{"id":371593,"date":"2026-09-11T16:17:45","date_gmt":"2026-09-11T10:47:45","guid":{"rendered":"https:\/\/forumias.com\/blog\/?p=371593"},"modified":"2026-09-11T16:17:45","modified_gmt":"2026-09-11T10:47:45","slug":"digital-india-land-records-modernisation-programme-dilrmp-3-0","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/digital-india-land-records-modernisation-programme-dilrmp-3-0\/","title":{"rendered":"Digital India Land Records Modernisation Programme (DILRMP) 3.0"},"content":{"rendered":"<div class=\"content-box-green\">\n<p><strong>News:<\/strong> Union Minister Shivraj Singh Chouhan launched the Operational Guidelines for DILRMP 3.0 (2026\u20132031) in New Delhi.<\/p>\n<\/div>\n<h2 class=\"red-h2-box\">About Digital India Land Records Modernisation Programme (DILRMP) 3.0<\/h2>\n<figure id=\"attachment_371600\" aria-describedby=\"caption-attachment-371600\" style=\"width: 369px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\" wp-image-371600\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2026\/09\/Source-NTV.jpg?resize=369%2C215&#038;ssl=1\" alt=\"Digital India Land Records Modernisation Programme (DILRMP) 3.0\" width=\"369\" height=\"215\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2026\/09\/Source-NTV.jpg?resize=300%2C175&amp;ssl=1 300w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2026\/09\/Source-NTV.jpg?w=653&amp;ssl=1 653w\" sizes=\"auto, (max-width: 369px) 100vw, 369px\" \/><figcaption id=\"caption-attachment-371600\" class=\"wp-caption-text\">Source &#8211; NTV<\/figcaption><\/figure>\n<ul>\n<li><strong>DILRMP 3.0<\/strong> is a <strong>five-year programme<\/strong> to build <strong>an integrated, GIS-enabled \u201cLand Stack\u201d for land administration.<\/strong><\/li>\n<li><strong>Evolution:<\/strong> In <strong>2008<\/strong>, <strong>Computerisation of Land Records (CLR)<\/strong> and <strong>Strengthening of Revenue Administration and Updating of Land Records (SRA&amp;ULR)<\/strong> were <strong>merged into the National Land Records Modernization Programme (NILRMP). <\/strong>\n<ul>\n<li>In <strong>2016, NILRMP was revamped as DILRMP,<\/strong> which has <strong>now been expanded as DILRMP 3.0 (2026\u20132031).<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Type of Scheme:<\/strong> It is a <strong>Central Sector Scheme.<\/strong><\/li>\n<li><strong>Funding:<\/strong> It has <strong>100% central funding<\/strong> with an anticipated <strong>financial outlay of \u20b9565.50 crore.<\/strong><\/li>\n<li><strong>Implemented by:<\/strong> The <strong>Department of Land Resources (DoLR)<\/strong>, <strong>Ministry of Rural Development,<\/strong> will implement the programme across all States and Union Territories.<\/li>\n<li><strong>Monitored by:<\/strong> Real-time progress will be <strong>monitored through the upgraded DILRMP-MIS dashboard.<\/strong><\/li>\n<li><strong>Aim:<\/strong> It aims to make land <strong>governance transparent, accessible and citizen-friendly<\/strong> by <strong>integrating land records, maps, property registration and court cases.<\/strong><\/li>\n<li><strong>Key Features<\/strong>\n<ul>\n<li><strong>Universal Bhu-Aadhaar (ULPIN):<\/strong> It will assign a <strong>14-digit unique identification number<\/strong> to every land parcel, ensuring a secure and unmistakable identity for each property.<\/li>\n<li><strong>Digitisation and Georeferencing of Maps:<\/strong> It will <strong>completely digitise cadastral maps<\/strong> and embed them <strong>with exact geographical coordinates.<\/strong><\/li>\n<li><strong>Paperless Property Registration:<\/strong> It will introduce <strong>end-to-end online<\/strong> and <strong>paperless property registration<\/strong> along with a new Registration Repository.<\/li>\n<li><strong>Integrated Revenue Courts:<\/strong> It will introduce a <strong>paperless Revenue Court Case Management System (RCCMS) <\/strong>integrated with land records to track disputes and reduce the time and cost of legal battles.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: Union Minister Shivraj Singh Chouhan launched the Operational Guidelines for DILRMP 3.0 (2026\u20132031) in New Delhi.
