The average yield is estimated through <strong>Crop Cutting Experiments (CCEs)<\/strong>, making their accuracy important for agricultural policy, food security and farmers\u2019 welfare.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>About Crop Cutting Experiments (CCEs)<\/strong><\/h2>\n<ol>\n<li>CCEs involve harvesting, threshing, cleaning and weighing the crop from a <strong>scientifically selected small plot within a field<\/strong>.<\/li>\n<li>The yield obtained from this sample is used to estimate <strong>yield per hectare<\/strong>.<\/li>\n<li>The estimated yield, along with the total area under the crop, is used to calculate crop production at the <strong>district, state and national levels<\/strong>.<\/li>\n<li>The system has expanded significantly, from about <strong>1.73 lakh CCEs in 1973-74 to over 11.62 lakh in 2023-24<\/strong>.<\/li>\n<li>State Agricultural Statistics Authorities conduct the CCEs, while the <strong>Field Operations Division of MoSPI<\/strong> provides technical guidance and monitors compliance with scientific procedures.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Importance of CCEs<\/strong><\/h2>\n<ol>\n<li>CCE-based production estimates guide the <strong>procurement strategy<\/strong> of the Food Corporation of India and state agencies.<\/li>\n<li>They help determine the scale of <strong>Minimum Support Price (MSP) procurement<\/strong>.<\/li>\n<li>They are used to assess foodgrain availability for the <strong>Public Distribution System (PDS)<\/strong>.<\/li>\n<li>They influence decisions on <strong>agricultural exports and imports<\/strong> and national food-security planning.<\/li>\n<li>In several states, these estimates are also used for <strong>crop insurance claims<\/strong> and assessment of agricultural performance.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Key findings of the NSO report, 2023-24<\/strong><\/h2>\n<ol>\n<li>Only <strong>72% of CCEs<\/strong> were conducted according to the prescribed scientific procedure, while <strong>28% had procedural lapses, rule violations or other errors<\/strong>.<\/li>\n<li>About <strong>11% of CCEs<\/strong> had procedural errors, including incorrect plot selection and improper harvesting or weighing.<\/li>\n<li>Around <strong>10%<\/strong> had errors in recording important ancillary information such as <strong>irrigation, seed variety and fertiliser use<\/strong>, which can affect subsequent analysis.<\/li>\n<li><strong>Sample replacement was widespread.<\/strong> Selected villages or fields had to be changed in most states because the required crop was unavailable. This affected states such as Andhra Pradesh, Assam, Bihar, Chhattisgarh, Haryana, Himachal Pradesh, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Tamil Nadu, Uttarakhand and Puducherry.<\/li>\n<li>The report identified <strong>outdated GCES plans, delayed field selection and inadequate coordination with farmers<\/strong> as major reasons for sample replacement.<\/li>\n<li><strong>Supervision was inadequate.<\/strong> National supervision rates were only <strong>85% in Pre-Kharif, 81% in Kharif, 80% in Rabi and 88% in summer<\/strong>, meaning that around one in five CCEs was not effectively supervised on average.<\/li>\n<li>Several states recorded supervision rates below <strong>80%<\/strong>, particularly during different crop seasons, including Himachal Pradesh, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Uttar Pradesh and West Bengal.<\/li>\n<li>The report also highlighted the problem of <strong>untrained personnel<\/strong> conducting CCEs. This was particularly serious in <strong>Jharkhand (41%) and Uttar Pradesh (40%)<\/strong>, with concerns also reported in Jammu &amp; Kashmir, Madhya Pradesh, Maharashtra and West Bengal.<\/li>\n<li>In Rajasthan, CCE responsibilities were frequently <strong>delegated to personnel other than those originally assigned<\/strong>, raising concerns about adherence to prescribed procedures.<\/li>\n<li>The report stresses that CCEs require accurate <strong>field selection, plot demarcation, harvesting, threshing, cleaning, weighing and data recording<\/strong>. Errors at any stage can affect yield estimates.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Way forward<\/strong><\/h2>\n<ol>\n<li>States should aim for <strong>100% supervision<\/strong> of CCEs, as recommended by the report.<\/li>\n<li>The <strong>GCES plan should be regularly updated<\/strong> and fields should be selected on time.<\/li>\n<li>Better coordination with farmers can reduce unnecessary replacement of selected villages and fields.<\/li>\n<li>Only <strong>properly trained personnel<\/strong> should conduct CCEs.<\/li>\n<li>Stronger monitoring and adherence to scientific sampling procedures are necessary to improve the credibility of agricultural statistics.<\/li>\n<\/ol>\n<p><strong>Conclusion:<\/strong> CCE data form the <strong>foundation of India\u2019s official crop production estimates<\/strong>. The NSO findings, particularly the <strong>28% procedural lapse rate, inadequate supervision, sample replacement and use of untrained personnel<\/strong>, raise concerns about the reliability of these estimates. Strengthening the scientific integrity, training and supervision of CCEs is therefore essential for evidence-based agricultural policy and food-security planning.<\/p>\n<p><strong>Question<\/strong>: What are Crop Cutting Experiments (CCEs)?
