GS-3-Environment<\/strong><\/p>\n<p><strong>Context: Rangelands and permanent pastures are important common resources that support livestock production, rural livelihoods, biodiversity and ecological resilience. <\/strong>Despite their importance, <strong>India does not yet have a dedicated national framework for rangelands and grasslands<\/strong>, and their management remains fragmented.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>About Rangelands<\/strong><\/h2>\n<ol>\n<li>Rangelands are <strong>areas where natural or semi-natural vegetation<\/strong> provides forage for grazing and browsing animals.<\/li>\n<li>They <strong>extend beyond open grasslands<\/strong> and include grasslands, shrublands, savannahs, steppes, deserts, mountain pastures, open woodlands and certain wetlands.<\/li>\n<li>Rangelands are<strong> primarily dominated by grasses and other herbaceous vegetation.<\/strong><\/li>\n<li>It <strong>supports both livestock and wild herbivores and performs important ecological functions <\/strong>such as protecting soil, regulating water cycles, storing carbon and providing habitats for diverse species.<\/li>\n<li>They also <strong>convert natural vegetation from areas unsuitable for intensive cultivation into valuable products and livelihoods<\/strong>, including milk, meat, wool, fibre, manure and income.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Significance of Rangelands<\/strong><\/h2>\n<ol>\n<li>In India, rangelands are<strong> spread across diverse geographical regions, <\/strong>including the alpine pastures of the Himalayas, the cold-arid grazing grounds of Ladakh, and the grasslands and common lands of western India.\n<ol style=\"list-style-type: lower-alpha;\">\n<li>They also <strong>include desert vegetation, forest grazing landscapes and open grazing areas of the Deccan Plateau,<\/strong> reflecting the wide ecological diversity of India\u2019s rangelands.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Significance of Rangelands: <\/strong>In India, the importance of rangelands and grasslands is clearly visible in the seasonal movement of pastoral communities.\n<ol style=\"list-style-type: lower-alpha;\">\n<li><strong>Every spring, as the winter snow melts in the Himalayas,<\/strong> pastoral families move with their livestock towards higher-altitude pastures.<\/li>\n<li>They <strong>return to lower areas<\/strong> before winter makes the mountain routes inaccessible.<\/li>\n<li>Similar <strong>seasonal movements of pastoral communities and livestock<\/strong> occur across India\u2019s deserts, forests, plateaus and semi-arid regions.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Importance of Rangelands<\/strong><\/h2>\n<ol>\n<li><strong>Rangelands support livestock production:<\/strong> According to ICAR\u2019s <em>Comprehensive Assessment of Feed and Fodder Resources<\/em>, India has about <strong>11.5 million hectares of rangelands and permanent pastures<\/strong>, producing around <strong>28 million tonnes of forage annually<\/strong>.<\/li>\n<li><strong>They support rural livelihoods:<\/strong> For millions of <strong>livestock-owning households, common grazing lands<\/strong> provide fodder, reduce feed costs and support livestock-based livelihoods.<\/li>\n<li><strong>They provide economic benefits:<\/strong> <strong>Grazing commons provide an important form of in-kind income,<\/strong> even though their economic value is often not reflected in conventional accounting.<\/li>\n<li><strong>They support biodiversity:<\/strong> Healthy<strong> rangelands provide habitats for biodiversity <\/strong>and contribute to the maintenance of ecological systems.<\/li>\n<li><strong>They improve drought resilience:<\/strong> Well-managed rangelands <strong>strengthen the ability of communities and livestock systems<\/strong> to withstand drought and environmental stress.<\/li>\n<li><strong>They protect soil and water resources:<\/strong> Healthy rangelands help protect soil, support water regulation and contribute to <strong>groundwater recharge<\/strong>.<\/li>\n<li><strong>They contribute to carbon storage:<\/strong> Rangelands also provide ecosystem services through <strong>carbon storage and reduced land degradation<\/strong>.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Major Challenges<\/strong><\/h2>\n<ol>\n<li><strong>Rangelands are undervalued:<\/strong> Their benefits are often invisible because grazing on common lands does not usually involve direct monetary transactions.<\/li>\n<li><strong>The \u2018wasteland\u2019 perception is a major problem:<\/strong> Rangelands are often viewed as marginal or unproductive lands, encouraging their conversion for agriculture, infrastructure and other uses.<\/li>\n<li><strong>Degradation increases household costs:<\/strong> When rangelands deteriorate, livestock owners face higher feed expenses, lower livestock productivity, smaller herds and greater dependence on purchased fodder.<\/li>\n<li><strong>Policy management is fragmented:<\/strong> Rangeland management is spread across different sectors, programmes and jurisdictions, making it difficult to assign responsibility and resolve competing claims.<\/li>\n<li><strong>India lacks a dedicated national framework:<\/strong> The absence of a specific national policy for rangelands and grasslands has contributed to their continued marginalisation.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li><strong>India should develop a National Rangeland\/Grassland Policy<\/strong> with clearly defined institutional responsibilities at different levels of government.<\/li>\n<li><strong>A National Rangeland Atlas should be developed<\/strong> to systematically map the extent, condition and productivity of rangelands and grazing commons.<\/li>\n<li><strong>Degraded rangelands should be restored<\/strong> through scientifically sound and locally adapted management practices.<\/li>\n<li><strong>Existing government schemes should be utilised and strengthened<\/strong> rather than creating an entirely new delivery architecture.<\/li>\n<li><strong>Local communities should be given a greater role in management<\/strong>, and the principle of <strong>\u201cone Gram Panchayat, one grazing land\u201d<\/strong> can provide an institutional anchor for protecting common grazing resources.<\/li>\n<li><strong>Pastoralists and livestock keepers should be treated as stakeholders and potential stewards<\/strong>, rather than merely as users of rangelands.<\/li>\n<li><strong>Traditional pastoral knowledge should be combined with scientific management<\/strong> to promote sustainable grazing and restoration.<\/li>\n<li><strong>Payments for ecosystem services and suitable carbon-credit mechanisms should be explored<\/strong> so that local communities can receive a share of the wider ecological benefits generated by healthy rangelands.<\/li>\n<\/ol>\n<p><strong>Conclusion<\/strong>: <strong>India\u2019s rangelands should not be viewed as empty or \u201cwastelands\u201d awaiting more productive use. <\/strong>They already provide <strong>fodder, livelihoods, biodiversity, soil protection, carbon storage and drought resilience<\/strong>. The need of the hour is to <strong>recognise their economic and ecological value, strengthen institutional management and involve local communities in their sustainable stewardship<\/strong>.<\/p>\n<p><strong>Question:<\/strong> Rangelands and grazing commons play an important role in India\u2019s rural economy and ecological resilience.
