id=\"caption-attachment-371828\" class=\"wp-caption-text\">Source &#8211; NCPCR<\/figcaption><\/figure>\n<ul>\n<li>The <strong>National Commission for Protection of Child Rights (NCPCR)<\/strong> is a <strong>statutory body<\/strong> constituted to <strong>protect, promote and defend child rights in the country.<\/strong><\/li>\n<li><strong>Established:<\/strong> It was <strong>constituted under Section 3<\/strong> of the <strong>Commissions for Protection of Child Rights (CPCR) Act, 2005.<\/strong><\/li>\n<li><strong>Constituted By:<\/strong> It is <strong>constituted by the Ministry of Women and Child Development.<\/strong><\/li>\n<li><strong>Target Group:<\/strong> It protects the <strong>rights of children below 18 years of age.<\/strong>\n<ul>\n<li>It also focuses on children in distress, marginalized and disadvantaged children, children in conflict with law, and children without family.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Composition<\/strong>\n<ul>\n<li><strong>Members:<\/strong> The Commission consists of <strong>a Chairperson and six Members,<\/strong> of whom <strong>at least two must be women.<\/strong><\/li>\n<li><strong>Appointment:<\/strong> The <strong>Central Government appoints<\/strong> the Chairperson.\n<ul>\n<li>The appointment is made <strong>on the recommendation of a three-member selection committee<\/strong> <strong>chaired by the Minister in charge of the Ministry or Department dealing with children.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Expertise:<\/strong> Members are selected for <strong>expertise<\/strong> in education, child health and development, juvenile justice, care of marginalised children or children with disabilities, elimination of child labour, child psychology or sociology, and laws relating to children.<\/li>\n<li><strong>Tenure and Age Limits:<\/strong> The Chairperson and Members may serve <strong>for a maximum of two terms.<\/strong>\n<ul>\n<li>The <strong>maximum age is 65 years for the Chairperson<\/strong> and <strong>60 years for Members.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Core Mandate<\/strong>\n<ul>\n<li><strong>Legal Safeguards:<\/strong> It reviews <strong>legal safeguards for children<\/strong> and <strong>recommends measures for their effective implementation.<\/strong><\/li>\n<li><strong>Child Rights Violations:<\/strong> It <strong>inquires into complaints<\/strong> and <strong>takes suo motu notice<\/strong> of deprivation or violation of child rights and non-implementation of protective laws.<\/li>\n<li><strong>Protection and Inspection:<\/strong> It <strong>investigates violations, inspects institutions<\/strong> where children are detained or housed, and <strong>recommends remedial action.<\/strong><\/li>\n<li><strong>Policies and Awareness:<\/strong> It <strong>studies treaties and policies<\/strong>, <strong>promotes research<\/strong> and <strong>child-rights literacy<\/strong>, and <strong>encourages consideration of children\u2019s views.<\/strong><\/li>\n<li><strong>Law Monitoring:<\/strong> It monitors specified safeguards under the <strong>RTE Act, 2009, POCSO Act, 2012, and Juvenile Justice (Care and Protection) Act.<\/strong><\/li>\n<li><strong data-start=\"950\" data-end=\"978\">Child Care Institutions:<\/strong> It monitors <strong data-start=\"991\" data-end=\"1025\">Child Care Institutions (CCIs)<\/strong> and carries out their <strong data-start=\"1048\" data-end=\"1064\">social audit<\/strong> as directed by the Supreme Court.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Powers<\/strong>\n<ul>\n<li><strong>Civil Court Powers<\/strong>: <strong>Summon persons, examine them on oath, require documents,<\/strong> receive evidence on affidavits and requisition public records.<\/li>\n<li><strong>Legal Action:<\/strong> <strong>Recommend prosecution or other action<\/strong> against persons responsible for serious violations.<\/li>\n<li><strong>Judicial and Relief Measures:<\/strong> <strong>Approach the Supreme Court or High Court and recommend interim relief<\/strong> to victims or their families.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2 class=\"yellow-h2-box\" style=\"text-align: center;\">Initiatives Taken by NCPCR<\/h2>\n<ul>\n<li><strong>POCSO e-Box:<\/strong> An <strong>online<\/strong> mechanism for <strong>reporting cases<\/strong> of <strong>child sexual abuse under the POCSO Act<\/strong>.<\/li>\n<li><strong>e-BaalNidaan:<\/strong> An <strong>online complaint management<\/strong> system for <strong>registering and tracking complaints relating to violations of child rights.<\/strong><\/li>\n<li><strong>Baal Swaraj \u2013 CiSS Application:<\/strong> A platform to <strong>identify children<\/strong> in <strong>street situations<\/strong> and facilitate their <strong>rescue and rehabilitation<\/strong>.<\/li>\n<li><strong>POCSO Tracking Portal:<\/strong> A system for <strong>real-time tracking of child sexual abuse<\/strong> cases, including <strong>rehabilitation<\/strong> and <strong>victim-support services<\/strong>.<\/li>\n<li><strong>MASI App:<\/strong> A <strong>monitoring application<\/strong> for seamless and real-time <strong>inspection of Child Care Institutions.<\/strong><\/li>\n<li><strong>GHAR \u2013 GO:<\/strong> A portal for <strong>digitally monitoring<\/strong> and <strong>tracking<\/strong> the <strong>restoration and repatriation of children.<\/strong><\/li>\n<li><strong>Samvardhan:<\/strong> An exercise for <strong>vulnerability mapping to combat child trafficking.<\/strong><\/li>\n<li><strong>Quick Response Cell
