text-module__regular__qJJtA text-module__small__sph8i body-module__full_width__kCIGb body-module__small_body__gOmDf article-body-module__paragraph__Ts-yF\" data-testid=\"paragraph-1\"><strong>Backed by:<\/strong> It is backed by the<strong> \u200bEuropean Union budget.<\/strong><\/li>\n<li><strong>Initiated year:<\/strong> It started from <strong data-start=\"523\" data-end=\"538\">29 May 2025<\/strong>.<\/li>\n<li class=\"text-module__text__0GDob text-module__dark-grey__UFC18 text-module__regular__qJJtA text-module__small__sph8i body-module__full_width__kCIGb body-module__small_body__gOmDf article-body-module__paragraph__Ts-yF\" data-testid=\"paragraph-1\"><strong>Aim:<\/strong> It aimed <strong>at boosting the bloc&#8217;s defence \u200bcapabilities and helping member states meet new,<\/strong> <strong>\u2060more ambitious NATO spending targets.<\/strong><\/li>\n<li data-testid=\"paragraph-1\"><strong>Purpose:<\/strong> It finances urgent and large-scale <strong>investments\u00a0<\/strong>in the European <strong>defence technological and industrial base<\/strong>.<\/li>\n<li>SAFE funds <strong>priority defence products<\/strong> in <strong>two categories<\/strong>.\n<ul>\n<li><strong data-start=\"449\" data-end=\"473\">For both categories, n<\/strong>o more than <strong data-start=\"487\" data-end=\"513\">35% of component costs<\/strong> can come from outside the <strong data-start=\"540\" data-end=\"568\">EU, EEA-EFTA, or Ukraine<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<li data-testid=\"paragraph-1\"><strong>Loans:<\/strong> Through it, EU is providing financial assistance in the<strong> form of loans worth up to \u20ac150 billion.<\/strong>\n<ul>\n<li data-testid=\"paragraph-1\">The assistance<strong> aims to help EU member states make rapid and significant increases in their defence investments<\/strong> through common procurement.<\/li>\n<li><strong>Allocation of the budget is demand-driven.<\/strong><\/li>\n<li>Disbursements take the form of competitively priced <strong>long-maturity loans<\/strong>, to be repaid by the beneficiary EU member states.<\/li>\n<\/ul>\n<\/li>\n<li>The <strong>following countries may also participate in common procurement but only EU member states can receive SAFE loans:<\/strong>\n<ul>\n<li>EU acceding, candidate, and potential\u00a0<strong>candidate countries<\/strong><\/li>\n<li>countries that have signed\u00a0<strong>Security and Defence Partnerships<\/strong>\u00a0with the EU, such as Albania, Canada,<strong> India,<\/strong> Japan, Moldova, North Macedonia, Norway, South Korea and the United
