The responsibility to implement the reforms and\npolicy guide lines related to agriculture sector lies with state governments.<\/li><li>Agricultural produce market committee (APMC\nAct): the agricultural produce can be traded through only APMCs and there is a\nrestriction on the farmer from entering into direct contact with any processor\nor manufacturer.<\/li><li>Contract farming: Contract farming works informally in the\nIndian economy. Although it benefits farmers by providing assured market\ntransactions for an acceptable quality of produce, the lack of a written\ncontract adversely affects the interests of farmers who are vulnerable to exploitation\nby those with capital in their possession.<\/li><li>Single\nunified trading license: farmers in many states are exploited by intermediaries\nby levying multiple levies in the absence of single unified licensing valid\nacross the state.<\/li><li>Each\nstate invariably has its own set of priorities, socio-economic, cultural,\nhistorical legacy, budgetary compulsions and agro climatic nuances.<\/li><\/ul>\n\n\n\n<p><strong>The steps taken by the central government to\novercome the above hurdles:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>e-NAM:<\/strong> e-national agriculture market was launched in 2016 for\nenhanced transparency in trading, better price discovery and provide multiple\nchoices to farmers selling their produce online.<\/li><li><strong>Agricultural produce and livestock marketing\n(promotion and facilitation) act, 2017: <\/strong>provides for alternative marketing channels and allows\ndeclaring warehouses or cold storages as market sub yards to promote\nagricultural marketing.<\/li><li><strong>Agricultural produce and livestock contract\nfarming and services (promotion and facilitation) act, 2018:<\/strong> it provides for service contracts all along\nthe value chain (forward and backward linkages).<\/li><li><strong>Interim budget: <\/strong>government announced that it would develop and upgrade the\nexisting 22000 rural haats into Gramin Agricultural Markets (GrAMs).<\/li><li><strong>Land leasing:<\/strong> NITI AAYOG had come out with the model agricultural land\nleasing act, 2016 land leasing reforms if carried out by state governments,\nwill contribute towards inclusive growth. <\/li><li><strong>The\nnew agri-export policy<\/strong> exhorts greater involvement of state\ngovernments in creating agri-logistics and infrastructure. It also pushes\nmarketing reforms for doubling agricultural exports to $ 60+ billion by 2022.<\/li><\/ul>\n\n\n\n<p>However, the implementation of these reforms at state level\nis painfully slow. <\/p>\n\n\n\n<p><strong>Need of the Hour:<\/strong><\/p>\n\n\n\n<p>Cooperation\nbetween center and state is needed for the expeditious implementation of\nreforms in agricultural sector. So, a structured mechanism on the philosophy of\ncooperative federalism is required. We require a dedicated federal and\ncooperative body for agriculture sector on the lines of National Association of\nState Departments of Agriculture (NASDA) in USA.
