Similarly, appropriate provisions for local employment and skill development can improve opportunities for Ladakhi youth without restricting the investment, entrepreneurship or access to specialised skills required for the region\u2019s development.<\/li>\n<li><strong>Strengthen local self-governance<\/strong>: The proposed constitutional safeguards should be accompanied by greater devolution of powers, functions and financial resources to local institutions in Ladakh. Local bodies should have a meaningful role in decisions relating to land use, local development, tourism, employment, culture and natural-resource management.<\/li>\n<li><strong>Ensure equitable regional development<\/strong>: Special constitutional safeguards should ensure that development benefits reach both Leh and Kargil in a balanced manner, rather than being concentrated in a few urban or tourist centres. Resource allocation should consider differences in population, geography, infrastructure gaps and socio-economic needs.<\/li>\n<li><strong>Adopt an environment-sensitive development model<\/strong>: Ladakh\u2019s cold desert ecosystem, limited water availability and vulnerability to climate change make environmentally sustainable development particularly important.
