class=\"wp-block-list\"><li>Ministry of Corporate\n Affairs(MCA) and the Securities and Exchange Board of India(SEBI) has\n signed a Memorandum of Understanding (MOU) for data exchange between the\n two regulatory organizations.<\/li><li>The MoU comes in the\n backdrop of increasing need for surveillance in the context of Corporate\n Frauds affecting important sectors of the economy.<\/li><li>The MoU will facilitate\n the sharing of data and information between SEBI and MCA on an automatic\n and regular basis.It will enable sharing of specific information such as\n (a)details of suspended companies (b) delisted companies (c)shareholding\n pattern from SEBI (d)returns of allotment of shares and (e)audit reports\n relating to the corporates.<\/li><li>SEBI and MCA will also\n exchange with each other any information available in their respective databases\n for the purpose of carrying out scrutiny, inspection, investigation and\n prosecution.<\/li><li>Further,a data exchange\n steering group has also been constituted which will meet periodically to\n review the data exchange status and take steps to further improve the\n effectiveness of the data sharing mechanism.<\/li><li>The Securities and\n Exchange Board of India (SEBI) is the regulator for the securities market\n in India.It was established in 1988 and given statutory powers in 1992\n through the SEBI Act,1992.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/indianexpress.com\/article\/india\/denial-lop-status-congress-illegal-challenged-court-abhishek-singhvi-5770355\/\">Denial\nof LoP status to Congress illegal, can be challenged in court: Abhishek Singhvi<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Congress leader has\n said that the single largest party in Lok Sabha deserves the post of\n Leader of Opposition(LoP).He alleged that the rule cited to deny the LoP\n post to Congress was unconstitutional.<\/li><li>Leader of Opposition is\n a statutory office provided for in the Salary and Allowances of Leaders of\n Opposition in Parliament Act,1977.<\/li><li>The act says that\n (a)the leader of the party in opposition to the government which has the\n greatest number becomes the Leader of the Opposition and (b)Speaker needs\n to recognise him\/her as the Leader of the Opposition.<\/li><li>But the rule that a\n party should have at least 10% of the members of the House for the Speaker\n to recognise someone as the Leader of the Opposition is not part of this\n act.<\/li><li>However,G V Mavalankar\n who is the first Lok Sabha Speaker had said that the main opposition\n party\u2019s strength must equal the quorum which is 10% of the total strength.<\/li><li>This point was later\n incorporated in Direction 121(1) of the Directions by the Speaker, Lok Sabha\n and Leaders and Chief Whips of Recognised Parties and Groups in Parliament\n (Facilities) Act of 1998.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/dissenting-view-not-part-of-final-order-says-ec\/article27691836.ece\">Dissenting\nview not part of final order, says EC<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Election Commission\n has issued a formal order stating that dissent views will not be made part\n of orders relating to model code of Conduct (MCC) violation cases.<\/li><li>This decision was taken\n as MCC matters were not quasi-judicial proceedings and hence did not\n require dissent or minority views to be conveyed as part of the final\n order.<\/li><li>Recently,one of the\n Election Commissioner had dissented with the opinion of other Election\n Commissioners in five different matters pertaining to alleged violations\n of the MCC.<\/li><li>The Election\n Commissioner has also recused himself from all meetings on MCC violations\n in protest over inaction on his suggestion seeking quick disposal of MCC\n complaints and his minority decisions going unrecorded in the EC\u2019s final\n orders.<\/li><li>Section 10(Disposal of\n business by Election Commission) of The Election Commission(Conditions of\n Service of Election Commissioners and Transaction of Business) Act,1991\n lays down that all business of the Commission shall as far as possible be\n transacted unanimously.<\/li><li>However,If the Chief\n Election Commissioner(CEC) and other Election Commissioners (ECs) differ\n in opinion on any matter,such matter shall be decided according to the\n opinion of the majority.<\/li><li>Model code of\n Conduct(MCC) are the guidelines issued by the Election Commission of India\n for conduct of political parties and candidates during elections.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/timesofindia.indiatimes.com\/world\/us\/bill-ease-green-card-cap-on-stem-students\/articleshow\/69697860.cms\">Bill:\nEase green card cap on STEM students<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The US Democratic Party\n senators have introduced a bill called \u201cKeep STEM Talent Act of 2019\u201d.<\/li><li>The bill aims at\n removing unfair barriers for science, technology, engineering and\n maths-educated international students who want to work in the US after\n completing their degrees.<\/li><li>The bill provides that\n STEM graduates could obtain green card if two conditions are met.First, he\n or she has to obtain a job offer or employment from a US employer in a\n field related to his\/her degree.The pay for this position should be above the\n media wage level in that particular geographic area<\/li><li>Second, the concerned\n employer must have obtained an approved labor certification for this job\n position.This certificate requires the Secretary of Labor to determine and\n certify that no qualified US workers are available for the position and\n that the wages and working conditions of US workers are &nbsp;not\n adversely affected by the hiring of the foreign worker.<\/li><li>US issues 1.40 lakh\n employment based green cards annually.However, not more than 7% can go to\n nationals of any one country.With a high influx of the Indian diaspora in\n the US,it has resulted in a heavy backlog.<\/li><li>Further,a recent study\n has shown that due to per-country limit for a green card and the heavy\n influx of the Indian diaspora in the US,Indians with advanced degrees have\n to wait for Green card as high as 151 years.<\/li><li>Green Card is an\n identification card which gives one the status of a permanent resident\n along with legal rights to work in the USA.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/business\/Industry\/sbi-to-offer-home-loan-linked-to-repo-rate\/article27690843.ece\">SBI\nto offer home loan linked to repo rate<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>State Bank of\n India(SBI) has announced to introduce a repo rate-linked home loan product\n from July 1,2019.This move seems to be in line with the RBI \u2018s direction\n to the banks to link home loans to an external benchmark.<\/li><li>SBI had taken this\n decision even though RBI had deferred the plan to link the rate of\n interest to external benchmarks like the repo rate or Treasury Bill rate\n following opposition from other banks.<\/li><li>Repo stands for\n \u2018Repurchasing Option\u2019.It refers to the rate at which commercial banks\n borrow money from the RBI.It is one of the main tools of RBI to keep\n inflation under control.<\/li><li>Recently,the Reserve\n Bank of India(RBI) had proposed a major change in the way banks price\n their loans.It had said that banks will now have to link the interest\n rates charged by them on different categories of loans to the external\n benchmark like Repo rate or Treasury Bill rate instead of the used\n internal benchmark like marginal cost of fund based lending rate (MCLR).<\/li><li>MCLR is an internal\n benchmark rate that depends on various factors such as fixed deposit\n rates,source of funds and savings rate.The price of loan comprises the\n MCLR and the spread or the bank\u2019s profit margin.Spread refers to the\n difference in borrowing rates and lending rates of financial institutions.<\/li><li>The biggest problem\n with the MCLR system was lack of required transmission of policy rates to\n the borrowers.The new system of linking interest rate to repo rate is\n expected to bring in more transparency in fixing rates and faster\n transmission of rates<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindubusinessline.com\/economy\/indians-turn-pessimistic-as-job-worries-weigh-on-confidence-rbis-consumer-confidence-survey\/article27608976.ece\">Indians\nturn pessimistic as job worries weigh on confidence :survey<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Reserve Bank of\n India has released the results of the May,2019 round of its Consumer\n Confidence Survey (CCS).<\/li><li>The survey was\n conducted in 13 Indian cities and was based on responses from several\n households.The survey indicates optimism above 100 and pessimism below\n that mark.<\/li><li>The survey seeks\n qualitative responses from households regarding their sentiments on\n (a)general economic conditions (b)overall price situation, (c)employment\n (d)income and (e)spending scenario.<\/li><li>The survey found that\n consumer confidence index has fallen to 97.3 from 104.6 in March,2019.The\n consumer confidence has dropped down due to the deterioration in\n sentiments on the economic situation and employment.<\/li><li>Further,sentiments\n returning to pessimistic category adds to the challenge of government\n which is trying to boost consumption and investments in the economy.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/international\/ai-da-the-robot-charms-with-her-art\/article27583855.ece\">Ai-Da,\nthe robot, charms with her art<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The exhibition of art\n created by a humanoid Artificial intelligence (AI) robot named as Ai-Da\n was unveiled recently at the University of Oxford.<\/li><li>Aida is the world\u2019s\n first ultra-realistic humanoid artist able to draw creatively due to an\n in-built AI technology.<\/li><li>Ai-Da is named after\n British mathematician and computer pioneer Ada Lovelace.The collection of\n art aims to explore the boundaries between AI, technology and organic\n life.<\/li><li>Ai-Da can draw from\n sight due to the cameras in her eyeballs and AI algorithms created by scientists\n that help produce co-ordinates for her arm to create art.<\/li><li>Artificial Intelligence\n is a way of making a computer-controlled robot or software perform\n human-like tasks.It refers to the ability of machines to perform cognitive\n tasks like thinking,perceiving, learning, problem solving and decision\n making.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.livemint.com\/news\/world\/in-a-first-trains-services-opened-in-arctic-1559795429233.html\">In\na first, trains services opened in Arctic<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Russia has launched the\n first tourist train to Arctic region.The train will travel through\n Russia\u2019s Arctic region on to Norway. It set off from St. Petersburg\n station with passengers aboard.<\/li><li>The train has been\n named as Zarengold.It has two restaurant cars and the whole trip is\n expected to take 11 days and will allow passengers to discover areas\n difficult to access by other means.<\/li><li>The tourists came from\n seven countries including the US, Germany, Norway and Russia.<\/li><li>Russia hopes to become\n the top economic and military power in the Arctic region foreseeing new\n trading routes as global warming breaks up glaciers.<\/li><li>According to the U.S\n Geological Survey,Arctic region holds oil and gas reserves equivalent to\n 412 billion barrels of oil and about 22% of the world\u2019s undiscovered oil\n and gas.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/draft-national-education-policy-moots-all-india-entrance-tests-for-ug-courses-in-public-colleges\/article27690140.ece\">Draft\nNational Education Policy moots all-India entrance tests for UG courses in\npublic colleges<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The&nbsp;<strong>Draft\n national Education Policy, 2019<\/strong>&nbsp;has recommended that there should\n be&nbsp;<strong>common (all-India) entrance examinations for admissions to\n undergraduate courses<\/strong>&nbsp;in all government-funded universities and\n colleges, w.e.f. 2020. Further, private universities should also be\n encouraged to make use of the common admission tests.<\/li><li>It has suggested that\n the National Testing Agency (NTA) should conduct common entrance tests\n multiple times each year for admissions and fellowships in higher educational\n institutions.<\/li><li>Tests should be\n conducted in various aptitude based subjects like logic, quantitative\n reasoning, and languages, to more specialised subject examinations in the\n sciences, arts, and vocational subjects. The preferred modality will be computer-based\n testing.<\/li><li>The draft policy has\n advocated that such a system&nbsp;<strong>would reduce burden on students<\/strong>&nbsp;by\n eliminating the stress of overemphasis on 12<sup>th<\/sup>&nbsp;board\n grades and that of appearing in multiple university examinations.<\/li><li>Further, it would&nbsp;<strong>eliminate\n the need of the universities to devise their own examinations<\/strong>.\n University will be able to assess each student\u2019s individual subject\n portfolio, and admit students into their programmes based on individual\n interests and talents.<\/li><li>Established in 2018,\n the&nbsp;<strong>National Testing Agency (NTA)<\/strong>&nbsp;is an autonomous,\n specialist and self-sustained testing organization.
