However, the growing integration of <strong>fundamental science and technology<\/strong> has shortened the path from discovery to application. This creates an opportunity for India to move beyond catching up and shape emerging technologies. A strong research ecosystem, therefore, can help India convert its scientific talent into <strong>global technological leadership, economic strength and self-reliance<\/strong>.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>Changing Science\u2013Technology Landscape: From Discovery to Innovation<\/strong><\/h2>\n<ol>\n<li><strong>From separation to integration:<\/strong> Science and technology were once largely separate, but fundamental research and practical applications now increasingly develop together.<\/li>\n<li><strong>Shorter research-to-technology cycle:<\/strong> The gap between scientific discovery and technological application has shortened, making <strong>fundamental research a direct source of innovation<\/strong>.<\/li>\n<li><strong>CRISPR as an example:<\/strong> Research on bacterial defence mechanisms led to <strong>CRISPR within a few years<\/strong>, showing how basic research can produce transformative technologies.<\/li>\n<li><strong>First-mover opportunity:<\/strong> India must invest in fundamental research to create the <strong>next technological wave<\/strong>, rather than repeatedly adopting technologies developed elsewhere.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>India\u2019<\/strong><strong>s Emerging Research and Innovation Ecosystem<\/strong><\/h2>\n<ol>\n<li><strong>Growing innovation performance:<\/strong> India has recorded <strong>five consecutive years of double-digit growth in innovation indicators<\/strong>, while research output increased by <strong>7.6%<\/strong>, showing stronger domestic research momentum.<\/li>\n<li><strong>Improving global position:<\/strong> India improved its Global Innovation Index ranking from <strong>40th in 2023 to 38th in 2025<\/strong> and ranks first among lower-middle-income economies and Central and South Asia.<\/li>\n<li><strong>NEP 2020 focus:<\/strong> National Education Policy (NEP) 2020 places <strong>research, inquiry-based learning, critical thinking and innovation<\/strong> at the centre of educational reform to build future research capacity.<\/li>\n<li><strong>Interdisciplinary research:<\/strong> NEP seeks to reduce rigid disciplinary boundaries and promote problem-based learning across <strong>STEM (Science, Technology, Engineering and Mathematics), social sciences and humanities<\/strong>, strengthening wider innovation capabilities.<\/li>\n<li><strong>ANRF institutional support:<\/strong> The <strong>Anusandhan National Research Foundation (ANRF)<\/strong> aims to bridge funding gaps, build research capacity and promote collaboration among academia, industry and government.<\/li>\n<li><strong>Research funding initiatives:<\/strong> ANRF received \u20b9<strong>966 crore in revised estimates for 2024\u201325<\/strong> and supports programmes covering early-career researchers, partnerships, inclusivity and distinguished researchers.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Research Deficit: Persistent Gaps in India\u2019<\/strong><strong>s Innovation Ecosystem<\/strong><\/h2>\n<ol>\n<li><strong>Low R&amp;D intensity:<\/strong> <strong>Gross Expenditure on Research and Development (GERD) more than doubled between 2010\u201311 and 2020\u201321<\/strong>, but remained only <strong>0.6\u20130.8% of GDP<\/strong>, below the global average.<\/li>\n<li><strong>Weak performance against peers:<\/strong> India still trails <strong>China, South Korea and Singapore<\/strong> in infrastructure, human capital, research and business sophistication despite strong potential in knowledge creation.<\/li>\n<li><strong>Uneven innovation pillars:<\/strong> Infrastructure improved from <strong>84th in 2023 to 61st in 2025<\/strong>, but human capital and research fell from <strong>48th to 54th<\/strong>, showing uneven progress.<\/li>\n<li><strong>Weak market ecosystem:<\/strong> Market sophistication declined from <strong>20th in 2023 to 38th in 2025<\/strong>, indicating weaknesses in credit, investment, trade and market diversification needed for innovation.<\/li>\n<li><strong>Institutional constraints:<\/strong> India\u2019s institutional ranking declined from <strong>54th in 2024 to 58th in 2025<\/strong>, reflecting continuing problems in the regulatory and policy environment.<\/li>\n<li><strong>Limited research impact:<\/strong> Publications have increased, but many are in <strong>lower-impact journals<\/strong>, while patent filings remain modest, limiting research visibility and application.<\/li>\n<li><strong>Concentration and regional inequality:<\/strong> The top <strong>19 IITs and IISc<\/strong> account for <strong>28.70% of publications and 30.84% of citations<\/strong>, while several eastern and northeastern states continue to record low R&amp;D investment.<\/li>\n<li><strong>Weak industry\u2013academia linkage:<\/strong> Private-sector R&amp;D was only about <strong>36% of total R&amp;D spending in 2020\u201321<\/strong>, while dependence on imported technologies weakens domestic R&amp;D and technology commercialisation.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>From Research to Global Impact: Four Strategic Priorities<\/strong><\/h2>\n<ol>\n<li><strong> Quality Education at Scale<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Research-based learning:<\/strong> Expand quality education and create experimental <strong>research foundries<\/strong> where students work with real instruments and real problems.<\/li>\n<li><strong>AI-enabled access:<\/strong> Use AI to reach students poorly served by existing institutions and widen access to learning.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li><strong> Open National Laboratories<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Break institutional isolation:<\/strong> Make national laboratories accessible to <strong>researchers, students and companies outside<\/strong> their walls.<\/li>\n<li><strong>Three-zone model:<\/strong> Use <strong>green zones for open interaction, amber for collaboration and red for strategic work<\/strong>, with most activities in the first two.<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong>Flexible Research Governance<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Reduce compliance burden:<\/strong> High-quality institutions should receive greater freedom from excessive <strong>General Financial Rules compliance<\/strong>.<\/li>\n<li><strong>Outcome-based accountability:<\/strong> Evaluate institutions through <strong>research outcomes rather than procedural compliance at every step<\/strong>.<\/li>\n<\/ul>\n<ol start=\"4\">\n<li><strong>Faster Research Regulation<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Speed up approvals:<\/strong> Make approvals for research involving <strong>biological materials and clinical trials<\/strong> faster and more predictable.<\/li>\n<li><strong>Support smaller institutions:<\/strong> Reduce regulatory burdens because excessive delays and costs disadvantage <strong>small and medium-sized institutions<\/strong>.<\/li>\n<\/ul>\n<h2 class=\"yellow-h2-box\"><strong>The Way Forward<\/strong><\/h2>\n<ol>\n<li><strong>Raise R&amp;D investment:<\/strong> Move towards <strong>1.5% of GDP for R&amp;D by 2030<\/strong> through stronger public funding, private-sector incentives and innovative financing.<\/li>\n<li><strong>Democratise research:<\/strong> Allocate ANRF resources transparently to <strong>state universities and colleges<\/strong> through seed grants, laboratories, mentorship and regional innovation clusters.<\/li>\n<li><strong>Strengthen research-to-market links:<\/strong> Create joint university-industry R&amp;D centres and link incentives with <strong>commercialisation, patents, start-ups and practical outcomes<\/strong>.<\/li>\n<li><strong>Build research human capital:<\/strong> Strengthen faculty training, research internships and fellowships while attracting Indian researchers abroad through <strong>competitive salaries and laboratory autonomy<\/strong>.<\/li>\n<li><strong>Support national development:<\/strong> Build indigenous capabilities in <strong>semiconductors, AI, renewable energy and defence while<\/strong> using research to address health, agriculture, nutrition and climate challenges.<\/li>\n<li><strong>Make excellence systemic:<\/strong> Convert successful pockets of research excellence into wider institutional practice so that innovation becomes the <strong>norm rather than an exception<\/strong>.<\/li>\n<\/ol>\n<p><strong>Conclusion<\/strong><\/p>\n<p>India has the scientific talent and a growing research base to <strong>move beyond technological catch-up. <\/strong>NEP 2020 and <strong>Anusandhan National Research Foundation (ANRF)<\/strong> provide an institutional foundation, but higher R&amp;D investment, wider research opportunities, flexible regulation and stronger industry linkages are essential. <strong>Converting scientific knowledge into technologies<\/strong> can strengthen self-reliance, economic competitiveness and solutions to social challenges, enabling India to shape future global innovation.<\/p>\n<p><strong>Question for Practice:<\/strong><\/p>\n<p>Evaluate whether India\u2019s research ecosystem can enable it to move from technological
