India.<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Themes:<\/b><span style=\"font-weight: 400;\"> The report covers <strong>three themes<\/strong>:<\/span><b> <\/b>\n<ul>\n<li style=\"text-align: justify;\"><b>transport electrification progress (50%)<\/b><\/li>\n<li style=\"text-align: justify;\"><b>charging infrastructure readiness (30%)<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><b>EV research and innovation status (20%)<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\"><strong>Scores:<\/strong> According to the index, the<\/span><b> composite scores on performance across all 36 States and Union Territories (UTs) <\/b><span style=\"font-weight: 400;\">ranges<\/span><b> from 10 to 84, <\/b><span style=\"font-weight: 400;\">and <\/span><b>a median score of 40.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Performance: Delhi has topped <\/b><span style=\"font-weight: 400;\">the NITI Aayog\u2019s India Electric Mobility Index (IEMI) 2025.<\/span>\n<ul>\n<li><b>Maharashtra and Karnataka secured the second and third positions<\/b><span style=\"font-weight: 400;\">, with scores of 78 and 73 respectively.<\/span><\/li>\n<li><b>Chandigarh and Goa<\/b><span style=\"font-weight: 400;\"> secured the fourth and fifth positions, with scores of 71 and 65 respectively.<\/span><\/li>\n<li><b>Goa improved significantly by climbing ten positions<\/b><span style=\"font-weight: 400;\"> and secured the fifth position.<\/span><\/li>\n<li><b>Madhya Pradesh recorded a major improvement<\/b><span style=\"font-weight: 400;\">, rising from <\/span><b>23rd position in 2024 to seventh position in 2025<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><b>Performance of Large States<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Eight large states, namely <\/span><b>Tamil Nadu, Madhya Pradesh, Odisha, Andhra Pradesh, Telangana, Haryana, Rajasthan and Uttar Pradesh<\/b><span style=\"font-weight: 400;\">, were classified as <\/span><b>frontrunners<\/b><span style=\"font-weight: 400;\">, with scores between 50 and 64.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Seven large states, namely <\/span><b>Chhattisgarh, West Bengal, Bihar, Kerala, Jharkhand, Punjab and Gujarat<\/b><span style=\"font-weight: 400;\">, were classified as <\/span><b>emerging performers<\/b><span style=\"font-weight: 400;\">, with scores between 35 and 49.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Themewise performance:\u00a0<\/b>\n<ul>\n<li style=\"text-align: justify;\"><b>Transport Electrification:\u00a0 <\/b><span style=\"font-weight: 400;\">This category measures <\/span><b>EV adoption, market absorption, consumer acceptance and demand-side momentum<\/b><span style=\"font-weight: 400;\">.<\/span>\n<ul>\n<li><b>Delhi, Chandigarh and Maharashtra were <\/b><span style=\"font-weight: 400;\">the only States and UTs to qualify as top performers in transport electrification progress.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><b>Charging Infrastructure: <\/b><span style=\"font-weight: 400;\">This category assesses factors such as the <\/span><b>charger-to-vehicle ratio, subsidies for charging infrastructure, building bye-laws for EV charging and power availability<\/b><span style=\"font-weight: 400;\">.<\/span>\n<ul>\n<li><b>Karnataka recorded the highest national score of 97 <\/b><span style=\"font-weight: 400;\">in charging infrastructure readiness.<\/span><\/li>\n<li><b>Goa and Maharashtra followed with scores of 92 and 91<\/b><span style=\"font-weight: 400;\">, respectively.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>EV Research and Innovation: <\/b><span style=\"font-weight: 400;\">This category considers the presence of <\/span><b>EV startups, research and development initiatives, and patents<\/b><span style=\"font-weight: 400;\"> related to electric mobility.<\/span>\n<ul>\n<li style=\"text-align: justify;\"><b>Delhi achieved the highest score of 94
