The <strong>WHO Pandemic Agreement, adopted in May 2025<\/strong>, seeks to strengthen international cooperation on pandemic prevention, preparedness and response. For India, the agreement has strategic importance as a major pharmaceutical producer and Global South partner, while raising concerns over <strong>equity, technology access and national sovereignty<\/strong>.<\/p>\n<h2 class=\"yellow-h2-box\"><strong>Global Pandemic Governance: Equity vs Sovereignty<\/strong><\/h2>\n<ol>\n<li><strong>WHO Pandemic Agreement: <\/strong>The <strong>WHO Pandemic Agreement (PA) was adopted by the World Health Assembly in May 2025<\/strong> to strengthen global pandemic prevention, preparedness and response (PPPR).<\/li>\n<li><strong>Broad International Support: <\/strong>The <strong>agreement received 124 votes in favour, none against and 11 abstentions<\/strong>, reflecting broad support across different income groups.<\/li>\n<li><strong>Emerging Legal Framework: <\/strong>The agreement creates a <strong>first-of-its-kind global legal framework for pandemic prevention, preparedness and response<\/strong>, though ratification awaits the Pathogen Access and Benefit-Sharing (PABS) annex.<\/li>\n<li><strong>North\u2013South Divide: <\/strong>Developing countries seek greater finance and technology access, while developed countries resist some binding commitments on technology transfer and other obligations.<\/li>\n<li><strong>One Health Financing: <\/strong>African countries sought funding before accepting commitments to monitor human-animal-environment links, a major source of pandemic risks.<\/li>\n<li><strong>Vaccine Access: <\/strong>Global negotiations address whether private manufacturers can provide vaccines and therapeutics quickly and affordably during future pandemics.<\/li>\n<li><strong>PABS Negotiations: <\/strong>The unresolved Pathogen Access and Benefit-Sharing (PABS) system <strong>aims to ensure countries contributing biological resources receive fair access to vaccines, medicines and therapeutics.<\/strong><\/li>\n<li><strong>Sovereignty and Cooperation: <\/strong>The central issue is balancing national sovereignty with international solidarity, while ensuring global commitments reflect national circumstances and capacities.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>India<\/strong><strong>\u2019<\/strong><strong>s Position and Strategic Stakes<\/strong><\/h2>\n<ol>\n<li><strong>Sovereignty with Cooperation: <\/strong>India supports stronger international coordination while insisting that pandemic measures respect <strong>national sovereignty, domestic law and national circumstances.<\/strong>.<\/li>\n<li><strong>Equitable Health Access: <\/strong>India seeks <strong>fair access to vaccines, medicines, diagnostics and therapeutics, <\/strong>especially for countries with weaker health systems.<\/li>\n<li><strong>Fair PABS System: <\/strong>Countries providing pathogens and biological resources <strong>should receive timely access to vaccines, technologies and other benefits.<\/strong><\/li>\n<li><strong>Technology Dependence: <\/strong>India manufactures major vaccine volumes but remains dependent on global pharmaceutical companies for patents and on imports for <strong>Active Pharmaceutical Ingredients (APIs).<\/strong><\/li>\n<li><strong>Advanced Manufacturing: <\/strong>Access to Global North technologies is important for India to develop high-grade Personal Protective Equipment (PPE) and medical devices.<\/li>\n<li><strong>Digital Public Infrastructure: <\/strong>India wants its digital health systems for surveillance, vaccination, supply chains and service continuity recognised as global public goods.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>India<\/strong><strong>\u2019<\/strong><strong>s Contribution to Global Pandemic Preparedness<\/strong><\/h2>\n<ol>\n<li><strong>Whole-of-Government Approach:<\/strong> India follows a coordinated <strong>whole-of-government and whole-of-society approach <\/strong>covering different types of health emergencies.<\/li>\n<li><strong>Health-System Capacity:<\/strong> India is expanding <strong>laboratory networks, emergency coordination, health workforce, stockpiles and clinical care capacity<\/strong> for future emergencies.<\/li>\n<li><strong>Domestic Financing:<\/strong> Pandemic preparedness should remain anchored in national health systems, development plans and domestic financing, with international support complementing national efforts.<\/li>\n<li><strong>COVID-19 Health Assistance:<\/strong> India supplied <strong>300 million vaccine doses to around 100 countries and two UN entities <\/strong>and provided medical assistance to <strong>over 150 countries<\/strong>, demonstrating its role in supporting global health security.<\/li>\n<li><strong>Digital Health Infrastructure:<\/strong> India\u2019s digital health infrastructure, laboratory networks and <strong>One Health<\/strong> capabilities can provide useful global public goods for pandemic preparedness.<\/li>\n<\/ol>\n<h2 class=\"yellow-h2-box\"><strong>Way Forward<\/strong><\/h2>\n<ol>\n<li><strong>Lead PABS Negotiations:<\/strong> India should actively shape the <strong>Pathogen Access and Benefit-Sharing (PABS)<\/strong> framework to secure equitable benefit-sharing, timely access and respect for national sovereignty.<\/li>\n<li><strong>Bridge North\u2013South Differences:<\/strong> India should balance the interests of <strong>High-Income, Lower-Middle-Income and Low-Income Countries<\/strong> while seeking greater equity in finance, technology and pandemic responsibilities.<\/li>\n<li><strong>Build South-South Partnerships:<\/strong> India should develop partnerships on <strong>One Health, surveillance and health workforce strengthening<\/strong>, creating practical solutions for difficult sovereignty-related issues.<\/li>\n<li><strong>Use Multilateral Platforms:<\/strong> India can use the <strong>Group of Twenty (G20)<\/strong> and <strong>Partners for Multilateralism<\/strong> to build wider support for equitable pandemic governance.<\/li>\n<li><strong>Reduce Technology Dependence:<\/strong> India should strengthen access to advanced technologies and domestic capabilities in <strong>vaccines, medical devices, Personal Protective Equipment and Active Pharmaceutical Ingredients<\/strong>.<\/li>\n<li><strong>Strengthen Domestic Architecture:<\/strong> India should improve <strong>pandemic surveillance, health financing, laboratories, workforce and biological-material regulation<\/strong> to strengthen its global negotiating position.<\/li>\n<li><strong>Expand Digital Health Cooperation:<\/strong> India should share its digital health capabilities with developing countries and promote <strong>digital public infrastructure as a global public good<\/strong>.<\/li>\n<\/ol>\n<p><strong>Conclusion<\/strong><\/p>\n<p>The Pandemic Agreement can either reproduce <strong>COVID-19-era inequalities<\/strong> or create a more inclusive global health order. India should combine <strong>equity, sovereignty, domestic capacity and South-South cooperation<\/strong>.
