However, its rapid development also raises concerns regarding <strong>human control, employment, inequality, sovereignty, democracy and resource consumption<\/strong>. India therefore needs a policy framework that promotes innovation while preventing excessive dependence on others.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>Four priorities for India\u2019s AI policy<\/strong><\/h2>\n<ol>\n<li><strong> Ensuring human control over AI development<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>India should support a <strong>global consensus<\/strong> to ensure that the development and orientation of AI systems remain subject to meaningful human control.<\/li>\n<li>Regulation should prevent advanced AI systems from becoming difficult to <strong>monitor, control or regulate<\/strong>.<\/li>\n<\/ol>\n<ol start=\"2\">\n<li><strong> Protecting employment and ensuring fair distribution<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>India should address the potential impact of AI on <strong>employment and income distribution<\/strong>.<\/li>\n<li>AI may substitute workers in certain skilled tasks, while returns from AI could increasingly accrue to <strong>owners of AI models and technology<\/strong>.<\/li>\n<li>Policy should therefore promote a <strong>fair distribution of the economic gains from AI<\/strong>.<\/li>\n<\/ol>\n<ol start=\"3\">\n<li><strong> Ensuring AI sovereignty and protecting democracy<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>AI outputs may reflect the <strong>biases and worldviews of their developers or governments<\/strong>.<\/li>\n<li>Dependence on foreign AI models could therefore create concerns regarding <strong>technological sovereignty and politically influenced information<\/strong>.<\/li>\n<li>India needs greater capacity to develop and use <strong>domestically controlled AI models<\/strong>, particularly for strategic and sensitive applications.<\/li>\n<\/ol>\n<ol start=\"4\">\n<li><strong> Developing domestic data-centre capacity sustainably<\/strong><\/li>\n<\/ol>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>India needs to increase its <strong>domestically owned data-centre capacity<\/strong>, as data centres are essential AI infrastructure.<\/li>\n<li>Expansion must account for their significant <strong>electricity and water requirements<\/strong>.<\/li>\n<li>Data-centre development should therefore incorporate strong standards for <strong>energy and water efficiency<\/strong>.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Key challenges<\/strong><\/h2>\n<ol>\n<li>Rapid advances in AI may make <strong>regulation and human oversight<\/strong> difficult.<\/li>\n<li>AI-driven automation can lead to <strong>job displacement and greater income inequality<\/strong>.<\/li>\n<li>Dependence on foreign AI models can create risks to <strong>data and technological sovereignty<\/strong>.<\/li>\n<li>AI-generated information can potentially influence <strong>public discourse and democratic communication<\/strong>.<\/li>\n<li>India faces a gap between its large volume of data generation and its <strong>domestic data-centre capacity<\/strong>.<\/li>\n<li>Large AI systems require substantial <strong>energy and water<\/strong>, creating environmental concerns.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li>India should participate in developing <strong>international rules and standards<\/strong> for responsible and human-controlled AI.<\/li>\n<li>It should promote <strong>Indian AI models and domestic technological capabilities<\/strong> to reduce excessive external dependence.<\/li>\n<li>AI adoption should be accompanied by <strong>reskilling and upskilling programmes<\/strong> to help workers adapt to changing employment patterns.<\/li>\n<li>India should develop mechanisms for a <strong>fair distribution of AI-generated economic benefits<\/strong> among technology companies, information providers and users.<\/li>\n<li>AI systems used in sensitive areas should have appropriate <strong>human oversight, transparency and accountability<\/strong>.<\/li>\n<li>Data-centre expansion should follow <strong>energy-efficient and water-efficient standards<\/strong>, while encouraging renewable energy.<\/li>\n<li>India should balance <strong>innovation, economic benefits, technological sovereignty, democratic values and environmental sustainability<\/strong>.<\/li>\n<\/ol>\n<p><strong>Conclusion:<\/strong> India\u2019s AI policy should not focus merely on rapid adoption of AI.
