Context: <\/strong>A recent controversy has renewed attention to the right to vote and electoral-roll integrity, following reported differences within the Election Commission over electoral procedures and voter additions\/deletions.<\/p>\n

About Universal Adult Suffrage in India<\/strong><\/h2>\n
    \n
  1. The right to vote is the foundation of representative democracy as it enables citizens to participate in choosing their government.<\/li>\n
  2. India adopted universal adult suffrage <\/strong>from the outset, thereby ensuring democratic equality irrespective of gender, caste, religion, education or property.<\/li>\n
  3. Article 326 of the Constitution<\/strong> provides for elections on the basis of adult suffrage.<\/li>\n
  4. The inclusive nature of Indian democracy ensured that citizens could participate in elections irrespective of their gender, caste, religion, education or property<\/strong>.<\/li>\n

      4. Prevents systemic exclusion:<\/strong> The reported Goa episode, where 97 eligible voters were reportedly excluded<\/strong> due to limitations in the ECINet software, highlights the importance of effective correction mechanisms and administrative accountability.<\/li>\n
      5. Requires institutional safeguards:<\/strong> The 2023 law provides for the functioning of the Election Commission, including provisions concerning its decision-making and allocation of business. Where Commissioners differ, matters are decided by majority.<\/li>\n<\/ol>\n

        1. The debate over elevating the right to vote from a statutory to a Fundamental Right needs careful constitutional consideration.<\/li>\n
        2. Electoral systems should provide effective mechanisms to correct wrongful deletions<\/strong> and prevent technological systems from becoming barriers to voter participation.<\/li>\n
        3. Greater transparency and accountability in electoral administration are necessary as technology increasingly mediates the relationship between the voter and the ballot.<\/li>\n<\/ol>\n

          Conclusion: <\/strong>Universal adult suffrage gave India an inclusive democratic foundation. However, democracy becomes meaningful only when every eligible citizen can actually exercise the right to participate. Therefore, accurate electoral rolls, accountable electoral administration and effective safeguards against wrongful exclusion<\/strong> are essential for preserving electoral integrity and democratic participation.<\/p>\n
