{"id":38847,"date":"2018-12-14T18:46:03","date_gmt":"2018-12-14T13:16:03","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=38847"},"modified":"2018-12-14T18:53:31","modified_gmt":"2018-12-14T13:23:31","slug":"come-june-industries-must-pay-for-using-groundwater","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/come-june-industries-must-pay-for-using-groundwater\/","title":{"rendered":"Come June, industries must pay for using groundwater"},"content":{"rendered":"<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/come-june-industries-must-pay-for-using-groundwater\/article25736064.ece\"><strong>Come June, industries must pay for using groundwater<\/strong><\/a><\/p>\n<p><strong><u>News:<\/u><\/strong><\/p>\n<p>The Central Ground Water Authority (CGWA) has introduced a water conservation fee (WCF) for the first in the recently notified Revised Guidelines for Ground Water Extraction.<\/p>\n<div class=\"bluebox\">\n<p><b>Central Ground Water Authority (CGWA):<\/b><\/p>\n<ul>\n<li>It has been constituted under the Environment (Protection) Act of 1986<\/li>\n<li>It has been mandated with regulating ground water development and management in the country.<\/li>\n<\/ul>\n<\/div>\n<p><strong><u>Important Facts:<\/u><\/strong><\/p>\n<p><strong><em>About Water Conservation Fee<\/em><\/strong><\/p>\n<ol>\n<li>Water conservation fee has to be paid by industries on groundwater extraction starting from June 2019.<\/li>\n<li>Apart from industrial units, all business establishments, infrastructure projects such as residential and office buildings, hotels and hospitals have to pay WCF. Individual households that draw groundwater using a delivery pipe of a greater than 1\u201d diameter would also need to pay a WCF<\/li>\n<li>The WCF would vary with area, type of industry and quantum of water extraction. It is designed to progressively increase from safe to over-exploited areas and from low to high water consuming industries as well as with increasing quantum of groundwater extraction<\/li>\n<\/ol>\n<p><strong><em>Exemptions: <\/em><\/strong><\/p>\n<ul>\n<li>Agricultural users,<\/li>\n<li>Users employing non-energised means to extract water,<\/li>\n<li>Individual households (using less than 1-inch diameter delivery pipe)<\/li>\n<li>Armed Forces Establishments during operational deployment or during mobilization in forward locations<\/li>\n<\/ul>\n<p><strong><em>Significance of Water Conservation fee:<\/em><\/strong><\/p>\n<ol>\n<li>High rates of WCF are expected to discourage setting up of new industries in over-exploited and critical areas as well as act as a deterrent to large scale ground water extraction by industries, especially in over-exploited and critical areas.<\/li>\n<li>It would also discourage the growth of packaged drinking water units, particularly in over-exploited and critical areas.<\/li>\n<li>The WCF would also compel industries to adopt measures relating to water use efficiency.<\/li>\n<\/ol>\n<p><strong><em>Other Key Features of Revised Guidelines:<\/em><\/strong><\/p>\n<ol>\n<li>It seeks to encourage the use of recycled and treated sewage water by industries<\/li>\n<li>It has provision of action against polluting industries<\/li>\n<li>It envisages mandatory requirement of digital flow meters, piezometers and digital water level recorders<\/li>\n<li>Guidelines insist mandatory Water audits for industries extracting groundwater 500 m<sup>3<\/sup>\/day or more in safe and semi-critical and 200 m<sup>3<\/sup>\/day or more in critical and over-exploited assessment<\/li>\n<li>It calls for roof top rain water harvesting except for specified industries<\/li>\n<li>It envisages measures to be adopted to ensure prevention of groundwater contamination in premises of polluting industries\/ projects.<\/li>\n<\/ol>\n<p><strong><u>Additional Information<\/u><\/strong><\/p>\n<p><strong><em>Status of Groundwater Extraction in India:<\/em><\/strong><\/p>\n<p>According to the Ministry of Water Resources (MoWR),<\/p>\n<ol>\n<li>India is the largest user of groundwater resources in the world.<\/li>\n<li>Out of the total of 6,584 assessment units, 1,034 have been categorised as \u2018over-exploited\u2019, 253 as \u2018critical\u2019, 681 as \u2018semi-critical\u2019 and 4,520 as \u2018safe\u2019. The remaining 96 assessment units have been classified as \u2018saline\u2019<\/li>\n<li>Ground water extraction in India is primarily for irrigation in agricultural activities, accounting for 90% of the annual ground water extraction.
