This year, drought is further intensifying the trend, turning many seasonal migrants into climate migrants as declining agricultural productivity and shrinking livelihood opportunities push families towards sugarcane fields, brick kilns and construction sites. Children are among the worst-affected, facing disrupted schooling, learning loss and prolonged educational exclusion. According to the last Census, India had 9.29 crore migrant children, yet there is no reliable estimate of how many are currently out of school.

Challenges faced by migrant children

Interrupted schooling: Seasonal migration can disrupt education for five to six months, resulting in irregular attendance, learning loss and an increased risk of dropout.

Learning gaps: Frequent movement between states and schools makes it difficult to maintain academic continuity and receive appropriate remedial teaching.

Child labour: Economic distress may compel children to assist their parents at sugarcane fields, brick kilns and construction sites, increasing the risk of educational exclusion and child labour.

Psychosocial challenges: Repeated displacement weakens children’s social ties, sense of belonging and emotional well-being, making adjustment to new schools difficult.

Administrative barriers: Lack of portable school records, difficulties in transferring between states and inadequate tracking mechanisms disrupt admission and continuity.

Inadequate teacher preparedness: Conventional teacher-training programmes often assume stable schooling and may not equip teachers to address migrant children’s diverse linguistic, social and educational needs.

Climate vulnerability: Drought, drying fields and shrinking livelihood opportunities can increase seasonal migration, further intensifying educational disruption.

Government initiatives

Sarva Shiksha Abhiyan (2001): Promoted alternative education models, including seasonal hostels, residential schools, basti shalas, sakhar shalas, tent schools and transit education centres.

Right to Education Act, 2009: Provides a legal framework for free and compulsory elementary education.

National Education Policy (NEP), 2020: Emphasises inclusive and equitable education for disadvantaged groups.

NITI Aayog recommendations: Include migration-responsive schooling, bridge learning centres, portable school records, inter-state transfer mechanisms and tracking systems.

Way Forward

Ensure learning continuity: Establish bridge courses, remedial teaching and flexible schooling arrangements at migration destinations to address learning gaps.

Improve portability: Introduce portable academic records and seamless inter-state admission and transfer mechanisms.

Strengthen teacher training: Integrate migration-responsive pedagogy, multilingual teaching and awareness of sociocultural inequalities into teacher-education programmes.

Provide holistic support: Ensure academic assistance, mental-health support, emotional care and safe learning environments.

Prevent child labour: Strengthen coordination between education and labour departments and monitor children at vulnerable worksites.

Adopt context-specific models: Expand seasonal hostels, worksite schools and transit education centres according to migration patterns and children’s needs.

Strengthen accountability: Improve migrant-child tracking, inter-state coordination and community participation to identify children at risk of dropping out.

Conclusion: Educational inclusion must go beyond enrolment to ensure meaningful learning, emotional well-being and academic progression. A migration-responsive, child-centred and equitable education system is essential to ensure that migration does not become a barrier to children’s right to education and future opportunities.

Question: Migrant children face multiple barriers to educational inclusion despite improvements in school access and enrolment.
