PIB<\/figcaption><\/figure>\n<ul>\n<li><strong>Type:<\/strong> It is a <strong>Centrally Sponsored Scheme (CSS).<\/strong><\/li>\n<li><strong>Nodal Ministry:<\/strong> <strong>Ministry of Panchayati Raj<\/strong><\/li>\n<li><strong>Aim:<\/strong> The scheme aims to <strong>transform Panchayats into empowered, self-reliant, accountable and high-performing institutions of local self-government.<\/strong><\/li>\n<li><strong>Duration:<\/strong> It will operate from<strong> 2026\u201327 to 2030\u201331,<\/strong> co-terminus with the <strong>Sixteenth Finance Commission period.<\/strong><\/li>\n<li><strong>Financial outlay:<\/strong> The scheme outlay is <strong>Rs.7,395.55 crore<\/strong>, comprising a <strong>Central Share of Rs.4,869.48 crore<\/strong> and a <strong>State Share of Rs.2,526.07 crore<\/strong>.<\/li>\n<li><strong>States\/districts covered:<\/strong> The scheme will extend to <strong>all States\/UTs<\/strong>, <strong>including<\/strong> institutions of rural local government (traditional local bodies) in <strong>non-Part IX areas where Panchayats do not exist.<\/strong><\/li>\n<li><strong>Implementation Process<\/strong>\n<ul>\n<li><strong>Annual Action Plans:<\/strong> <strong>State Governments and UT Administrations will submit plans<\/strong> specifying activities, priorities and requirements.<\/li>\n<li><strong>Approval Mechanism:<\/strong> The designated <strong>Central Empowered Committee will appraise and approve<\/strong> these plans under applicable procedures and norms.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Targets<\/strong>\n<ul>\n<li><strong>Holistic Planning:<\/strong> The scheme will support <strong>preparation of 2.55 lakh Gram Panchayat Development Plans (GPDPs) annually on eGramSwaraj.<\/strong><\/li>\n<li><strong>Citizen Awareness:<\/strong> Each awareness-generation episode will <strong>reach at least 1 crore citizens.<\/strong><\/li>\n<li><strong>Capacity Building:<\/strong> Around <strong>32 lakh governance stakeholders will receive annual support.<\/strong><\/li>\n<li><strong>Financial Accountability:<\/strong> The scheme will <strong>support at least 2.55 lakh online audit plans annually<\/strong>, with timely completion of corresponding <strong>audits through AuditOnline.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Six Holistic Pillars<\/strong>\n<ul>\n<li><strong>Local Governance:<\/strong> Gram Panchayats will <strong>act as hubs of local governance<\/strong> by coordinating village priorities, government interventions and available resources.<\/li>\n<li><strong>Holistic Planning:<\/strong> The scheme will <strong>integrate Central and State departmental planning<\/strong> on a common digital platform to prepare <strong>Gram Panchayat Development Plans (GPDPs)<\/strong> and <strong>identify development gaps.<\/strong><\/li>\n<li><strong>Digital Governance:<\/strong> Building <strong>on eGramSwaraj and existing e-Panchayat systems<\/strong>, a common platform will provide <strong>information on schemes, beneficiaries, benefits, community assets and available resources.<\/strong><\/li>\n<li><strong>Connecting National Priorities with Local Needs:<\/strong> PANCHAM <strong>(Panchayat Assistance and Messaging Chatbot), an AI-enabled platform in 17 Indian languages<\/strong>, will support accessible communication and informed discussions through Gram Sabhas and Panchayat forums.<\/li>\n<li><strong>Capacity Building:<\/strong> Training will <strong>strengthen representatives&#8217;
