{"id":371225,"date":"2026-09-07T16:10:19","date_gmt":"2026-09-07T10:40:19","guid":{"rendered":"https:\/\/forumias.com\/blog\/?p=371225"},"modified":"2026-09-07T16:10:19","modified_gmt":"2026-09-07T10:40:19","slug":"national-commission-for-safai-karamcharis-ncsk","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/national-commission-for-safai-karamcharis-ncsk\/","title":{"rendered":"National Commission for Safai Karamcharis (NCSK)"},"content":{"rendered":"<div class=\"content-box-green\">\n<p style=\"text-align: justify;\"><strong>News:<\/strong> The Department of Social Justice and Empowerment, Government of India, has made the appointment of the Chairperson, Vice-Chairperson and Members of the National Commission for Safai Karamcharis (NCSK).<\/p>\n<\/div>\n<h2 class=\"red-h2-box\" style=\"text-align: justify;\">About National Commission for Safai Karamcharis (NCSK)<\/h2>\n<figure style=\"width: 343px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/bsmedia.business-standard.com\/_media\/bs\/img\/article\/2025-02\/07\/full\/1738947085-4176.jpg?resize=343%2C257&#038;ssl=1\" alt=\" National Commission for Safai Karamcharis \" width=\"343\" height=\"257\" \/><figcaption class=\"wp-caption-text\">Source: Business Standards<\/figcaption><\/figure>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\"><span style=\"font-weight: 400;\">The National Commission for Safai Karamcharis (NCSK) is a <strong>non- statutory body<\/strong> established under the<strong> National Commission for Safai Karamcharis Act 1993.<\/strong><\/span><\/li>\n<li style=\"text-align: justify;\">It acts as the <strong>primary national monitoring body<\/strong> that<strong> tracks data and reviews compensation regarding sewer and septic tank<\/strong> <strong>deaths<\/strong> in India.<\/li>\n<li style=\"font-weight: 400; text-align: justify;\"><strong>Formation:<\/strong> The Commission functioned as a <strong>statutory body until 2004<\/strong>, when the law lapsed.\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\"><strong>Nodal ministry:<\/strong> Since 2004, it has been operated as a <strong>non-statutory body under the Ministry of Social Justice<\/strong>, with its tenure extended periodically.<\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\"><strong>Present Tenure:<\/strong> The tenure of the National Commission for Safai Karamcharis (NCSK) was <\/span><b>extended for three years beyond 31.03.2025 (i.e. upto 31.03.2028).<\/b><\/li>\n<li style=\"font-weight: 400; text-align: justify;\"><span style=\"font-weight: 400;\"><strong>Composition:<\/strong> It consists of <strong>1 Chairperson, 1 Vice-Chairperson, and 5 members<\/strong>, including a <strong>lady member<\/strong>, with prescribed ranks\/statuses equivalent to senior Central Government officials.\u00a0 <\/span><span style=\"font-weight: 400;\">It also has a <strong>Secretary (Joint Secretary rank)<\/strong> and supporting staff to assist in its functioning.<\/span><\/li>\n<li style=\"font-weight: 400;\"><strong>Functions of the Commission<\/strong>\n<ul>\n<li style=\"text-align: justify;\">It monitors the implementation of the<strong><a href=\"https:\/\/forumias.com\/blog\/prohibition-of-employment-as-manual-scavengers-and-their-rehabilitation-act-2013\/\"> Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013.<\/a><\/strong><\/li>\n<li style=\"text-align: justify;\">It also <strong>monitors their working conditions,<\/strong> including health, safety, and wages.<\/li>\n<li style=\"text-align: justify;\">It <strong>recommends programmes to the Central Government<\/strong> to eliminate inequalities faced by Safai Karmacharis.<\/li>\n<li style=\"text-align: justify;\">It <strong>reviews the implementation of schemes<\/strong> for their social and economic rehabilitation.<\/li>\n<li style=\"text-align: justify;\">It <strong>investigates grievances and take suo-motu action<\/strong> on non-implementation of welfare schemes, guidelines, and upliftment measures.<\/li>\n<li style=\"text-align: justify;\">It <strong>submits reports and recommendations to the Central and State Governments<\/strong> on issues<strong> affecting Safai Karmacharis<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: The Department of Social Justice and Empowerment, Government of India, has made the appointment of the Chairperson, Vice-Chairperson and Members of the National Commission for Safai Karamcharis (NCSK).
