George Frederickson<\/strong><\/h2>\n<p><strong>Views <\/strong><\/p>\n<ul>\n<li>Social Equity = Third Pillar<br \/>\nTraditional administration asks:<br \/>\nEconomy \u2192 Can we spend less?<br \/>\nEfficiency \u2192 Can we produce more with available resources?<br \/>\nFrederickson adds:<br \/>\nEquity \u2192 Is the distribution of public services fair?<br \/>\nThus:<br \/>\nEconomy + Efficiency + Equity = Democratic Public Administration<\/p>\n<\/li>\n<li>\n<p>Frederickson challenged the assumption that treating everyone identically necessarily produces fairness.<br \/>\nA formally identical service may have unequal consequences because citizens differ in their socioeconomic circumstances. Hence:<br \/>\nEquality of treatment \u2260 necessarily equity.<\/p>\n<\/li>\n<li>\n<p>NPA should pay particular attention to marginalised and disadvantaged groups, making administration more responsive and socially responsible.<\/p>\n<\/li>\n<li>\n<p>Equity sometimes requires administrators to understand context and differential needs, rather than mechanically applying identical procedures.
