Subsequently, the\n scramjet engine will be ignited automatically.<\/li><li>Apart\n from being used as a vehicle for hypersonic and long-range cruise\n missiles, the HSTDV is a dual-use technology that will have multiple\n civilian applications including the launching of small satellites at low\n cost.<\/li><li>A\n hypersonic missile is a quick reaction missile which makes it invaluable\n in offensive as well as defensive uses. In case of defence, it can be used\n to intercept incoming missiles in the outer atmosphere or in the inner\n atmosphere.<\/li><li>In\n scram-jet technology, combustion of fuel takes place in a chamber in the\n missile at supersonic speeds. This is different from a ram jet system\n where the system collects the air it needs from the atmosphere during the\n flight at subsonic speeds and the propellants burn in the combustion\n chamber.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/business\/Economy\/jalan-panel-report-on-rbi-reserves-by-june-end\/article27891327.ece\">Jalan\npanel report on RBI reserves by June end<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>RBI\n had constituted a panel on economic capital framework to address the issue\n of RBI reserves. It is headed by Bimal Jalan. The panel will meet one more\n time before finalising its report.<\/li><li>The\n panel was formed after the government has said that the RBI should hand\n over its surplus reserves amid a shortfall in revenue collections.<\/li><li>Access\n to these funds will allow the government to meet deficit targets, infuse\n capital into weak banks to boost lending and fund welfare programmes.<\/li><li>The\n panel was formed to decide (a)whether RBI is holding provisions, reserves\n and buffers in surplus of the required levels (b)It would propose a\n suitable profit distribution policy taking into account all the likely\n situations of the RBI and (c)ECF committee will also suggest an adequate\n level of risk provisioning that the RBI needs to maintain.<\/li><li>Economic\n capital framework refers to the risk capital required by the central bank\n while taking into account different risks. It reflects the capital that an\n institution requires or needs to hold as a counter against unforeseen\n risks or events or losses in the future.<\/li><li>The\n central bank transfers its surplus to the government in accordance with\n Section 47 (Allocation of Surplus Profits) of the RBI Act. The act says\n that the amount will be arrived at after making provision for (a) bad and\n doubtful debts (b) depreciation in assets, (c) contributions to staff and\n (d) superannuation fund.<\/li><li>The\n government believes that RBI is sitting on much higher reserves than it\n actually needs to tide over financial emergencies that India may face. Some\n central banks around the world like the US and UK keep 13% to 14% of their\n assets as a reserve compared to RBI\u2019s 27%.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/business\/Economy\/easy-money-cant-revive-economy-sbi-report\/article27891329.ece\">Easy\nmoney can\u2019t revive economy: SBI report<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>According\n to State Bank of India report, easy money policy will be ineffective to\n push the slow growth engine.<\/li><li>An\n easy money policy is a monetary policy that increases the money supply\n usually by lowering interest rates. It occurs when a country\u2019s central\n bank decides to allow new cash flows into the banking system.<\/li><li>Recently,\n the Reserve Bank of India(RBI) had cut the repo rate by 25 basis points\n from 6% to 5.75%.Repo rate refers to the rate at which commercial banks\n borrow money from the RBI.<\/li><li>However,\n SBI report has said that easy monetary policy with a reasonable tight\n fiscal deficit will be ineffective in addressing the existing demand\n slowdown.<\/li><li>The\n report suggested that government should use the forthcoming budget for\n more direct and quicker fiscal measures as financial system is in need of\n some serious reforms.<\/li><li>Further,\n the SBI report also referred to India\u2019s quarterly GDP growth which has\n declined to a five-year low of 5.8% for the March quarter pulling down the\n full-year GDP for FY19 to a low 6.8%.<\/li><li>SBI\n report has also suggested that the ongoing crisis in the non-banking\n finance companies which constitute up to a fifth of the overall lending in\n the economy needs immediate attention to revive the fortunes of the\n financial system.<\/li><\/ol>\n\n\n\n<p><a href=\"http:\/\/www.newsonair.com\/Main-News-Details.aspx?id=364736\">Senior\nIPS officer V S Kaumudi appointed as BPR&amp;D DG<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Government\n has appointed IPS officer V S Kaumudi as the Director General of the\n Bureau of Police Research and Development (BPR&amp;D).<\/li><li>The\n Appointments Committee of the Cabinet(ACC) has approved the appointment by\n temporarily downgrading the post to the level of Additional Director\n General for a period of two years.<\/li><li>BPR&amp;D\n was established in 1970 with the objective of the modernisation of police\n forces.It is nodal national police organisation to study, research and\n develop on subjects and issues related to policing.<\/li><li>BPR&amp;D\n functions under the aegis of Union Home Ministry. It is a type of dementia\n that causes problems with memory, thinking and behaviour.<\/li><li>It\n is caused by the aggregation of the toxic protein. Neurons in the human\n brain make a protein called amyloid beta. Such proteins on their own,\n called monomers of amyloid beta, perform important tasks for neurons.<\/li><li>The\n early signs of the disease may be forgetting recent events or\n conversations. As the disease progresses, a person with Alzheimer\u2019s\n disease will develop severe memory impairment and lose the ability to\n carry out everyday tasks.<\/li><li>There\n is no treatment that cures Alzheimer\u2019s disease or alters the disease\n process in the brain. Current Alzheimer\u2019s disease medications may\n temporarily improve symptoms or slow the rate of decline.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/economictimes.indiatimes.com\/magazines\/panache\/amitav-ghosh-honoured-with-54th-jnanpith-award-for-outstanding-contribution-towards-literature\/articleshow\/67093327.cms\">Noted\nEnglish writer Amitav Ghosh conferred 54th Jnanpith award<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Recently,\n Amitav Ghosh was conferred the 54th Jnanpith award for the year 2018.<\/li><li>The\n award was given for his outstanding contribution in English.Amitav Ghosh\n is the first English writer to get this award.<\/li><li>The\n Jnanpith Award is an Indian literary award presented annually by the\n Bharatiya Jnanpith to an author for their outstanding contribution towards\n literature.<\/li><li>The\n award was Instituted in 1961.It is bestowed only on Indian writers writing\n in Indian languages included in the Eighth Schedule to the Constitution of\n India and English with no posthumous conferral.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/aadhaar-amendment-bill-gets-cabinet-nod-to-be-introduced-in-coming-parliament-session\/article27889945.ece\">Cabinet\nnod for Aadhaar as ID proof at banks, telcos<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The\n Union Cabinet has approved \u201cThe Aadhaar and Other Laws (Amendment) Bill,\n 2019\u201d to replace the Aadhaar and Other Laws (Amendment) Ordinance, 2019.<\/li><li>The\n Bill seeks to give effect to the changes in the Aadhaar Act such as giving\n a child an option to exit from the Aadhar programme on turning 18.<\/li><li>The\n bill says that for the convenience of the general public in the opening of\n bank accounts,it will allow the use of Aadhaar number for authentication\n on a voluntary basis as an acceptable KYC document under the Telegraph\n Act, 1885 and the Prevention of Money Laundering Act,2002.<\/li><li>Further,\n the bill provides for stiff penalties upon violation of norms pertaining\n to Aadhaar and violation of privacy. It proposes civil penalty of up to \u20b91\n crore on entities that violate the provisions of the Aadhaar Act, with an\n additional fine of up to \u20b910\n lakh per day in case of continuous non compliance.<\/li><li>The\n bill also proposes deletion of section 57 of the Aadhaar Act relating to\n the use of the biometric identifier by private entities. The amendment\n will also prevent denial of services for refusing to or being unable to\n undergo authentication.<\/li><li>Besides\n this, the proposed amendments provide for establishment of Unique\n Identification Authority of India Fund.&nbsp;\n It also confers enhanced regulator-like power on the UIDAI to give\n directions as it may consider necessary to any entity in the Aadhaar\n ecosystem.<\/li><li>The\n bill is in pursuance to the Supreme Court judgement in 2018.The Supreme\n Court had upheld that the Aadhaar is constitutionally valid but struck\n down section 57 of the Aadhaar Act.<\/li><li>The\n SC had ruled that Aadhaar is mandatory for filing of income tax returns\n (ITR) and allotment of Permanent Account Number (PAN). However, Aadhaar\n cannot be made mandatory for opening of a bank account and for getting\n mobile connections.<\/li><li>The\n Aadhaar number is a verifiable twelve-digit unique identity number issued\n by the Unique Identification Authority of India (UIDAI) to the residents\n of India. It is linked with the resident\u2019s demographic and biometric\n information. The Aadhaar project was conceptualised in the year 2006 and\n launched in the year 2009 with the creation of Unique Identification\n Authority of India (UIDAI).<\/li><li>The\n Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and\n Services) Act, 2016 provides legislative backing to the project.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/union-cabinet-clears-fresh-bill-to-ban-instant-triple-talaq\/article27888984.ece\">Union\nCabinet clears fresh bill to ban instant triple talaq<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The\n Union Cabinet has approved the Muslim Women (Protection of Rights on\n Marriage) Bill,2019 replacing the Muslim Women (Protection of Rights on\n Marriage) Second Ordinance,2019.<\/li><li>The\n bill proposes to declare the practice of triple talaq as void and illegal.\n It also prescribes a penalty of up to three years imprisonment for an\n offence and provides for subsistence allowance to married Muslim women and\n their children.<\/li><li>The\n Centre had first promulgated the Muslim Women (Protection of Rights on\n Marriage) Ordinance in September 2018.A bill to replace it was passed in\n the Lok Sabha but remained pending in the Rajya Sabha.<\/li><li>The\n government again promulgated the Ordinance after the Winter Session of\n Parliament but could not pass the bill in the Rajya Sabha during the\n Budget session.The Ordinance lapsed with the dissolution of the 16th Lok\n Sabha.<\/li><li>Further,\n the Opposition has demanded that the bill be sent to a select joint\n parliamentary committee before being passed into law. However, the\n government has rejected this demand.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/indian-medical-council-amendment-bill-cleared\/article27891351.ece\">Indian\nMedical Council Amendment Bill cleared<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The\n Union Cabinet has approved the Indian Medical Council (Amendment)\n Bill,2019 which will be introduced in the forthcoming session of the\n Parliament.<\/li><li>The\n Bill seeks to ensure transparency, accountability and quality in the\n governance of medical education in the country. It provides for the\n supersession of the Medical Council of India(MCI) for two years.<\/li><li>During\n this period, the Board of Governors shall exercise the powers and\n functions of the MCI. The number of members in the Board of Governors will\n also be increased from the existing 7 to 12.<\/li><li>This\n bill was introduced after the Ministry of Health and Family Welfare had\n come across certain arbitrary action by the MCI in disregard to the\n provisions of the Indian Medical Council Act,1956.<\/li><li>Further,\n the Oversight Committee constituted by the Supreme Court to oversee the\n functioning of the MCI had also cited instances of non-compliance of their\n instructions.<\/li><li>In\n view of these developments and to put an alternative mechanism in place of\n MCI,it was decided to supersede the MCI and entrust its affairs on a Board\n of Governors(BoG) consisting of eminent doctors.<\/li><li>The\n Medical Council of India (MCI) was established in 1934 under the Indian\n Medical Council Act,1933.The Act was repealed and replaced by the Indian\n Medical Council Act,1956.<\/li><li>The\n functions of MCI include (a)Maintenance of uniform standards of medical\n education (b)Recognition\/derecognition of medical qualifications and\n medical colleges and (c)registration of doctors.<\/li><\/ol>\n\n\n\n<p><a href=\"http:\/\/pib.nic.in\/PressReleaseIframePage.aspx?PRID=1574078\">Cabinet\napproves \u201cThe Central Educational Institutions (Reservation in Teachers\u2019 Cadre)\nBill, 2019\u2033<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The\n Union Cabinet has approved the introduction of the Central Educational\n Institutions (Reservation in Teachers\u2019 Cadre) Bill,2019.<\/li><li>The\n Bill will replace The Central Educational Institutions (Reservation in\n Teachers\u2019 Cadre) Ordinance, 2019.<\/li><li>The\n bill provides for a 200-point roster that defines college or university as\n the unit for faculty reservation rather than a department or subject.<\/li><li>This\n bill was introduced after the University Grants Commission (UGC) had\n announced that a 13-point roster would be followed. Accordingly,\n individual department was considered as the base unit to calculate the\n number of teaching posts to be reserved for SC and STs candidates. It was\n framed after an order by the Allahabad High Court<\/li><li>The\n Allahabad High Court had ruled that the reservation for the Scheduled\n Castes (SCs),Scheduled Tribes (STs) and Other Backward Castes (OBCs) for\n faculty positions in state universities should be implemented in such a\n manner that each department of a university has to be considered as a\n unit.<\/li><li>Prior\n to that Order, the reservation in universities was implemented by\n 200-point roster which considered the whole university as a single unit.
