Reserve Bank of India (RBI) board has finalised a three\n year roadmap named as&nbsp;<strong>Utkarsh 2022.<\/strong><\/li><li>The objective of the policy is to improve regulation and\n supervision of the central bank.<\/li><li>RBI has said that this strategy is in line with the global\n central banks decision to strengthen the regulatory and supervisory\n mechanism by formulating a long-term plan and a medium-term plan.<\/li><li>The strategy will be that RBI will play a proactive role and\n takes preemptive action to avoid any crisis such as the IL&amp;FS debt\n default issue and the crisis of confidence in the non-banking financial\n sector.<\/li><li>Further,the board has also approved the RBI\u2019s budget for the\n July 2019 to June 2020 period.Other matters discussed by the board\n included issues relating to currency management and payment systems.<\/li><\/ol>\n\n\n\n<p><br>\n<a href=\"https:\/\/www.thehindu.com\/business\/markets\/sebi-gets-teeth-to-probe-new-age-cases\/article28323498.ece\"><strong>SEBI\ngets teeth to probe new-age cases<\/strong><\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Finance Bill,2019 has given the Securities and Exchange\n Board of India (SEBI) new powers to act against entities that tamper or\n destroy electronic databases or fail to furnish information.<\/li><li>The bill has introduced section 15HAA in the SEBI Act.The\n section states that if a person tampers with information to obstruct or\n influence an investigation,destroys regulatory data or tries to access\n data in an unauthorised manner then the entity could be penalised up to\n \u20b910 crore or three times the unlawful gains,whichever is higher.<\/li><li>However,it is not yet clear whether \u2018regulatory data\u2019 and\n \u2018database\u2019 as mentioned in the section refers only to SEBI data or even\n those maintained by exchanges,depositories and clearing corporations.<\/li><li>Further,the bill also provides SEBI to impose penalties of up\n to \u20b91 crore on brokers if they fail to issue a contract note to clients in\n the format as laid down by the exchanges.<\/li><li>These new powers assume significance as it is already probing\n the leak of sensitive data through WhatsApp and also recently passed fresh\n orders on the National Stock Exchange(NSE) co-location matter.<\/li><li>The Securities and Exchange Board of India (SEBI) is the\n regulator for the securities market in India.It was established in 1988\n and given statutory powers in 1992 through the SEBI Act,1992.<\/li><\/ol>\n\n\n\n<p><a third generation guided missile \u2018Nag\u2019.<\/li><li>The&nbsp;<strong>Nag missile&nbsp;<\/strong>is a third generation\n fire-and-forget anti-tank guided missile.It is an all weather,top attack\n missile with a range of 3 to 7 km.<\/li><li>The missile can seek and destroy all known enemy tanks during\n day and night or under any adverse weather condition.<\/li><li>The NAG is one of the five strategic missiles developed under\n the Integrated Missile Development Programme initiated.<\/li><li>The other missiles developed under the project include the\n Agni,Prithvi and Akash.The Trishul project was shut down after being\n developed as a technology demonstrator.<\/li><li>Nag is incorporated with many advanced technologies including\n the Imaging Infrared(IIR) Seeker with integrated avionics,a technology\n which is processed by a few nations in the world.<\/li><\/ol>\n\n\n\n<p><a 1.3 lakh in UP alone<\/strong><\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Bureau of Police Research and Development(BPR&amp;D) has\n released a report on \u201cvacancies in the police organization\u201d.<\/li><li>The report has revealed that there are 5.28 lakh police posts\n are lying vacant in the police organisation.<\/li><li>The states with high shortage of police personnel included\n Uttar Pradesh, Bihar, West Bengal, Telangana, and Maharashtra while\n Nagaland is the only state where actual strength exceeded the sanctioned\n strength.<\/li><li>The wide difference between sanctioned and actual strength of\n vacancies can be attributed to reasons like (a)slow recruitment process\n (b)retirement and (c)untimely deaths.<\/li><li><strong>BPR&amp;D<\/strong>&nbsp;was established in\n 1970 with the objective of the modernisation of police forces.It is nodal\n national police organisation to study,research and Pradesh\n has the highest number of deaths in road accidents in each of the three\n years, followed by Tamil Nadu.<\/li><li>Further,World Health Organisation (WHO)\u2019s Global Status report\n on Road Safety has also stated that road accidents are the leading cause\n of death among people in the 5-29 age-group worldwide.<\/li><li>According to the report,India might be losing 2,99,000 people\n on\n Kashmir.<\/li><li>UNHCR in its report has said that neither India nor Pakistan\n have taken any concrete steps to solve the concerns raised in its first\n report on Kashmir which was released in 2018.<\/li><li>The report has claimed that the number of civilian casualties\n reported between May 2018 and April 2019 may be the highest in over a\n decade.<\/li><li>The report also claimed that despite high civilian casualties,there\n were no fresh investigations conducted into the use of excessive force by\n security personnel.<\/li><li>On Pakistan-occupied Kashmir,the report said that people are\n deprived of a number of fundamental human rights, particularly in relation\n to freedom of expression and opinion,peaceful assembly and association.<\/li><li>The report has called on the UN Human Rights Council(UNHRC) to\n conduct an independent international investigation into allegations of\n human rights violations in Kashmir.<\/li><li>However,India has said that the report is in violation of\n India\u2019s sovereignty and territorial integrity and ignore the core issue of\n cross-border terrorism.<\/li><li>Further,India has said that report is in complete variance with\n UNSC position where UNSC had strongly condemned the Pulwama terror attack\n and subsequently proscribed Masood Azhar as a terrorist entity.<\/li><li><strong>UNHRC<\/strong>&nbsp;is an inter-governmental\n body headquartered at Geneva, Switzerland.It is made up of 47 members\n states.The members are elected by the United Nations General\n Assembly(UNGA) with 3-year terms,with a maximum of 2 consecutive terms.<\/li><li>UNHRC meets 3 times a year to examine human rights violations\n worldwide.Its resolutions are not legally binding but carry moral\n authority.<\/li><\/ol>\n\n\n\n<p><a href=\"http:\/\/factly.forumias.com\/parliament-passes-aadhaar-amendment-bill\/\"><strong>Parliament\npasses Aadhaar amendment Bill<\/strong><\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Parliament has passed\u201cThe Aadhaar and Other Laws\n (Amendment) Bill, 2019\u201d to replace the Aadhaar and Other Laws (Amendment)\n Ordinance, 2019.<\/li><li>The bill envisages strengthening of the Aadhaar Act as per the\n directions of the Supreme Court and recommendations of Justice\n B.N.Srikrishna.<\/li><li>The bill says that no individual will be compelled to provide\n proof of possession of Aadhaar number or undergo authentication for the\n purpose of establishing his identity unless it is so provided by a law\n made by Parliament.<\/li><li>For the convenience of the general public in the opening of\n bank accounts,the bill will allow the use of Aadhaar number for\n authentication on a voluntary basis as an acceptable KYC document under\n the Telegraph Act,1885 and the Prevention of Money Laundering Act,2002.<\/li><li>The bill also gives an option to children who are Aadhaar\n number holders to cancel their Aadhaar number on attaining the age of\n eighteen years.<\/li><li>The bill proposes deletion of section 57 of the Aadhaar Act\n relating to use of Aadhaar by private entities.<\/li><li>The bill prevents denial of services for refusing to, or being\n unable to, undergo authentication.It provides for the establishment of\n Unique Identification Authority of India Fund.<\/li><li>Further,the bill provides for stiff penalties upon violation of\n norms pertaining to Aadhaar and violation of privacy.It proposes civil\n penalty of up to \u20b91 crore on entities that violate the provisions of the\n Aadhaar Act, with an additional fine of up to
