The report calls for making the period of warming above 1.5\u00b0C <strong>\u201cas small and short as possible\u201d<\/strong>, while strengthening resilience and ensuring climate justice.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>Key Concerns<\/strong><\/h2>\n<ol>\n<li><strong>1.5\u00b0C threshold is increasingly difficult to achieve<\/strong>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Global temperatures have breached the 1.5\u00b0C level more than once in the past five years.<\/li>\n<li>These temporary breaches indicate that the planet is approaching the long-term warming limit that the Paris Agreement sought to avoid.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Increasing frequency of climate disasters<\/strong>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Heat waves in <strong>Europe, America and Australia<\/strong> and floods across parts of Asia demonstrate the growing intensity of climate impacts.<\/li>\n<li>The <strong>Nepal flash flood<\/strong> highlights how vulnerable communities are facing severe consequences in an increasingly unpredictable climate.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Risk of irreversible tipping points<\/strong>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Every additional fraction of a degree increases the possibility of irreversible climate tipping points.<\/li>\n<li>Retreating glaciers and rising seas make it particularly difficult for vulnerable communities to build resilience.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Climate overshoot may become unavoidable<\/strong>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>UNEP&#8217;s best-case scenario projects warming peaking at around <strong>1.8\u00b0C<\/strong>.<\/li>\n<li>However, 1.8\u00b0C should <strong>not be treated as a new target<\/strong>, but as a warning about the consequences that even strong climate action may have to confront.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Net-zero alone cannot immediately solve the problem<\/strong>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Existing net-zero commitments cannot immediately neutralise the carbon already accumulated in the atmosphere.<\/li>\n<li>Climate action will therefore require both <strong>emission reduction and carbon removal<\/strong>.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Need for carbon removal<\/strong>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Traditional methods such as increasing <strong>carbon sinks through forests<\/strong> need to be combined with emerging technologies capable of removing carbon from the atmosphere.<\/li>\n<li>However, the focus must remain on limiting emissions while using carbon removal to address accumulated greenhouse gases.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Ensuring Fair and Equitable Financing for Climate Damage <\/strong><\/h2>\n<ol>\n<li><strong> Unequal responsibility and unequal impact<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Countries and communities that have contributed little to global warming often suffer disproportionately from climate disasters.<\/li>\n<li>Nepal&#8217;s tragedy illustrates this injustice, as the country faces enormous reconstruction costs despite having <strong>little culpability for climate change<\/strong>.<\/li>\n<\/ol>\n<ol start=\"2\">\n<li><strong> Loss and Damage mechanism<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>The <strong>UNFCCC Loss and Damage Fund<\/strong>, created in 2022, was intended to support countries facing climate-induced losses.<\/li>\n<li>However, the estimated cost of rebuilding Nepal is several times larger than the Fund&#8217;s corpus.<\/li>\n<\/ol>\n<ol start=\"3\">\n<li><strong> Institutional inadequacy<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>The Fund&#8217;s limited resources reveal the gap between the scale of climate-related losses and available international finance.<\/li>\n<li>Its board has also not yet responded to the plea by several countries for an <strong>emergency meeting<\/strong>, highlighting the need for faster institutional action.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li>The global response must shift from focusing only on <strong>preventing warming<\/strong> to simultaneously managing the unavoidable impacts of climate change.<\/li>\n<li>Climate institutions should develop <strong>rapid-response mechanisms<\/strong> for climate-induced disasters.<\/li>\n<li>The Loss and Damage Fund needs adequate resources and faster decision-making.<\/li>\n<li>Climate finance should follow the principle of <strong>climate justice<\/strong>, with greater responsibility placed on countries historically responsible for higher emissions.<\/li>\n<li>Countries must continue ambitious mitigation efforts so that the <strong>overshoot above 1.5\u00b0C is as small and brief as possible<\/strong>.<\/li>\n<li>Forests and other natural carbon sinks should be strengthened alongside responsible deployment of <strong>carbon-removal technologies<\/strong>.<\/li>\n<li>Greater attention must be given to building the resilience of communities affected by <strong>retreating glaciers, rising seas, floods and extreme heat<\/strong>.<\/li>\n<\/ol>\n<p><strong>Conclusion: <\/strong>The climate challenge can no longer be viewed only as a race to remain below <strong>1.5\u00b0C<\/strong>; it is also a challenge of <strong>managing climate risks and protecting vulnerable populations<\/strong>. A warming world therefore needs institutions that are <strong>rapid, adequately financed and guided by climate justice<\/strong>, while continuing every possible effort to minimise the scale and duration of climate overshoot.<\/p>\n<p><strong>Question: <\/strong>The world is entering a phase of unavoidable climate overshoot beyond the 1.5\u00b0C Paris threshold.
