As India moves towards the vision of Viksit Bharat 2047, the North East has the potential to emerge as a major driver of economic growth through its natural resources, human capital and cultural diversity. The region should be viewed as a family of diverse states rather than a homogeneous geographical entity.

Potential of the North East as an Engine of Growth

Natural and Ecological Resources

Nearly two-thirds of the region remains under forest cover, providing immense potential for sustainable and nature-based development.

Community ownership of land and forests promotes local participation in conservation and ensures that development benefits remain with local communities.

Sikkim’s success in organic agriculture, Meghalaya’s Lakadong turmeric and community conservation practices in Khonoma village of Nagaland demonstrate the potential of sustainable development.

The region offers opportunities in eco-tourism, organic farming, biodiversity conservation and forest-based livelihoods.

Human Resource Potential

Many northeastern societies have traditionally accorded women a significant role in family and economic activities.

The region records some of the highest levels of female workforce participation in India.

Mizoram has consistently maintained high literacy levels.

Knowledge of English alongside indigenous languages provides young people with an advantage in the global services economy.

Sportspersons such as Mary Kom, Mirabai Chanu and Lovlina Borgohain reflect the region’s immense sporting talent.

Cultural and Creative Economy

Assam’s tea and Muga silk, traditional handlooms, bamboo crafts and indigenous cuisine offer opportunities for local enterprises and exports.

Events such as Nagaland’s Hornbill Festival and Shillong’s musical traditions can promote cultural tourism.

Cultural and historical connections with Southeast Asia can strengthen India’s diplomatic and economic engagement under the Act East Policy.

The region’s cultural diversity can become an important source of soft power and economic development.

Strategic and Geographical Advantage

Nearly 98% of the region’s boundaries are international, making it strategically important for India’s connectivity and trade with Southeast and South Asia.

Its geographical location provides opportunities for cross-border trade, tourism and regional economic integration.

Infrastructure development can transform the region into a gateway for India’s engagement with neighbouring countries.

Government Initiatives and Achievements

Act East Policy (2014): Strengthened India’s focus on economic and strategic engagement with Southeast Asian countries.

Infrastructure development: Bogibeel Bridge, Dhola-Sadiya Bridge and Sela Tunnel have improved connectivity within the region and with the rest of India.

Increased financial support: The expenditure of the Ministry of Development of North Eastern Region (DoNER) increased from approximately ₹1,000 crore in 2022-23 to a budget allocation of ₹6,500 crore in 2026-27.

Rising Northeast Investors Summit: Generated investment interest exceeding ₹4 lakh crore, creating opportunities for industrial development and employment.

Forest conservation in fiscal devolution: The Finance Commission has begun recognising forest cover while recommending the distribution of resources among states.

Key Areas Requiring Further Government Intervention

Trade and Connectivity

The Centre should develop stable cross-border arrangements for land ports, waterways and trade corridors.

Better connectivity with Southeast and South Asia can promote regional trade and economic integration.

Fiscal Partnership and Investment

Central assistance should be complemented by performance-based financial incentives to encourage better governance and development outcomes.

Credit guarantees and risk-sharing mechanisms should be developed to facilitate access to finance for local entrepreneurs.

Such financial arrangements must respect traditional community land ownership and tenure systems.

Recognition of Ecological Contribution

States that protect forests, biodiversity and watersheds provide ecological benefits to the entire country.

Fiscal devolution should increasingly recognise and reward their contribution to environmental conservation.

Adequate financial support can encourage communities and state governments to pursue sustainable development.

Way Forward

The North East should be developed through a region-specific approach that respects the distinct geographical, cultural and constitutional characteristics of individual states.

Infrastructure development should be integrated with environmental conservation and community participation.

Local agriculture, tourism, handlooms, handicrafts and bamboo-based industries should be promoted to generate employment.

Investment commitments must be converted into actual enterprises, jobs and livelihood opportunities.

Greater coordination between the Centre, state governments and local communities is essential for inclusive and sustainable development.

Conclusion: The North East is not merely a strategically important border region but a significant economic, ecological and cultural asset of India. Its natural inheritance, talented population and cultural diversity provide the foundation for sustainable and inclusive growth. Transforming the North East from a geographically peripheral region into a central engine of India’s development will be crucial for achieving Viksit Bharat 2047.

Question: The North Eastern region of India possesses immense natural, human and cultural resources that can make it an important engine of India’s growth.
