Under the new arrangement, MDR will apply to certain Person-to-Merchant (P2M) UPI transactions above \u20b92,000, while most UPI transactions will remain free.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>Who will pay MDR<\/strong><\/h2>\n<ol>\n<li>Merchants<strong> receiving UPI payments above \u20b92,000<\/strong> will generally bear the MDR.<\/li>\n<li><strong>Transactions of \u20b975,000 and above<\/strong> will have MDR capped at \u20b9300 per transaction.<\/li>\n<li><strong>Essential and thin-margin sectors <\/strong>such as railways, telecommunications, insurance, fuel and agricultural inputs will attract a flat MDR of \u20b95 per transaction.<\/li>\n<li><strong>Transactions involving mutual funds, stockbrokers, dealers and F&amp;O <\/strong>will attract 0.02% or \u20b9300 per transaction, whichever is lower.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Who will not pay MDR<\/strong><\/h2>\n<ol>\n<li>P2P transactions will remain completely free.<\/li>\n<li>Merchant payments up to \u20b92,000 will remain free.<\/li>\n<li>Small merchants receiving up to \u20b91 lakh per month through UPI will be exempt.<\/li>\n<li>P2PM transactions will also remain exempt.<\/li>\n<li>Hence, around 97.5% of UPI transactions by volume will remain free.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Who stands to gain<\/strong><\/h2>\n<ol>\n<li>MDR collections<strong> will be shared among banks, <\/strong>payment service providers and UPI application providers.<\/li>\n<li>The<strong> payer&#8217;s bank gets about 40%, the merchant\/receiving bank about 30%, <\/strong>UPI applications\/TPAPs about 20%, and PSPs about 10%.<\/li>\n<li>A <strong>dedicated fund equivalent to 5% of total MDR collections <\/strong>will also be used to promote UPI adoption among small merchants.<\/li>\n<li>Since <strong>P2M transactions above \u20b92,000 constitute<\/strong> around 20% of UPI transactions by value, the new mechanism can generate significant revenue for the payment ecosystem.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Challenges<\/strong><\/h2>\n<ol>\n<li><strong>Higher cost for merchants: <\/strong>MDR may increase the cost of accepting digital payments, particularly for merchants with low profit margins.<\/li>\n<li><strong>Risk of discouraging digital payments: <\/strong>Some merchants may prefer cash or other payment modes if MDR makes UPI transactions costlier.<\/li>\n<li><strong>Impact on small businesses: <\/strong>Although small merchants are exempt up to \u20b91 lakh monthly UPI receipts, businesses growing beyond this threshold may face additional costs.<\/li>\n<li><strong>Complexity of the MDR structure: <\/strong>Different rates, exemptions and transaction limits may make the system difficult for merchants to understand and comply with.<\/li>\n<li><strong>Possibility of shifting the burden:<\/strong> Merchants may indirectly pass the additional cost to consumers through higher prices.<\/li>\n<li><strong>Revenue-sharing concerns: <\/strong>The distribution of MDR among banks, TPAPs and PSPs could raise questions about whether the compensation adequately reflects the costs and responsibilities of each participant.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li><strong>Protect small and low-margin merchants: <\/strong>MDR exemptions and concessional rates should continue for essential sectors and small businesses.<\/li>\n<li><strong>Maintain transparency: <\/strong>The applicable MDR, exemptions and caps should be clearly communicated to merchants.<\/li>\n<li><strong>Monitor consumer impact: <\/strong>Regulators should ensure that merchants do not impose inappropriate additional charges on consumers for using UPI.<\/li>\n<li><strong>Periodic review: <\/strong>MDR rates, exemptions and transaction limits should be periodically reviewed based on transaction costs and the development of the digital-payment ecosystem.<\/li>\n<li><strong>Strengthen competition:<\/strong> A competitive payment ecosystem can help keep transaction costs reasonable while ensuring adequate compensation to banks, PSPs and UPI applications.<\/li>\n<\/ol>\n<p><strong>Conclusion:<\/strong> MDR can provide a sustainable revenue mechanism for the UPI ecosystem while retaining free access for the overwhelming majority of transactions.
