Revanth Reddy\u2019s proposed visit to the United States was cancelled after political clearance was denied.<\/p>\n<\/div>\n<h2 class=\"red-h2-box\">About \u2018Political Clearance\u2019 for CMs<\/h2>\n<ul>\n<li><strong>Political clearance:<\/strong> It is an <strong>approval granted by the Ministry of External Affairs (MEA)<\/strong> for <strong>foreign travel<\/strong> by <strong>public servants<\/strong> and <strong>government servants.<\/strong><\/li>\n<li><strong>Supreme Court Ruling:<\/strong> In <strong>M. Karunanidhi v. Union of India case<\/strong>, the Supreme Court held that <strong>a Chief Minister is a public servant<\/strong> because the Chief Minister <strong>receives a salary from the government treasury for performing public duties.<\/strong><\/li>\n<li><strong>Purpose of Clearance:<\/strong> The system <strong>ensures that official foreign visits do not have diplomatic or foreign-policy implications<\/strong> that have not been assessed by the government.<\/li>\n<li><strong>Process of Clearance for CM:<\/strong>\n<ul>\n<li><strong>Prior Intimation:<\/strong> Before a foreign visit, whether official or private, the <strong>Chief Minister must inform<\/strong> the <strong>Cabinet Secretariat<\/strong> and <strong>the Ministry of External Affairs.<\/strong><\/li>\n<li><strong>Political Clearance:<\/strong> The <strong>Ministry of External Affairs examines the proposed visit<\/strong> and <strong>grants or denies political clearance.<\/strong><\/li>\n<li><strong>Basis of Decision:<\/strong> The <strong>decision depends on<\/strong> the <strong>nature of the event<\/strong>, <strong>participation from other countries, the nature of the invitation and India\u2019s relations<\/strong> with the host country.<\/li>\n<li><strong>Application Process:<\/strong> Since 2016, <strong>applications for political clearance can be submitted through the Ministry of External Affairs website<\/strong> and are processed through coordination among different ministry divisions.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Other Clearances Required:<\/strong> After political clearance, <strong>other approvals may also be required<\/strong> depending on the nature of the visit.\n<ul>\n<li><strong>Economic Clearance:<\/strong> Chief Ministers, state ministers and other state officials also <strong>require clearance from the Department of Economic Affairs.<\/strong><\/li>\n<li><strong>FCRA Clearance:<\/strong> <strong>Foreign Contribution Regulation Act clearance from the Ministry of Home Affairs<\/strong> is required <strong>if hospitality is offered by organisations other than<\/strong> those of the <strong>United Nations.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2 class=\"yellow-h2-box\">Approval Process for Other Dignitaries<\/h2>\n<ul>\n<li>The <strong>approval process differs for other constitutional and government functionaries.<\/strong><\/li>\n<li><strong>Union Ministers:<\/strong> They require political clearance <strong>from the Ministry of External Affairs<\/strong>, followed by approval <strong>from the Prime Minister<\/strong> for <strong>both official and personal visits.<\/strong><\/li>\n<li><strong>Members of Parliament:<\/strong> <strong>Lok Sabha Members of Parliament<\/strong> require clearance <strong>from the Speaker<\/strong>, while <strong>Rajya Sabha members<\/strong> require clearance <strong>from the Chairperson.<\/strong>\n<ul>\n<li>However, they are <strong>not required to inform<\/strong> the respective Secretariat <strong>about private foreign visits.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Government Officers:<\/strong> <strong>All foreign trips by government employees,<\/strong> whether official or personal, <strong>require approval.<\/strong>\n<ul>\n<li><strong>Officers up to the Joint Secretary level<\/strong> receive clearance <strong>from the concerned minister<\/strong> after political clearance, while <strong>officers above this rank<\/strong> require approval <strong>from the Screening Committee of Secretaries.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Judges:<\/strong> For an official foreign visit, a Supreme Court or High Court judge\u2019s <strong>proposal is sent to the Department of Justice<\/strong> <strong>after obtaining clearance<\/strong> from the<strong> Chief Justice of India.<\/strong>\n<ul>\n<li>The Department of Justice then obtains <strong>political clearance from the Ministry of External Affairs<\/strong> and, <strong>where the Foreign Contribution Regulation Act is involved,<\/strong> clearance from the <strong>Home Ministry before issuing approval. <\/strong><\/li>\n<li>However, <strong>judges do not require clearance for personal foreign trips.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: Telangana Chief Minister A.
