 2024-25.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Reasons for declining enrolment<\/strong><\/h2>\n<ol>\n<li>India\u2019s declining fertility rate has reduced the number of school-age children entering the education system.<\/li>\n<li>India\u2019s Total Fertility Rate has declined from more than three in the early 1990s to around two, which is below the replacement level of 2.1.<\/li>\n<li>Rising female literacy, improved healthcare, wider access to family planning and delayed marriage have contributed to this demographic transition.<\/li>\n<li>Urbanisation, migration and changing parental preferences have also changed the distribution of students across schools.<\/li>\n<li>Therefore, declining enrolment does not necessarily indicate increasing dropout and is partly a consequence of demographic change.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Ways in which school consolidation\u00a0 can improve education<\/strong><\/h2>\n<ol>\n<li>Consolidation can bring students from under-enrolled schools to better-equipped schools with more teachers and stronger infrastructure.<\/li>\n<li>Larger schools can provide better opportunities for peer learning and social interaction.<\/li>\n<li>Consolidated schools can make better use of teachers and resources by providing access to subject specialists, laboratories, libraries, sports and co-curricular activities.<\/li>\n<li>The NEP 2020 promotes school complexes and clusters through which neighbouring schools can share teachers, laboratories, libraries, sports facilities and other resources.<\/li>\n<li>The idea of the Gurukul also highlights that education should promote intellectual, social, physical, emotional and character development rather than only classroom learning.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Concerns associated with school closure<\/strong><\/h2>\n<ol>\n<li>School closure can increase the distance children have to travel and may reduce access to education in remote areas.<\/li>\n<li>Longer travel distances can particularly affect young children, girls, children with disabilities and children from tribal communities.<\/li>\n<li>Closure may also weaken community participation in education.<\/li>\n<li>Therefore, efficiency in the use of resources should not come at the cost of equity and accessibility.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\">Way Forward<\/h2>\n<ol>\n<li>School consolidation should be based on enrolment, geography, distance, local conditions and the availability of viable alternatives.<\/li>\n<li>Governments should not close schools merely for administrative convenience or cost reduction.<\/li>\n<li>Neighbourhood schools should be retained where they are essential for providing access to disadvantaged and remote communities.<\/li>\n<li>Where consolidation is justified, governments should ensure adequate teachers, infrastructure and quality learning facilities in the receiving schools.<\/li>\n<li>Children who have to travel beyond a reasonable walking distance should be provided with safe transport or travel assistance.<\/li>\n<li>School complexes and clusters should be effectively used to share teachers and educational resources without unnecessarily closing schools.<\/li>\n<li>The success of consolidation should be measured through learning outcomes, school retention, safety, inclusion and the overall quality of education, rather than simply by the number of schools closed.<\/li>\n<\/ol>\n<p><strong>Conclusion<\/strong>: India must balance access, equity and quality rather than choosing between neighbourhood schools and school consolidation. Demographic changes may make some rationalisation necessary, but it must be implemented carefully and sensitively.
