News X<\/figcaption><\/figure>\n<ul>\n<li><strong>Demand:<\/strong> The Gorkhas have <strong>long demanded political self-rule,<\/strong> protection of their <strong>ethnic-linguistic identity<\/strong>, and a <strong>separate administrative unit or Gorkhaland.<\/strong>\n<ul>\n<li><strong>Gorkhaland<\/strong> refers to the proposed <strong>separate administrative unit<\/strong> comprising <strong>Darjeeling and its adjoining areas,<\/strong> including <strong>Kalimpong, Kurseong, the Terai and the Dooars.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Basis of Demand<\/strong>\n<ul>\n<li data-start=\"116\" data-end=\"270\"><strong>Distinct regional identity:<\/strong> Gorkhaland has a predominantly <strong>Nepali-speaking population<\/strong> with <strong>distinct cultural, ethnic and linguistic characteristics.<\/strong><\/li>\n<li data-start=\"272\" data-end=\"388\"><strong>Identity crisis: <\/strong>Residents <strong>often face racial profiling<\/strong> and are <strong>wrongly labelled as citizens of Nepal or China.<\/strong><\/li>\n<li data-start=\"390\" data-end=\"536\"><strong>Assertion of Indian identity:<\/strong> This persistent alienation has strengthened the demand to affirm the Gorkhas\u2019 identity as Indian citizens.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Historical Roots<\/strong>\n<ul>\n<li><strong>1907:<\/strong> The <strong>Darjeeling Hillmen\u2019s Association<\/strong> petitioned the <strong>Minto-Morley Reforms Committee<\/strong> to <strong>separate Darjeeling and Jalpaiguri from Bengal.<\/strong><\/li>\n<li><strong>1929 onwards:<\/strong> Gorkha groups presented their <strong>case to the Simon Commission<\/strong> and <strong>British officials for a different governance system.<\/strong><\/li>\n<li><strong>1947:<\/strong> The undivided <strong>Communist Party of India<\/strong> submitted a memorandum <strong>demanding \u201cGorkhasthan\u201d to Jawaharlal Nehru and Liaquat Ali Khan.<\/strong><\/li>\n<li><strong>1980s:<\/strong> <strong>Subhas Ghising and the Gorkha National Liberation Front gave the movement a violent<\/strong> and high-profile form and <strong>popularised the term \u201cGorkhaland\u201d.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>2017 Unrest: <\/strong>The <strong>agitation began<\/strong> after <strong>Bengali was announced as a mandatory language in state-run schools and <\/strong>lasted 104 days.<\/li>\n<li><strong>Institutional Attempts: <\/strong>Over the years, different institutional arrangements were created to provide self-governance in the region.\n<ul>\n<li><strong>DGHC, 1988:<\/strong> The <strong>Darjeeling Gorkha Hill Council (DGHC)<\/strong> was created as a <strong>semi-autonomous body<\/strong> following unrest.<\/li>\n<li><strong>GTA, 2011:<\/strong> The <strong>Gorkha Territorial Administration (GTA)<\/strong> replaced the DGHC but <strong>did not end the statehood demand.<\/strong><\/li>\n<li><strong>Interlocutor, 2025:<\/strong> The Centre appointed <strong>Pankaj Kumar Singh to initiate structured tripartite negotiations.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>High-level Committee (August 2026):<\/strong>\n<ul>\n<li>The <strong>Union Ministry of Home Affairs<\/strong> constituted a <strong>high-level committee<\/strong> to prepare a <strong>framework for a permanent political solution to the Gorkha issue.<\/strong><\/li>\n<li><strong>Purpose:<\/strong> It <strong>seeks a lasting constitutional and administrative arrangement<\/strong> to <strong>address the Gorkhas\u2019 demand<\/strong> for political self-rule and protection of their identity.\n<ul>\n<li>The committee will also <strong>examine financial assistance for the region<\/strong> and a <strong>roadmap for granting Scheduled Tribe status to 11 Gorkha communities.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: The Union Ministry of Home Affairs constituted a high-level committee to prepare a framework for a permanent political solution to the Gorkha issue.
