Despite being the <strong>second largest sugar<\/strong> producing country in the world, worries of the sugarcane farmers are never ending.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Sugarcane industry is suffering from the following issues-<\/strong><\/h3>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Varying Prices:<\/strong> Sugar prices have fallen because of the demand-supply mismatch and\nsugarcane farmers have been incurring heavy losses. Fixation of Fair\nRemunerative Price is a bone of contention between the Centre and sugar mills.\nThe Centre decides FRP annually and the states can hike it by issuing a state\nadvisory price. But mills want the price of sugarcane to be linked to the price\nof sugar. <\/li><li><strong>Surplus Production:<\/strong> 36 MMT of sugar, against consumption of 26 MMT, is being produced since\n2018, which involves high risks like high storage costs and spoilage. Further\nsugar prices in other countries are lesser than India, therefore Indian sugar\nsuppliers are finding it difficult to export. E.g In Brazil, the price of sugar\nis \u20b922 per kg while in India, we have fixed \u20b932-34 per kg.<\/li><li><strong>Unpaid dues to farmers:<\/strong> Due to increased sugar production across the country, sugar prices are\nreduced so much that the sugar mills are finding it difficult to pay dues to\nfarmers. Cumulatively they owe Rs 22,000 crore to farmers for cane supplied in\n2017-18.<\/li><li><strong>Implementation of government policies:<\/strong> National Policy on Biofuels, call\nfor blending petrol with 5 per cent ethanol. In 2015, the target was raised to\n10 per cent. But this was never achieved. Brazil, the world\u2019s biggest sugarcane\nproducer, depends on ethanol, and not sugar, as main revenue source from\nsugarcane and blends 27 per cent ethanol with petrol. There are several\nimpediments which include sugar subsidies, issue of exporting excess production\nof sugar, production of ethanol from sugarcane to use in cars and buying excess\nsugar and hoarding it as buffer stock.<\/li><li><strong>Infrastructure issues:<\/strong><strong> <\/strong>Sugarcane is a weight-losing crop which needs to be\ncrushed at the earliest from time of harvest. The poor connectivity, lack of\ntransportation facilities and distant sugar-mills cause huge losses to farmers\ndue to decline in quality of sugarcanes.<\/li><\/ol>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Some Measures to resolve sugar industry issues:<\/strong><\/h3>\n\n\n\n<ol class=\"wp-block-list\"><li>Ease the market control of\ngovernment on export and import must be done. The move is to help India&nbsp; to enable its exports. Leaving it all to the\nmarket is risky.<\/li><li>The pricing shall be done on\nbasis of scientific and economically viable principles.<\/li><li>Rangarajan Committee proposed\nthat the states should encourage development of market-based long-term\ncontractual arrangements, and phase out cane reservation area and bonding.<\/li><li>The new national policy on\nbiofuels 2018, expands the scope of raw material for ethanol production by\nallowing use of Sugarcane Juice. Ethanol production should be promoted. Policy\nmodifications to increase the ethanol blending is needed. Better prices for\nethanol can also help in export of the same.<\/li><li>Other crops should be promoted\nto ensure. This requires long-term investment, and the government will have to\nencourage farmers to cultivate crops like pulses and oilseeds.<\/li><li>Sugarcane is a water guzzling\ncrop. Better irrigation techniques to reduce the water usage, water harvesting,\netc can improve water utilisation.<\/li><li>In order to increase\ncompetition and ensure a better price for farmers, minimum distance norm should\nbe reviewed. Removing the regulation will ensure better prices for farmers and\nforce existing mills to pay them the cane price on time.<\/li><li>Government should take\nproactive steps to maintain and revive growth in sugar industry like Sustainable\nSugarcane Initiative.&nbsp; <\/li><li>The Rangarajan committee\nrecommendation should be considered and adopted as soon as possible. <\/li><li>Further government should\nprovide subsidy on new technology and equipment to both mill owner and farmers.\nNew attractive schemes shall be launched for increasing investments and\nempowering entrepreneurs in sugar industry.<\/li><\/ol>\n","protected":false},"excerpt":{"rendered":"<p>Demand of the question Introduction.
