The recent visit of Polish Prime Minister Donald Tusk to Delhi and Bengaluru reflects a renewed commitment to strengthen bilateral relations amid changing geopolitical circumstances and progress in the India–European Union Free Trade Agreement (FTA).

Major Areas of Cooperation

Trade and investment: Bilateral trade currently stands at approximately $6 billion, with both countries aiming to double it by 2030.

Economic partnership: Poland, the EU’s sixth-largest economy, has crossed the $1 trillion nominal GDP milestone and possesses a technology economy worth around $120 billion.

Technology and manufacturing: Cooperation in artificial intelligence, advanced technology, machinery and mining technology can strengthen industrial collaboration, including trilateral manufacturing partnerships involving Germany.

Defence cooperation: Both countries agreed to establish a Defence Industry Dialogue and explore greater cooperation in defence production and counter-terrorism.

Energy and critical minerals: Poland’s expertise and India’s large-scale industrial capacity create opportunities in renewable energy, nuclear energy and critical minerals.

Geopolitical cooperation: Both sides discussed the Ukraine war, grain exports and the safety of seafarers. Poland also supported India’s four-pronged initiative for addressing related concerns, announced by External Affairs Minister S. Jaishankar during his September visit to Warsaw.

Major Challenges

Divergent defence partnerships: India maintains a longstanding strategic partnership with Russia, whereas Poland has defence ties with Pakistan, including a defence cooperation agreement signed in 2018.

Trust deficit: Differences over India’s military engagement and exercises with Russia have created diplomatic friction.

Geographical distance: Physical distance and different regional priorities can increase the costs of business and strategic cooperation.

Implementation gap: Translating signed memoranda of understanding (MoUs) and diplomatic discussions into actual joint ventures remains a major challenge.

Confidentiality concerns: Negotiations on protecting classified information must be completed to enable deeper defence cooperation.

Way Forward

Strengthen economic engagement: Finalise and leverage the India–EU FTA to expand trade, investment and market access.

Promote joint ventures: Encourage business-to-business partnerships in technology, machinery, manufacturing and mining.

Institutionalise defence cooperation: Establish the proposed Defence Industry Dialogue and complete arrangements for the secure exchange of classified information.

Respect strategic autonomy: Both countries should acknowledge each other’s independent foreign policy choices and avoid allowing third-country relationships to dominate bilateral engagement.

Expand multilateral cooperation: Work together on counter-terrorism, energy security, critical minerals and the humanitarian consequences of the Ukraine conflict.

Conclusion: India and Poland have no fundamental conflict of interest, but their respective relationships with Russia and Pakistan create strategic sensitivities.
