The move is expected to bring <\/span><b>more than 51 lakh additional workers<\/b><span style=\"font-weight: 400;\"> under provident fund, pension and insurance coverage.<\/span><\/p>\n<h2 class=\"yellow-h2-box\"><b>Key Implications\u00a0<\/b><\/h2>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Wider social security: <\/b><span style=\"font-weight: 400;\">The higher ceiling will extend <\/span><b>PF, pension and insurance protection<\/b><span style=\"font-weight: 400;\"> to workers earning between \u20b915,000 and \u20b925,000.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Long-pending revision: <\/b><span style=\"font-weight: 400;\">The ceiling had remained unchanged since <\/span><b>September 2014<\/b><span style=\"font-weight: 400;\">. The Supreme Court had also directed the Centre and EPFO in January 2026 to consider its revision.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Covers typical salaried workers: <\/b><span style=\"font-weight: 400;\">In 2025, average monthly earnings of regular salaried workers were <\/span><b>\u20b924,217 for men<\/b><span style=\"font-weight: 400;\"> and <\/span><b>\u20b918,353 for women<\/b><span style=\"font-weight: 400;\">. Thus, the new ceiling covers a significant section of existing salaried workers.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Formalisation of existing jobs: <\/b><span style=\"font-weight: 400;\">A worker earning \u20b920,000 who was previously outside mandatory EPF coverage will now be automatically covered. <\/span><b>The nature of the job remains unchanged; only its legal and social-security treatment changes.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Increase in nominal ceiling: <\/b><span style=\"font-weight: 400;\">The ceiling has increased by <\/span><b>66.7%<\/b><span style=\"font-weight: 400;\"> from \u20b915,000 to \u20b925,000. However, this represents roughly <\/span><b>4.3% annualised growth over 12 years<\/b><span style=\"font-weight: 400;\">, below the 2024\u201325 nominal wage growth of <\/span><b>5.8% for men and 7.2% for women<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Government expenditure: <\/b><span style=\"font-weight: 400;\">The estimated government outgo is <\/span><b>\u20b911,339 crore annually<\/b><span style=\"font-weight: 400;\"> and <\/span><b>\u20b956,696 crore over five years<\/b><span style=\"font-weight: 400;\">, strengthening workers&#8217; retirement security.<\/span><\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><b>How it can generate new jobs<\/b><\/h2>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>EPFO enrolment is an output, not an employment outcome: <\/b><span style=\"font-weight: 400;\">An increase in EPFO membership shows that workers have been brought under formal social security. It does <\/span><b>not necessarily show that new jobs have been created<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Limited share of regular employment: <\/b><span style=\"font-weight: 400;\">Regular wage\/salaried employment constituted only <\/span><b>23.6% of the workforce in 2025<\/b><span style=\"font-weight: 400;\">, although it increased from 22.4% in 2024.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Self-employment remains dominant: 56.2% of workers were self-employed<\/b><span style=\"font-weight: 400;\"> in 2025. A large part of this workforce does not have a conventional employer-employee relationship and therefore remains outside EPFO&#8217;s coverage.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Large existing EPFO base: <\/b><span style=\"font-weight: 400;\">EPFO already had <\/span><b>7.98 crore contributing members across 7.68 lakh establishments<\/b><span style=\"font-weight: 400;\">. The additional 51 lakh therefore represents an expansion of coverage within the existing wage economy.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Employment absorption remains a challenge: <\/b><span style=\"font-weight: 400;\">India&#8217;s overall unemployment rate was <\/span><b>5% in August 2026<\/b><span style=\"font-weight: 400;\">, while urban unemployment was <\/span><b>6.8%<\/b><span style=\"font-weight: 400;\">. Since regular salaried employment is concentrated in urban areas, wider EPFO coverage cannot solve the problem of workers who are unable to find regular employment.<\/span><\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><b>Way Forward<\/b><\/h2>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India needs to combine <\/span><b>social-security expansion with creation of new regular jobs<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Greater emphasis is required on <\/span><b>labour-intensive manufacturing, MSMEs and employment-generating services<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Skill development should be aligned with actual labour-market demand.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Employment policy should distinguish between <\/span><b>formalisation of existing jobs and creation of additional jobs<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">EPFO enrolment should be assessed along with <\/span><b>new-job creation, employment quality and labour-force absorption<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ol>\n<p><b>Conclusion: <\/b><span style=\"font-weight: 400;\">The wider EPFO net is an important step towards <\/span><b>formalisation, worker protection and retirement security<\/b><span style=\"font-weight: 400;\">. However, <\/span><b>51 lakh additional EPFO enrolments cannot by themselves demonstrate the creation of 51 lakh new jobs<\/b><span style=\"font-weight: 400;\">. India therefore needs both <\/span><b>greater protection for existing workers and sustained creation of new regular employment opportunities<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><b>Question: <\/b><span style=\"font-weight: 400;\">The expansion of the EPFO coverage can strengthen formalisation and social security, but EPFO enrolment should not be equated with job creation.
