The Council would advise the central government on\n related policies and legislation and also act as a centre for grievance\n redressal<\/li><\/ol>\n\n\n\n<p><a href=\"http:\/\/www.newsonair.com\/News?title=World-Population-Day-being-observed-today&amp;id=368315\"><strong>World\nPopulation Day<\/strong><\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>World Population Day 2019 is observed on July 11<\/li><li>The Day aims to focus attention on the urgency and importance\n of population issues.<\/li><li>World Population Day was established by United Nations\n Development Programme in 1989.<\/li><li>2019 World Population Day calls for global attention to the\n unfinished business of the 1994 International Conference on Population and\n Development (ICPD) held in Cairo.<\/li><li>At IPCD 179 governments adopted a Programme of Action and\n called for women\u2019s reproductive health and rights to take centre stage in\n national and global development efforts.<\/li><li>The Programme of Action is the steering document for the United\n Nations Population Fund (UNFPA)<\/li><li>The UNFPA is a UN organization which works to support family\n planning by ensuring supply of contraceptives, strengthening national\n health systems and promoting gender equality.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/indianexpress.com\/article\/explained\/how-india-controls-dessert-locusts-rajasthan-and-gujarat-5824435\/\"><strong>How\nIndia controls dessert locusts<\/strong><\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Agriculture Minister has told Parliament that recently, there\n has been an incursion of desert locusts in Rajasthan and Gujarat from\n areas bordering Pakistan.<\/li><li>Locusts are large herbivorous insects that can be serious pests\n of agriculture due to their ability to form dense and highly mobile\n swarms. They are species of short-horned grasshoppers.<\/li><li>India has a Locust Control and Research scheme responsible for\n control of desert locusts.<\/li><li>It is implemented through the Locust Warning Organisation\n (LWO). LWO, based in Jodhpur, was established in 1939.<\/li><li>LWO was later amalgamated with the Directorate of Plant\n Protection Quarantine and Storage in 1946.<\/li><li>LWO is responsible to monitor and control the locust situation\n in Scheduled Desert Area (SDA) mainly in the States of Rajasthan and\n Gujarat by way of intensive survey, surveillance, monitoring and control\n operations.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/govt-approves-changes-in-pocso-act-includes-death-penalty-for-sexual-offences-against-children\/article28354431.ece\"><strong>Govt\napproves changes in POCSO Act, includes death penalty for sexual offences\nagainst children<\/strong><\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Union Cabinet has approved an amendment to the Protection\n of Children from Sexual Offences (POSCO) Act, 2012.<\/li><li>The amendment provides for stringent punishment, including\n death penalty, for sexual assault of children.<\/li><li>The amendments also provide for levy of fines and imprisonment\n to curb child pornography.<\/li><li>Amendments are also proposed to protect children from sexual\n offences in times of natural calamities.<\/li><li>The amendments are aimed to establish clarity regarding the\n aspects of child abuse and punishment thereof.<\/li><li>It is expected to discourage the trend of child sexual abuse by\n acting as a deterrent due to strong penal provisions incorporated in the\n Act<\/li><li>Further, it will protect the interest of vulnerable children in\n times of distress and ensures their safety and dignity.<\/li><li>The POCSO Act, 2012 was enacted to protect the children from\n offences of sexual assault, sexual harassment and pornography.<\/li><li>The Act defines a child as any person below eighteen years of\n age. Further, the Act is gender neutral.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/iaf-to-adopt-asraam-missile-across-its-fighter-fleet\/article28359593.ece\"><strong>IAF\nto adopt ASRAAM missile across its fighter fleet<\/strong><\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Indian Air Force (IAF) is looking to adopt Advanced Short\n Range Air-to-Air Missile (ASRAAM) across its fighter fleet.<\/li><li>ASRAAM has been developed by European missile-maker MBDA. It is\n currently in service in UK\u2019s Royal Air Force (RAF) and Royal Australian\n Air Force (RAAF).<\/li><li>ASRAAM is a high speed, extremely manoeuvrable, heat-seeking,\n air-to-air missile. The vaccination coverage\n is 95%<\/li><li>Measles is a highly contagious viral disease that is spread by\n contact with an infected person through coughing and sneezing. Rubella, or\n German measles, is an infection caused by the rubella virus. Both can be\n entirely prevented with vaccine.<\/li><li>According to the latest Global Measles and Rubella Update,\n India reported 47,056 measles cases and 1,263 rubella cases during May\n 2018 and April 2019<\/li><li>Under the Global Vaccine Action Plan, WHO has targeted to\n eliminate measles and rubella by 2020. Rubella control is achieved when a\n country reduces the number of rubella cases by 95% as compared to cases in\n 2008.<\/li><li>India has initiated the world\u2019s largest Measles-Rubella (MR)\n Campaign in 2017. It targets vaccination of 410 million children and\n adolescents aged between 9 months and 15 years.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/cabinet-clears-bill-for-single-tribunal-to-umpire-water-disputes\/article28363277.ece\"><strong>Cabinet\napproves Inter State River Water Disputes (Amendment) Bill 2019<\/strong><\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Union Cabinet has approved Inter-State River Water Disputes\n (Amendment) Bill, 2019.<\/li><li>The bill seeks to amend the Inter State River Water Disputes\n Act, 1956.<\/li><li>It aims to streamline the adjudication of inter-state water\n disputes and make the present institutional architecture robust.<\/li><li>The bill provides for dissolution of existing tribunals. A key\n feature of the bill is the constitution of a single tribunal with different\n Benches. It also provides for setting strict timelines for adjudication.<\/li><li>The Bill also proposes a Dispute Resolution Committee set up by\n the Central Government for resolving inter-State water disputes within 18\n months.<\/li><li>Article 262 of Constitution deals with adjudication of disputes\n relating to matters of inter-state rivers or river valleys.<\/li><li>Article 262(2) states that neither the Supreme Court nor any\n other Court shall exercise jurisdiction in respect of any such dispute.<\/li><li><strong>Note<\/strong>: Water is a State subject.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/timesofindia.indiatimes.com\/india\/cabinet-approves-bill-to-put-brakes-on-chit-funds\/articleshow\/70166531.cms\"><strong>Cabinet\napproves bill to put brakes on chit funds<\/strong><\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Union Cabinet has approved the Banning of Unregulated\n Deposit Schemes Bill.The bill aims to tackle the menace of illicit\n deposit- taking activities in the country.<\/li><li>The bill defines regulated deposits as all deposit-taking\n schemes which are overseen and regulated by regulators like (a)Reserve\n Bank of India (RBI) (b)Securities and Exchange Board of India (SEBI)\n (c)Ministry of Corporate Affairs and (d)state and union territory\n governments.<\/li><li>On the other hand,deposit-taking scheme is defined as\n unregulated if it is not registered with the regulators listed in the\n Bill.<\/li><li>The bill completely bans the promoting,operating,issuing\n advertisements or accepting deposits in any Unregulated Deposit Scheme.<\/li><li>The Bill also defines \u201c<strong>Deposit Taker<\/strong>\u201d and \u201c<strong>Deposit<\/strong>\u201d.Deposit\n Takers include all possible entities including individuals receiving or\n soliciting deposits except specific entities such as those incorporated by\n legislation.<\/li><li>Deposit is defined in such as an amount of money received\n through an advance, a loan, or in any other form with a promise to be\n returned with or without interest.Such deposit may be returned either in\n cash or as a service and the time of return may or may not be specified.<\/li><li>The Bill define three types of&nbsp;<strong>offences<\/strong>:(a)running\n of Unregulated Deposit Schemes (b)fraudulent default in Regulated Deposit\n Schemes and (c)wrongful inducement in relation to Unregulated Deposit\n Schemes.<\/li><li>The bill also provides for severe punishment and heavy fines to\n act as a deterrent.It also has a provision for repayment of deposits in\n cases where such schemes manage to raise deposits illegally.<\/li><li>Further,the bill provides clear cut timelines for attachment of\n property and reimbursement to depositors.It also provides for designation\n of Courts to oversee repayment of depositors and to try offenses under the\n bill.<\/li><li>The bill also provides for the creation of an online central\n database for collection and sharing of information on deposit-taking\n activities in the country.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindubusinessline.com\/news\/india-russia-hold-dialogue-on-enhancing-bilateral-ties\/article28362620.ece\"><strong>India-Russia\nhold dialogue on enhancing bilateral ties<\/strong><\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Second India-Russia Strategic Economic Dialogue (IRSED) was\n held in New Delhi,India.<\/li><li>The dialogue focussed on six core areas of cooperation namely,\n (a)Transport Infrastructure and Technologies (b)Agriculture and\n Agro-Processing sector (c)Small and Medium Business support (d) Digital\n Transformation and Frontier Technologies (e)Cooperation in Trade,Banking\n and (f)Tourism &amp; Connectivity.<\/li><li>The&nbsp;<strong>IRSED<\/strong>&nbsp;was established following an MoU\n signed between NITI Aayog and the Ministry of Economic Development of the\n Russian Federation during the 19th edition of the Annual India-Russia\n Bilateral Summit in 2018.<\/li><li>The objective of the dialogue is to identify the most promising\n areas to improve bilateral trade,economic and investment cooperation and\n to define joint projects in the framework of national programmes.<\/li><li>The First India-Russia Strategic Economic Dialogue was held in\n St. Petersburg,Russia.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/88-manual-scavenging-deaths-in-3-years\/article28336989.ece\"><strong>88\nmanual scavenging deaths in 3 years<\/strong><\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>According to the Social Justice and Empowerment Ministry,88\n people have died in manual scavenging related deaths in the past three\n years.<\/li><li>The ministry has said that the number of deaths of sanitation\n workers while cleaning septic tanks and sewers has risen despite a ban on\n manual scavenging.<\/li><li>Further,among the 15 States\/UTs that submitted details to the\n Ministry, Tamil Nadu had the highest number of sewer deaths followed by\n Gujarat.<\/li><li><strong>Manual scavenging&nbsp;<\/strong>is the\n practice of manually cleaning,carrying, disposing of, or handling human\n excreta.<\/li><li>The International Labour Organization(ILO) distinguishes three\n forms of manual scavenging: a) Removal of human excrement from public\n streets and dry latrines, b) Cleaning septic tanks, and c) Cleaning\n gutters and sewers.<\/li><li>Manual scavenging in India is prohibited under the Prohibition\n of Employment as Manual Scavengers and their Rehabilitation Act 2013. The\n law intends to eliminate insanitary latrines and prohibit employment as\n manual scavengers.It also prohibits hazardous manual cleaning of sewer and\n septic tanks.<\/li><li>In 2014,the Supreme Court has made it mandatory for the\n government to identify all those who died in sewerage work since 1993 and\n provide \u20b910 lakh each as compensation to their families.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/indianexpress.com\/article\/explained\/automated-facial-recognition-what-ncrb-proposes-what-are-the-concerns-5823110\/\"><strong>Automated\nfacial recognition: what NCRB proposes, what are the concerns<\/strong><\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The National Crime Records Bureau(NCRB) has released a Request\n for Proposal for an Automated Facial Recognition System(AFRS) to be used\n by police officers across the country.<\/li><li>The AFRS would be used to identify criminals, missing people,\n and unidentified dead bodies as well as for crime prevention.<\/li><li><strong>AFRS<\/strong>&nbsp;works by maintaining a\n large database with photos and videos of peoples faces. Then,a new image\n of an unidentified person is often taken from CCTV footage is compared to\n the existing database to find a match and identify the person.<\/li><li>The artificial intelligence technology used for pattern-finding\n and matching is called neural networks.<strong>Neural networks<\/strong>&nbsp;are a\n set of algorithms modeled loosely after the human brain that are designed\n to recognize patterns.<\/li><li>NCRB has also proposed integrating this facial recognition\n system with multiple existing databases.The most prominent is the\n NCRB-managed Crime and Criminal Tracking Network &amp; Systems(CCTNS).<\/li><li><strong>CCTNS<\/strong>&nbsp;is a project initiated\n in June 2009 which was aimed at creating a comprehensive and integrated\n system for enhancing the approval<\/strong><\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Union Cabinet has approved a proposed Code on Occupational\n Safety,Health and Working Conditions Bill,2019.The bill seeks to merge 13\n central labour laws into a single code.<\/li><li>The code will be applicable to all trades including IT\n establishments and service sector where more than 10 workers are\n employed.It will also be applicable to mines and docks that employ even\n one worker.<\/li><li>The code makes it mandatory for employers to provide free\n annual medical check-ups and issue appointment letters to all employees.<\/li><li>Further,the multiple committees under five labour Acts would be\n replaced by the National Occupational Safety and Health Advisory Board.The\n code has also framed rules for women workers working night shifts.<\/li><li>The Code on Occupational Safety,Health and Working Conditions\n is one of the four codes that would subsume 44 labour laws.The four codes\n will deal with (a)wages (b)social security, (c)industrial safety and\n welfare and (d)industrial relations.<\/li><li>Earlier,the Union Cabinet had approved the Code on Wages Bill\n which seeks to subsume existing laws related to workers\u2019 remuneration.<\/li><\/ol>\n\n\n\n<p><a class=\"wp-block-list\"><li>The lok Sabha has passed the New Delhi International\n Arbitration Centre (NDIAC) Bill,2019.<\/li><li>The Bill provides for setting up of an independent autonomous\n body for institutional arbitration and to acquire and transfer the\n undertakings of International Centre For Alternative Dispute Resolution\n (ICADR) to NDIAC.<\/li><li>The NDIAC will be headed by a chairperson who has been a judge\n of the Supreme Court or a judge of a high court or an eminent person\n having special knowledge and experience in the conduct or administration\n of arbitration.<\/li><li>There is also a provision for appeal and Section 29 of the bill\n deals with the time frame.It says that arbitration cases should be\n disposed off within a year.<\/li><li>The salient features of the bill are speedy appointment of\n arbitrators through designated arbitral tribunals set up by the Supreme\n Court and high courts without having to reach court in any matter.<\/li><li>The NDIAC will also provide (a)facilities and administrative\n assistance for conciliation, mediation and arbitral proceedings\n (b)maintain panels of accredited arbitrators,conciliators and mediators\n (c)provide timely services for the conduct of arbitrations and (d)promote\n studies in the field of alternative dispute resolution.<\/li><li>Arbitration is one of the methods of Alternative Dispute\n Resolution (ADR).ADR is the procedure for settling disputes without\n litigation.
