The Graham Act, which authorises tariffs of up to <\/span><b>100% on the five largest importers of Russian oil and gas<\/b><span style=\"font-weight: 400;\">, can therefore create pressure on India\u2019s external sector.<\/span><\/p>\n<h2 class=\"yellow-h2-box\"><b>Introduction<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Graham act is a U.S. law aimed at increasing economic pressure on <\/span><b>Russia and Iran<\/b><span style=\"font-weight: 400;\">. It strengthens sanctions targeting Russia\u2019s <\/span><b>political, financial, energy and commercial networks<\/b><span style=\"font-weight: 400;\">. Although it does not specifically name India or China, its provisions can <\/span><b>affect major buyers of Russian energy, including India and China<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h2 class=\"yellow-h2-box\"><b>Major Provisions and Their Implications for India\u00a0<\/b><\/h2>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>The Act allows the U.S. President to impose tariffs of up to 100% on imports from major purchasers of Russian crude oil or natural gas.<\/b><span style=\"font-weight: 400;\"> If applied to India, this could make Indian exports such as textiles, electronics and engineering goods more expensive in the U.S. market.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>The Act targets Russia\u2019s \u201cShadow Fleet\u201d and other entities involved in transporting Russian oil and evading sanctions.<\/b><span style=\"font-weight: 400;\"> This could make the purchase, transportation and insurance of Russian crude more difficult or costly for Indian companies.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>The Act provides conditional exemptions for countries that meet specified requirements relating to Russian natural-gas imports.<\/b><span style=\"font-weight: 400;\"> This may provide some flexibility to countries that are taking significant steps to reduce their dependence on Russian gas.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>The Act authorizes tariffs of up to 500% on certain Russian-origin goods.<\/b><span style=\"font-weight: 400;\"> This is intended to increase economic pressure on Russia and could indirectly affect global trade and energy markets.<\/span><\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><b>India\u2019s major vulnerabilities<\/b><\/h2>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>High dependence on Russian crude:<\/b><span style=\"font-weight: 400;\"> India imports over <\/span><b>88% of its crude oil<\/b><span style=\"font-weight: 400;\">. In July 2026, Russia accounted for <\/span><b>51.1% of India\u2019s crude imports<\/b><span style=\"font-weight: 400;\">, worth $7.27 billion.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Limited diversification so far:<\/b><span style=\"font-weight: 400;\"> In FY26, India imported <\/span><b>$40.82 billion of Russian crude<\/b><span style=\"font-weight: 400;\">, compared with only <\/span><b>$9.87 billion of US oil<\/b><span style=\"font-weight: 400;\">, showing the continuing dependence on Russia.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Exposure to the US market:<\/b><span style=\"font-weight: 400;\"> India\u2019s merchandise exports to the US reached <\/span><b>$87.31 billion in FY26<\/b><span style=\"font-weight: 400;\">, accounting for <\/span><b>19.78% of total exports<\/b><span style=\"font-weight: 400;\"> and generating a bilateral surplus of $33.86 billion.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Threat to export sectors:<\/b><span style=\"font-weight: 400;\"> Major exports to the US include <\/span><b>electrical machinery, pharmaceuticals, nuclear reactors, gems and jewellery, and minerals<\/b><span style=\"font-weight: 400;\">. Higher tariffs could therefore affect several important sectors.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Pressure on the external account:<\/b><span style=\"font-weight: 400;\"> India\u2019s merchandise trade deficit widened to <\/span><b>$86.1 billion in Q1 FY27<\/b><span style=\"font-weight: 400;\">. A fall in exports could further widen the deficit and put pressure on the current account.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Oil-price vulnerability:<\/b><span style=\"font-weight: 400;\"> Brent crude crossed <\/span><b>$100 per barrel<\/b><span style=\"font-weight: 400;\">, while India\u2019s crude basket reached <\/span><b>$113.91<\/b><span style=\"font-weight: 400;\">. The oil and gas import bill rose <\/span><b>36.5% year-on-year to over $60 billion<\/b><span style=\"font-weight: 400;\"> during April-August 2026.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Rupee and reserves pressure:<\/b><span style=\"font-weight: 400;\"> The rupee touched <\/span><b>\u20b996.84 per dollar<\/b><span style=\"font-weight: 400;\">, while foreign-exchange reserves stood at <\/span><b>$785.7 billion<\/b><span style=\"font-weight: 400;\">. However, a substantial part of the recent increase came from a concessional swap window involving over <\/span><b>$136 billion in borrowed foreign-currency deposits<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><b>Way Forward<\/b><\/h2>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Conclude the India-US bilateral trade agreement quickly<\/b><span style=\"font-weight: 400;\"> with preferential rather than merely reciprocal tariff arrangements.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Diversify crude sources substantially<\/b><span style=\"font-weight: 400;\"> to reduce excessive dependence on Russian oil and qualify for the Act\u2019s provision relating to significant diversification.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Strengthen genuine foreign-exchange earnings<\/b><span style=\"font-weight: 400;\"> so that the reserve cushion is supported by sustainable external surpluses rather than borrowing-based inflows.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Diversify export markets<\/b><span style=\"font-weight: 400;\"> beyond the US to reduce concentration risk and protect Indian exporters from future tariff shocks.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Maintain diplomatic engagement with the US<\/b><span style=\"font-weight: 400;\"> while pursuing energy diversification rather than relying on Washington\u2019s discretion.<\/span><\/li>\n<\/ol>\n<p><b>Conclusion:<\/b><span style=\"font-weight: 400;\"> India\u2019s objective should be to <\/span><b>reduce excessive dependence on any single source of energy or export market<\/b><span style=\"font-weight: 400;\">. A combination of energy diversification, a stable India-US trade arrangement, stronger external-sector resilience and wider export markets can enhance India\u2019s strategic autonomy.<\/span><\/p>\n<p><b>Question: <\/b><span style=\"font-weight: 400;\">The increasing dependence of India on Russian crude and the possibility of higher US tariffs pose challenges to India\u2019s external sector.
