The reference weight has been fixed at <strong>1,229 kg<\/strong>.<\/li>\n<li><strong>Progressively stricter norms:<\/strong> The standards will become more stringent during the five-year period, encouraging continuous improvement in fuel efficiency and CO\u2082 reduction.<\/li>\n<li><strong>No separate small-car concession:<\/strong> The final rules have removed the proposed additional <strong>3 g\/km benefit for petrol cars weighing up to 909 kg<\/strong>. However, vehicle weight continues to influence the overall fleet target.<\/li>\n<li><strong>Strong incentive for EVs:<\/strong> Battery-electric vehicles and range-extended electric vehicles receive a <strong>volume derogation factor of 3<\/strong>, meaning one such vehicle effectively counts as three vehicles for fleet-level compliance calculations.<\/li>\n<li><strong>Support for multiple powertrains:<\/strong> Different technologies receive different benefits, including <strong>2.5 for certain plug-in\/strong hybrids, 1.6 for strong hybrids and 1.1 for flex-fuel vehicles<\/strong>.<\/li>\n<li><strong>Alternative-fuel pathway:<\/strong> The framework recognises renewable and low-carbon fuels such as <strong>ethanol-blended petrol, biofuels and CBG<\/strong> through a <strong>Carbon Neutrality Factor (CNF)<\/strong>.<\/li>\n<li><strong>Credit-based compliance:<\/strong> Manufacturers performing better than their target can earn <strong>credits<\/strong>, while those performing below the target accumulate debits. Credits can be carried forward within a compliance block and traded between manufacturers.<\/li>\n<li><strong>Technology incentives:<\/strong> Efficiency-enhancing technologies such as <strong>start-stop systems, tyre-pressure monitoring, regenerative braking, efficient transmissions, LED lighting and improved air-conditioning systems<\/strong> can qualify for efficiency benefits, subject to an overall cap.<\/li>\n<li><strong>Greater scope for innovation:<\/strong> The framework provides manufacturers with multiple routes\u2014<strong>vehicle efficiency, electrification, hybrids and cleaner fuels<\/strong>\u2014to improve fleet-level CAFE performance.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Implications<\/strong><\/h2>\n<ol>\n<li><strong>For carmakers:<\/strong> The norms will require greater investment in <strong>R&amp;D, efficient technologies and cleaner powertrains<\/strong>, while providing a clearer long-term compliance framework.<\/li>\n<li><strong>For small cars:<\/strong> Although the separate proposed concession has been removed, their lighter weight continues to affect the fleet-level calculation.<\/li>\n<li><strong>For EVs:<\/strong> EVs receive the <strong>largest powertrain-specific compliance benefit<\/strong>, creating a strong incentive for electrification.<\/li>\n<li><strong>For consumers and the environment:<\/strong> Greater fuel efficiency and cleaner technologies can contribute to <strong>lower fuel consumption and CO\u2082 emissions<\/strong>, while encouraging technological innovation.<\/li>\n<\/ol>\n<p><strong>Conclusion: <\/strong>CAFE-III marks an important step towards making India\u2019s automobile sector more fuel-efficient and environmentally sustainable.
