This concern assumes that sectors exposed to tariffs are also the sectors driving India\u2019s innovation. However, an examination of sectoral R&amp;D patterns, private-sector research spending and industrial behaviour suggests that the challenge lies deeper than trade barriers and reflects longstanding structural weaknesses in India\u2019s research ecosystem.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>Why Tariffs Raised Concerns About India\u2019<\/strong><strong>s Research Capacity<\/strong><\/h2>\n<ol>\n<li><strong>Tariffs can weaken research incentives:<\/strong> Higher duties can reduce export opportunities, raising concerns that firms may cut risky R&amp;D investment and remain in lower-value production.<\/li>\n<li><strong>R&amp;D needs market scale:<\/strong> Research is a <strong>fixed and risky investment<\/strong> whose returns depend on successfully selling new products at sufficient scale.<\/li>\n<li><strong>Smaller markets can change business choices:<\/strong> When exports decline, firms may prefer <strong>cheaper, undifferentiated goods<\/strong> instead of investing in products that tariffs cannot easily replace.<\/li>\n<li><strong>Past protection shaped industrial behaviour:<\/strong> Before the <strong>1991 economic opening<\/strong>, high tariff barriers protected Indian firms from competition and reduced the pressure to innovate.<\/li>\n<li><strong>The central question is sectoral:<\/strong> The real issue is whether tariffs are reducing research investment, or whether the affected industries already had <strong>weak R&amp;D capabilities<\/strong>.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Tariff-Exposed Sectors Have Historically Low R&amp;D Spending<\/strong><\/h2>\n<ol>\n<li><strong>Tariff exposure and research barely overlap:<\/strong> Organic chemicals, plastics, metals, machinery, auto components and leather face trade shocks but have historically invested little in R&amp;D.<\/li>\n<li><strong>Metals have particularly weak research intensity:<\/strong> Indian metals firms spend about <strong>0.4% of sales on R&amp;D<\/strong>, compared with nearly <strong>1.6% globally<\/strong>, showing a longstanding gap.<\/li>\n<li><strong>Automobiles perform better but still lag:<\/strong> Indian auto and parts makers spend slightly above <strong>2% of sales on R&amp;D<\/strong>, against the global average of <strong>5%<\/strong>.<\/li>\n<li><strong>Electrical equipment also remains below global levels:<\/strong> Electrical equipment firms spend <strong>less than 2% on R&amp;D<\/strong>, compared with the same <strong>5% global benchmark<\/strong>.<\/li>\n<li><strong>Pharmaceuticals and automobiles dominate research:<\/strong> India\u2019s research effort is concentrated mainly in <strong>pharmaceuticals and automobiles<\/strong>, while most other industries contribute very little.<\/li>\n<li><strong>Tariffs cannot remove absent R&amp;D:<\/strong> Duties on chemicals or steel cannot substantially reduce research spending in sectors that had <strong>very limited research investment beforehand<\/strong>.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Tariffs Have Not Caused the Decline in Research<\/strong><\/h2>\n<ol>\n<li><strong>Weak R&amp;D predates recent tariff measures:<\/strong> Exposed industries had followed a <strong>low-research path well before 2018<\/strong>, showing that their weakness has deeper causes.<\/li>\n<li><strong>Patent trends show no clear tariff effect:<\/strong> Patenting and R&amp;D spending in exposed sectors show <strong>no clear break during tariff years<\/strong> that can be attributed to U.S. duties.<\/li>\n<li><strong>Tariffs are mainly a trade symptom:<\/strong> The duties reflect a <strong>strained trading relationship<\/strong> rather than being the main cause of India\u2019s weak innovation performance.<\/li>\n<li><strong>Indian industry has long avoided risky research:<\/strong> Companies have generally preferred <strong>short-term profitability and proven technologies<\/strong> because R&amp;D involves long timelines and uncertain outcomes.<\/li>\n<li><strong>Industrial culture affects R&amp;D decisions:<\/strong> Indian entrepreneurs have often lacked the <strong>risk-taking and long-term research culture<\/strong> seen in countries such as Japan, South Korea and Taiwan.<\/li>\n<li><strong>Competition can matter more than protection:<\/strong> Greater competition can push firms towards technological improvement, while continued tariff protection can allow <strong>weak innovation habits to persist<\/strong>.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>The Real Weakness: India\u2019<\/strong><strong>s Low and Narrow R&amp;D Base<\/strong><\/h2>\n<ol>\n<li><strong>Low R&amp;D intensity: <\/strong>The World Intellectual Property Organization<strong> (WIPO) <\/strong>comparison cited in the source placed <strong>India 55th in R&amp;D expenditure intensity, <\/strong>with R&amp;D spending at<strong> only 0.64% of GDP.<\/strong><\/li>\n<li><strong>Total R&amp;D spending has increased:<\/strong> India\u2019s R&amp;D expenditure rose from <strong>$20.8 billion in 2000 to $75.7 billion in 2024<\/strong>, but intensity remains weak.<\/li>\n<li><strong>China has expanded far faster:<\/strong> China\u2019s R&amp;D spending increased from <strong>$40.7 billion to $785.9 billion<\/strong> between 2000 and 2024, widening the gap substantially.<\/li>\n<li><strong>Private industry contributes too little:<\/strong> Indian entrepreneurs finance only <strong>36% of R&amp;D<\/strong>, while private-sector contributions exceed <strong>70% in leading economies<\/strong>.<\/li>\n<li><strong>Vietnam shows the private-sector gap:<\/strong> Vietnam, another lower-middle-income economy, finances <strong>90.5% of its R&amp;D through private sources<\/strong>, far above India.<\/li>\n<li><strong>Industry research often remains routine:<\/strong> Much corporate R&amp;D focuses on <strong>routine development and testing<\/strong>, rather than research capable of creating new products.<\/li>\n<li><strong>Technology investment remains limited despite large corporate commitments:<\/strong> The Tata, Ambani and Adani groups have committed thousands of crores to semiconductors, petrochemicals, infrastructure and alternative energy, but technology investment remains limited except in a handful of Tata firms.<\/li>\n<li><strong>The scale gap is stark:<\/strong> <strong>Nvidia alone spends nearly as much on research as all Indian industry combined<\/strong>, showing the weakness of India\u2019s private R&amp;D base.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li><strong>Move towards higher-value products:<\/strong> Tariff-exposed industries should invest in <strong>differentiated products<\/strong> that are harder to replace through tariff competition.<\/li>\n<li><strong>Link support with R&amp;D effort:<\/strong> Government relief should be tied to <strong>actual research spending<\/strong>, so support builds technological capability instead of preserving low-value production.<\/li>\n<li><strong>Prioritise core research:<\/strong> R&amp;D incentives should focus on <strong>new-product research<\/strong> rather than routine development and testing.<\/li>\n<li><strong>Extend support to traditional industries:<\/strong> The \u20b9<strong>1 lakh crore Research, Development and Innovation scheme <\/strong>should also address older exposed sectors such as chemicals and auto components, not only frontier technologies.<\/li>\n<li><strong>Offset tariff-linked costs selectively:<\/strong> Higher metal costs for downstream engineering firms can be offset where firms <strong>continue investing in research<\/strong>.<\/li>\n<li><strong>Protect research-intensive sectors:<\/strong> <strong>Pharmaceuticals and automobiles<\/strong> need attention in future trade negotiations because tariffs affecting these sectors can directly affect innovation.<\/li>\n<li><strong>Improve R&amp;D measurement:<\/strong> Faster and more complete <strong>firm-level data on private R&amp;D spending and exports <\/strong>would help policymakers identify problems and respond early.<\/li>\n<li><strong>Strengthen private-sector commitment:<\/strong> Indian companies need greater willingness to fund <strong>long-term, risky research<\/strong> so that industrial competitiveness is supported by domestic technological capability.<\/li>\n<\/ol>\n<p><strong>Conclusion<\/strong><\/p>\n<p>The evidence suggests that U.S. tariffs are not the principal reason for India\u2019s weak research performance. Most tariff-exposed industries had limited R&amp;D activity long before recent trade tensions. The deeper challenge is India\u2019s low research intensity, weak private-sector participation and narrow innovation base.
