This achievement is supported by strong buffer stocks and the <strong>National Food Security Act (NFSA), 2013<\/strong>, which provides subsidised foodgrains to around <strong>800 million people<\/strong>. Climate change and wider disruptions now threaten these gains through rising temperatures, erratic rainfall, extreme weather and supply-chain risks. India must ensure an <strong>affordable, nutritious and climate-resilient food supply<\/strong> for its <strong>1.4 billion people<\/strong>.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>Why Does India Need to Climate-Proof Its Food System?<\/strong><\/h2>\n<ol>\n<li><strong>Heat stress and lower crop yields:<\/strong> Rising temperatures can reduce <strong>wheat yields<\/strong>, while climate variability can disrupt monsoons, reduce agricultural output and increase pressure on water resources.<\/li>\n<li><strong>Erratic monsoons and extreme events:<\/strong> Unpredictable rainfall can cause <strong>floods and droughts within the same season<\/strong>, creating serious uncertainty for agricultural production.<\/li>\n<li><strong>Groundwater depletion:<\/strong> Falling groundwater levels weaken irrigation buffers and make agricultural production more vulnerable when rainfall becomes unreliable.<\/li>\n<li><strong>Risks across the food chain:<\/strong> Extreme weather and other disruptions can affect <strong>production, storage, transport, fertiliser supplies and agricultural trade<\/strong>, creating wider food-security risks.<\/li>\n<li><strong>Market volatility and food access:<\/strong> Disruptions across food supply chains can increase market volatility and limit access to <strong>affordable and nutritious food<\/strong>, especially for vulnerable populations.<\/li>\n<li><strong>Concentration of production:<\/strong> Heavy dependence on a few crops, regions or production models increases vulnerability to <strong>climate, economic and supply disruptions<\/strong>.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>India\u2019<\/strong><strong>s Existing Strengths and Opportunities<\/strong><\/h2>\n<ol>\n<li><strong>High foodgrain production:<\/strong> India produced <strong>more than 350 million tonnes of foodgrains in 2024\u201325<\/strong>, including record output of rice and wheat.<\/li>\n<li><strong>Large food security coverage:<\/strong> The <strong>NFSA, 2013<\/strong> provides a legal entitlement to subsidised foodgrains for around <strong>800 million people<\/strong>.<\/li>\n<li><strong>Strong institutional foundation:<\/strong> Public investment in improved seeds, irrigation, procurement, storage, price support and distribution has created a strong food-security base.<\/li>\n<li><strong>Established distribution system:<\/strong> The <strong>Public Distribution System (PDS)<\/strong> provides an extensive mechanism for delivering food entitlements across the country.<\/li>\n<li><strong>Digitisation and portability:<\/strong> Digitisation and the <strong>One Nation One Ration Card (ONORC)<\/strong> have expanded the reach and portability of food entitlements.<\/li>\n<li><strong>Support for farmers:<\/strong> <strong>PM-KISAN<\/strong> has provided direct benefit transfers to more than <strong>110 million farming households<\/strong>, strengthening farmer and food-system resilience.<\/li>\n<li><strong>Experience with climate-resilient crops:<\/strong> India&#8217;s promotion of the <strong>International Year of Millets in 2023<\/strong> has drawn greater attention to millets as climate-resilient and nutrient-rich crops.<\/li>\n<li><strong>Capacity for wider cooperation:<\/strong> India&#8217;s investments in food systems, digital public infrastructure and climate-adaptive agriculture provide experience that can also support wider cooperation.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Building a Climate-Resilient Food System<\/strong><\/h2>\n<p><strong>A. Diversifying Crops, Production and Procurement<\/strong><\/p>\n<ol>\n<li><strong>Diversifying procurement:<\/strong> Procurement should gradually expand across crops and geographical regions to reduce dependence on a limited production base.<\/li>\n<li><strong>Climate-suitable price support:<\/strong> Price support should encourage crops suited to local <strong>water availability and climate conditions<\/strong>, reducing pressure on stressed resources.<\/li>\n<li><strong>Promoting climate-resilient crops:<\/strong> <strong>Millets, pulses, oilseeds and other nutri-cereals<\/strong> can reduce risk concentration while improving dietary diversity and climate resilience.<\/li>\n<li><strong>Reducing dependence on single models:<\/strong> Food security should not rely excessively on one crop, production model or supply source, as such dependence increases vulnerability to disruptions.<\/li>\n<li><strong>Maintaining essential cereals:<\/strong> Rice and wheat will remain important, but a broader production and procurement base can create a more <strong>resilient food portfolio<\/strong>.<\/li>\n<\/ol>\n<p><strong>B. Diversifying the Food Basket<\/strong><\/p>\n<ol>\n<li><strong>Including locally suitable foods:<\/strong> The PDS can gradually include <strong>locally appropriate millets and pulses<\/strong> along with existing foodgrains.<\/li>\n<li><strong>Linking food security with sustainability:<\/strong> A diversified food basket can connect <strong>nutrition, water conservation and climate adaptation<\/strong> with food security.<\/li>\n<\/ol>\n<p><strong>C. Using Climate Information and Early Warning<\/strong><\/p>\n<ol>\n<li><strong>Climate-informed food decisions:<\/strong> Forecasts from the <strong>India Meteorological Department (IMD)<\/strong> can guide procurement, buffer-stock management and contingency decisions.<\/li>\n<li><strong>Monitoring climate-related risks:<\/strong> The NFSA monitoring framework can include <strong>heat stress, water stress, storage exposure and supply-chain resilience<\/strong> alongside coverage and offtake.<\/li>\n<li><strong>Broader supply-chain assessment:<\/strong> Early-warning systems can also assess disruptions affecting <strong>food, fertilisers, fuel and logistics<\/strong>, allowing quicker responses to food-system risks.<\/li>\n<\/ol>\n<p><strong>D. Strengthening Farmers Against Climate Risks<\/strong><\/p>\n<ol>\n<li><strong>Climate-resilient farming tools:<\/strong> Climate-resilient seeds, micro-irrigation, watershed development, precision farming and digital advisories can reduce production variability.<\/li>\n<li><strong>Access to critical farm inputs:<\/strong> Predictable and affordable access to <strong>fertilisers, quality seeds, technology and concessional finance<\/strong> can strengthen agricultural resilience.<\/li>\n<li><strong>Weather-based insurance:<\/strong> <strong>Weather-indexed insurance<\/strong> can help farmers manage climate-related risks and support better decisions under uncertain weather conditions.<\/li>\n<li><strong>Support for small and marginal farmers:<\/strong> Public safety nets and targeted support can ensure that <strong>smallholders and climate-exposed regions<\/strong> are not left behind.<\/li>\n<li><strong>Research and last-mile delivery:<\/strong> Public-private collaboration can accelerate research, certification and the delivery of climate-related technologies and services to farmers.<\/li>\n<\/ol>\n<p><strong>E. Building Climate-Resilient Storage and Supply Chains<\/strong><\/p>\n<ol>\n<li><strong>Flood-resilient warehouses:<\/strong> Storage infrastructure should withstand floods and extreme weather to protect foodgrains and other agricultural products.<\/li>\n<li><strong>Heat-suitable storage:<\/strong> Storage systems suited to <strong>higher temperatures<\/strong> are needed to reduce risks to foodgrains and perishables.<\/li>\n<li><strong>Expanded cold chains:<\/strong> Stronger cold-chain infrastructure is necessary to protect perishables as the national food basket becomes more diverse.<\/li>\n<li><strong>Robust transport and logistics:<\/strong> Better transport, logistics and supply chains can reduce disruptions in food movement caused by climate and other shocks.<\/li>\n<li><strong>Diversified supply chains:<\/strong> Strengthening domestic production and diversifying supply chains can reduce dependence on vulnerable external sources.<\/li>\n<li><strong>Adaptation across the value chain:<\/strong> Climate adaptation should cover <strong>procurement, storage, logistics and market stabilisation<\/strong>, rather than focusing only on agricultural production.<\/li>\n<\/ol>\n<p><strong>F. Financing and Coordinating the Transition<\/strong><\/p>\n<ol>\n<li><strong>Climate-resilient finance:<\/strong> <strong>Green bonds, adaptation finance, insurance and investment<\/strong> in resilient agricultural value chains can support the required transformation.<\/li>\n<li><strong>Affordable development finance:<\/strong> Access to concessional finance can help developing agricultural systems invest in climate adaptation and stronger food production.<\/li>\n<li><strong>Integration with climate goals:<\/strong> Food systems can be linked with India&#8217;s <strong>net-zero pathway<\/strong> through measurable emission reduction, carbon sequestration and resilience targets.<\/li>\n<li><strong>Coordinated policy action:<\/strong> Agriculture, water, energy, transport and nutrition should work together to support a coordinated climate-resilient food system.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Towards Sustainable Food Security<\/strong><\/h2>\n<ol>\n<li><strong>Building a broader \u201c<\/strong><strong>climate buffer\u201d:<\/strong> Like traditional buffer stocks that reduce poor-harvest risks, diversified crops and regions, resilient infrastructure, climate information, insurance and water management can reduce systemic climate risks.<\/li>\n<li><strong>Embedding climate risk in food policy:<\/strong> Climate risk management should become a <strong>core design factor<\/strong> in NFSA planning and monitoring rather than being addressed only after disruptions occur.<\/li>\n<li><strong>Strengthening domestic and supply resilience:<\/strong> Resilient domestic production, diversified supply chains and reliable access to key agricultural inputs can protect food systems from wider shocks.<\/li>\n<li><strong>Moving towards sustainable food security:<\/strong> India should shift from <strong>\u201c<\/strong><strong>food security\u201d to \u201c<\/strong><strong>sustainable food security\u201d<\/strong> by combining resilience, nutrition, water management and long-term sustainability.<\/li>\n<\/ol>\n<p><strong>Conclusion<\/strong><\/p>\n<p>Climate-resilient food and nutrition security is the <strong>logical next phase of India<\/strong><strong>\u2019<\/strong><strong>s food security journey<\/strong>, not a departure from it. India already possesses the institutions, production capacity and policy framework needed for this transition.
