The debate is not merely about who pays the fee, but about <strong>who should bear the cost of maintaining and developing the UPI ecosystem<\/strong>.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>UPI and Financial Inclusion<\/strong><\/h2>\n<ol>\n<li><strong>UPI has expanded digital pay<\/strong>ments to <strong>millions of small businesses and informal-sector vendors<\/strong>, thereby reducing dependence on cash.<\/li>\n<li>Digital payments create a <strong>transaction record<\/strong>, which can help individuals and businesses build a financial history.<\/li>\n<li>Such records can make it easier for businesses to access <strong>formal credit and financial services<\/strong>.<\/li>\n<li>UPI has therefore contributed to the broader objective of <strong>financial inclusion and formalisation of economic activity<\/strong>.<\/li>\n<li>However, payments are only one component of financial inclusion, and the larger objective is to ensure that people can also access <strong>affordable and reliable credit<\/strong>.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Reason behind consideration of a UPI Fee<\/strong><\/h2>\n<ol>\n<li>UPI transactions involve costs related to <strong>cybersecurity, servers, connectivity, investment in infrastructure and continuous innovation<\/strong>, which need a sustainable source of financing.<\/li>\n<li>The existing model largely absorbs these costs without directly charging users for individual transactions.<\/li>\n<li>Banks and payment service providers therefore need adequate revenue to <strong>maintain records, develop technology and ensure reliable payment services<\/strong>.<\/li>\n<li>A small and predictable fee could provide a source of revenue without necessarily undermining the larger benefits of UPI.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Arguments in Favour of a Small Fee<\/strong><\/h2>\n<ol>\n<li>A small fee can help ensure the <strong>economic sustainability of the UPI ecosystem<\/strong> by contributing towards its operational and technological costs.<\/li>\n<li>If payment providers cannot recover their costs, they may eventually reduce investment in <strong>technology, cybersecurity and innovation<\/strong>.<\/li>\n<li>A nominal charge on higher-value transactions can be designed so that <strong>small-value everyday transactions remain largely unaffected<\/strong>.<\/li>\n<li>A fee can also ensure that the costs of payment services are not entirely borne by banks, fintech companies or other intermediaries.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Concerns Regarding the Fee<\/strong><\/h2>\n<ol>\n<li>Merchants may ultimately transfer the <strong>Merchant Discount Rate (MDR)<\/strong> to consumers by increasing the prices of goods and services.<\/li>\n<li>Small merchants may have less capacity to absorb additional costs and may therefore increase their prices.<\/li>\n<li>If merchants start charging consumers for UPI payments, it could <strong>discourage digital payment adoption<\/strong>.<\/li>\n<li>Charging users merely for using a digital payment system raises the question of whether frequent users should effectively subsidise those who make fewer transactions.<\/li>\n<li>A fee could become particularly problematic if it is imposed without considering the <strong>different capacities of large retailers and small merchants<\/strong>.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li>The fee structure should be designed in a manner that <strong>protects small-value transactions and does not discourage ordinary users from adopting UPI<\/strong>.<\/li>\n<li>The government and regulators should ensure that payment charges remain <strong>transparent, predictable and proportionate to transaction value<\/strong>.<\/li>\n<li>The burden of payment costs should be distributed fairly among <strong>banks, payment providers, merchants and users<\/strong>, rather than being disproportionately transferred to consumers.<\/li>\n<li>Any fee mechanism should preserve the affordability and accessibility that have made UPI an important instrument of <strong>digital financial inclusion<\/strong>.<\/li>\n<li>Greater attention should also be given to converting digital transaction records into <strong>responsible and affordable credit opportunities<\/strong> for small businesses.<\/li>\n<\/ol>\n<p><strong>Conclusion: <\/strong>The objective should not simply be to make UPI free at any cost or to impose charges without safeguards, but to create a <strong>financially sustainable payment ecosystem without weakening its wider social and economic benefits<\/strong>.
