Introduction<\/b><\/h2>\n

A year after the September 24 violence in Leh, political dialogue between Ladakh<\/span>\u2019<\/span>s representatives and the Centre continues on constitutional safeguards, democratic representation, land, jobs, culture and environment. The violence, which killed four people and injured dozens, led to a judicial inquiry. Recent discussions have shown progress towards an elected Union Territory-level body, making the present challenge one of converting political demands into durable institutions through dialogue, consultation and consensus rather than renewed confrontation.<\/span><\/p>\n

Historical Roots of Ladakh<\/b>\u2019<\/b>s Political Demands<\/b><\/h2>\n
    \n
  1. \u00a0 \u00a0 <\/span>Historical kingdom:<\/b> Ladakh was once an independent kingdom on the Silk Route before Dogra forces incorporated it into Jammu and Kashmir in 1834.<\/span><\/li>\n
  2. \u00a0 \u00a0 <\/span>Post-Independence governance:<\/b> After 1947, Ladakh<\/span>\u2019<\/span>s Buddhist and Shia communities were governed from Srinagar, creating a political movement demanding direct rule from Delhi.<\/span><\/li>\n
  3. \u00a0 \u00a0 <\/span>Union Territory status:<\/b> In 2019, Ladakh became a Union Territory, meeting a major political demand but leaving several other grievances unresolved.<\/span><\/li>\n
  4. \u00a0 \u00a0 <\/span>Social diversity:<\/b> Ladakh covers <\/span>60,000 sq km<\/b> and includes Tibetan Buddhists, Baltis, Sunnis, Shias, Noorbakhshis and Christian, Hindu and Sikh minorities.<\/span><\/li>\n
  5. \u00a0 \u00a0 <\/span>Regional administration:<\/b> Leh and Kargil have remained the main administrative centres, reflecting the region<\/span>\u2019<\/span>s distinct geographical and social interests.<\/span><\/li>\n
  6. \u00a0 \u00a0 <\/span>Decentralised governance:<\/b> Five new districts are being developed with elected Hill Development Councils, while panchayat elections are also being prepared to deepen local participation.<\/span><\/li>\n<\/ol>\n

    Developmental Transformation Since 2019<\/b><\/h2>\n
      \n
    1. \u00a0 \u00a0 <\/span>Connectivity expansion:<\/b> Roads now reach remote valleys, while sustained border infrastructure investment has significantly improved connectivity across difficult terrain.<\/span><\/li>\n
    2. \u00a0 \u00a0 <\/span>Strategic infrastructure:<\/b> The <\/span>13-km Zojila Tunnel<\/b> is nearing completion and is expected to end Ladakh<\/span>\u2019<\/span>s winter isolation.<\/span><\/li>\n
    3. \u00a0 \u00a0 <\/span>Air connectivity:<\/b> Nearly <\/span>20 flights<\/b> reach Leh daily during summer, while a new airport terminal and a second airstrip at Nubra are being developed.<\/span><\/li>\n
    4. \u00a0 \u00a0 <\/span>Digital connectivity:<\/b> BharatNet is rapidly expanding telecom connectivity, improving communication access in remote villages across the Union Territory.<\/span><\/li>\n
    5. \u00a0 \u00a0 <\/span>Electricity and public services:<\/b> Grid expansion is reaching remote villages, while schools and public institutions are being made winter-friendly for local communities.<\/span><\/li>\n
    6. \u00a0 \u00a0 <\/span>Water and climate resilience:<\/b> Nearly every rural household has piped water, while <\/span>Him Sarovars<\/b> are being built to store meltwater as glaciers retreat.<\/span><\/li>\n
    7. <\/b> \u00a0 \u00a0 <\/span>Livelihood development:<\/b> Government support covers <\/span>pashmina, apricot, dairy, floriculture and sea buckthorn<\/b>, while tourism is also expanding.<\/span><\/li>\n<\/ol>\n

      Emerging Constitutional, Administrative and Employment Framework<\/b><\/h2>\n
        \n
      1. \u00a0 \u00a0 <\/span>Proposed UT-level body:<\/b> A directly elected UT-level body under <\/span>Article 371<\/b> is proposed with legislative, executive and financial powers.<\/span><\/li>\n
      2. <\/b> Local safeguards:<\/b> The proposed framework seeks to protect <\/span>land, culture, heritage, environment, natural resources and employment<\/b> through constitutional and legislative safeguards.<\/span><\/li>\n
      3. \u00a0 \u00a0 <\/span>Electoral representation:<\/b> Ladakh<\/span>\u2019<\/span>s representatives have expressed consensus on direct elections through constituencies for forming the proposed UT-level body.<\/span><\/li>\n
      4. \u00a0 \u00a0 <\/span>LAHDC coordination:<\/b> Ladakh<\/span>\u2019<\/span>s representatives are to prepare a draft defining power-sharing and institutional relations between Ladakh Autonomous Hill Development Councils (LAHDCs) and the proposed UT body.<\/span><\/li>\n
      5. <\/b> Employment protection:<\/b> Ladakh has <\/span>95 per cent reservation of local positions<\/b>, while nearly <\/span>5,000 young people<\/b> have received government employment.<\/span><\/li>\n
      6. \u00a0 \u00a0 <\/span>Administrative services:<\/b> The Ministry of Home Affairs (MHA) has approved the creation of the <\/span>Ladakh Administrative Service and Ladakh Police Service<\/b>, with modalities for their implementation to be worked out.<\/span><\/li>\n<\/ol>\n

        Other Governance Issues and Remaining Challenges<\/b><\/h2>\n
          \n
        1. \u00a0 \u00a0 <\/span>Nautor land framework:<\/b> The draft rules do not envisage monetisation of Nautor land but seek to address tenancy and eligible conversion of tenancy rights into ownership, while regularisation remains with elected Hill Councils.<\/span><\/li>\n
        2. \u00a0 \u00a0 <\/span>Land-use concerns:<\/b> The proposed framework may address difficulties involving permissible land use and access to institutional finance for landholders.<\/span><\/li>\n
        3. \u00a0 \u00a0 <\/span>Religious and institutional land:<\/b> Provisions for monastery and religious institution land are being examined, including measures to reduce burdens on small landholders.<\/span><\/li>\n
        4. \u00a0 \u00a0 <\/span>Statehood and Sixth Schedule:<\/b> Statehood and Sixth Schedule inclusion remain important demands, even as recent discussions increasingly focus on practical constitutional safeguards.<\/span><\/li>\n
        5. <\/b> Constitutional process:<\/b> Constitutional amendments require <\/span>broad political consensus, stakeholder consultation and parliamentary consideration<\/b> before safeguards can be formally established.<\/span><\/li>\n
        6. \u00a0 \u00a0 <\/span>Internal differences:<\/b> Differences within the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) concern the sequencing and implementation of proposed institutions, creating delays in the process.<\/span><\/li>\n
        7. \u00a0 \u00a0 <\/span>Post-violence issues:<\/b> Withdrawal of cases and compensation for families affected by the September 24 incident remain under consideration by the administration.<\/span><\/li>\n<\/ol>\n

          Way Forward<\/b><\/h2>\n

          1. \u00a0 \u00a0 <\/span>Continue dialogue:<\/b> The Centre and Ladakh<\/span>\u2019<\/span>s representatives should sustain negotiations and use emerging consensus to develop workable constitutional and institutional arrangements.<\/span><\/li>\n
          2. \u00a0 \u00a0 <\/span>Finalise institutions:<\/b> The proposed UT-level body should receive clearly defined powers, electoral arrangements and representation suited to Ladakh<\/span>\u2019<\/span>s requirements.<\/span><\/li>\n
          3. \u00a0 \u00a0 <\/span>Clarify responsibilities:<\/b> The relationship between the proposed UT body and LAHDCs should be clearly defined to prevent overlapping administrative responsibilities.<\/span><\/li>\n
          4. \u00a0 \u00a0 <\/span>Strengthen local participation:<\/b> Recruitment reforms, reservation provisions and dedicated administrative and police services should expand opportunities for Ladakh<\/span>\u2019<\/span>s youth.<\/span><\/li>\n
          5. <\/b> \u00a0 \u00a0 <\/span>Protect local interests:<\/b> The final framework should safeguard <\/span>land, jobs, culture, heritage, natural resources and Ladakh<\/b>\u2019<\/b>s fragile environment<\/b>.<\/span><\/li>\n
          6. \u00a0 \u00a0 <\/span>Maintain peaceful engagement:<\/b> Political differences should be pursued through dialogue, consultation and consensus to avoid renewed tensions and strengthen democratic institutions.<\/span><\/li>\n<\/ol>\n

            Conclusion<\/b><\/p>\n

            Ladakh<\/span>\u2019<\/span>s political future depends on converting its demands into durable constitutional and democratic institutions. Continued dialogue can help build consensus on representation, land, jobs, culture and environmental protection. A clear institutional framework, stronger local participation and peaceful consultation can address unresolved concerns while preserving democratic processes and supporting development. The focus should therefore remain on negotiated and sustainable solutions.<\/span><\/p>\n
