In India all parties can issue a whip\n to their members.<\/li><li>Parties appoint a senior member from among\n their House contingents to issue whips \u2014 this member is called a Chief\n Whip. The Chief Whip is assisted by additional Whips.<\/li><li>There are three kinds of whips- a) one\n line whip, b) two line whip and c) three line whip.<\/li><li>A one-line whip, underlined once, is\n usually issued to inform party members of a vote, and allows them to\n abstain in case they decide not to follow the party line.<\/li><li>A two-line whip directs them to be present\n during the vote.<\/li><li>A three-line whip is employed on important\n occasions such as the second reading of a Bill or a no-confidence motion,\n and places an obligation on members to toe the party line.<\/li><li>In India, rebelling against a three-line\n whip can put a lawmaker\u2019s membership of the House at risk<\/li><li>The anti-defection law, 1985, contained in\n the 10<sup>th<\/sup>&nbsp;Schedule of the Constitution allows the Speaker\n to disqualify such a member. The only exception is when more than a third\n of legislators vote against a directive, effectively splitting the party.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/timesofindia.indiatimes.com\/india\/gender-neutral-pocso-bill-introduced-in-rs\/articleshow\/70285471.cms\">Gender\nneutral POSCO bill introduced in RS<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The government has introduced Protection\n of Children from Sexual Offences (Amendment) Bill 2019 in the Rajya Sabha.\n The bill seeks to amend POSCO Act, 2012.<\/li><li>The amendment bill provides for gender\n neutral application of stringent punishment, including death penalty, for\n aggravated penetrative sexual assault of both girl and boy below 16 years\n of age.<\/li><li>For the first time, the bill carries a\n definition of child pornography and provide for levy of fines and\n imprisonment of up to 5years to curb child pornography.<\/li><li>Amendments are also proposed to protect\n children from sexual offences in times of natural calamities.<\/li><li>The POCSO Act, 2012 was enacted to protect\n the children from offences of sexual assault, sexual harassment and pornography.\n The Act defines a child as any person below eighteen years of age.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/child-labour-in-film-tv-comes-under-scanner\/article28565226.ece\">Child\nlabour in film, TV comes under scanner<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Union Labour and Employment Ministry\n has expressed concern over violations of child labour rules in film and\n television industry.<\/li><li>It has also urged the Ministry of\n Information and Broadcasting to ensure strict compliance by the industry\n with the norms on working conditions for children. Further, it has said\n that mandatory disclaimers should be presented when children appear on\n screen.<\/li><li>Child Labour is prohibited in India under\n the Child Labour (Prohibition &amp; Regulation) Act, 1986 (amended in\n 2016) and Child Labour (Prohibition and Regulation) Amendment Rules, 2017.<\/li><li>Under the Child Labour (Prohibition and\n Regulation) Amendment Rules, 2017, child artistes are supposed to work for\n a maximum of five hours a day and not more than three hours without rest.<\/li><li>The rules also require permission from the\n District Magistrate and an undertaking by the producer. It also states\n that one person each should be deployed for ensuring the safety and\n security of a maximum of five children<\/li><li>It also states that children should not be\n away from schooling for more than 27 days. Further the rule mandates 20%\n of their income to be deposited in a fixed deposit in their name<\/li><li>The Rules further mentions that if a child\n was involved in filming, the film should include a disclaimer saying that\n all measures were taken to ensure that no abuse, neglect or exploitation\n of the child took place during shooting.<\/li><\/ol>\n\n\n\n<p><a href=\"http:\/\/www.pib.nic.in\/Pressreleaseshare.aspx?PRID=1579345\">INS\nSagardhwani Flagged Off for \u2018Sagar Maitri\u2019<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Marine Acoustic Research Ship, INS\n Sagardhwani, has set sail for a scientific venture called Sagar Maitri\n (Marine &amp; Allied Interdisciplinary Training and Research Initiative)\n Mission- 2<\/li><li>The ship\u2019s mission has been conceptualised\n by Defence Research and Development Organization (DRDO). It is in\n consonance with the Prime Minister\u2019s vision of \u2018Safety and Growth of All\n in the Region\u2019 (SAGAR)<\/li><li>SAGAR seeks to promote closer cooperation\n in socio-economic aspects, as well as greater scientific interaction,\n especially in ocean research in underwater acoustics, among Indian Ocean\n Region (IOR) countries.<\/li><li>The prime objectives of the SAGAR MAITRI\n mission-2 are a) data collection from the entire North Indian Ocean,\n focusing on the Andaman Sea and adjoining seas and b) establishing long\n term collaboration with eight IOR countries in the field of \u2018Ocean\n Research and Development\u2019.<\/li><li>The first Sagar Maitri mission was held in\n April 2019 when INS Sagardhwani visited Myanmar.<\/li><li>INS Sagardhwani is an indigenously built\n ship commissioned in 1994.<\/li><li>It is owned by Naval Physical &amp;\n Oceanographic Laboratory (NPOL) \u2013 a R&amp;D establishment of the\n DRDO.&nbsp;<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/panel-of-chief-ministers-mulls-move-to-tie-state-farm-reforms-to-funds\/article28564338.ece\">CMs\u2019\npanel mulls move to tie State farm reforms to funds<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Central government had set up a high\n powered committee of seven chief ministers led by Maharashtra\u2019s CM as its\n convenor. The panel has discussed various measures to transform Indian\n agriculture and raise farmers\u2019 income.<\/li><li>The panel has said since agriculture is a\n State subject, all the States must be brought on board for time-bound\n reforms in the agriculture sector.<\/li><li>The panel has discussed various measures\n such as (a) scrapping of the Essential Commodities Act for the food sector\n (b) Review of agriculture subsidies (c) Dismantling of market monopolies\n and (d) Steps to increase private investment.<\/li><li>Further, they have also discussed ways to\n ensure fair prices and end manipulative monopolies in the local markets\n and also to remove the obstacles in the implementation of the digital\n e-NAM system.<\/li><li>The panel also considered the need for\n better coordination between the Agriculture and Commerce Ministries to\n ensure a dynamic pricing policy based on global market trends for major\n agricultural commodities.<\/li><li>The panel has also stressed on the need to\n digitise the entire agricultural process from sowing and marketing to\n using drones and satellites for crop surveillance. It also called for\n bringing down the cost of institutional credit available for farming.<\/li><\/ol>\n\n\n\n<p><a href=\"http:\/\/pib.nic.in\/newsite\/PrintRelease.aspx?relid=191766\">Upliftment of\nWomen of Backward Communities<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Minister of State for Social Justice and\n Empowerment has informed the Parliament about the women specific schemes\n under National Backward Classes Finance and Development Corporation(NBCFDC),<\/li><li>The minister informed that NBCFDC runs two\n women specific schemes for women whose annual family income is less than\n Rs.3 lakh per annum.<\/li><li>The schemes are<strong>&nbsp;Mahila Samridhi\n Yojana&nbsp;<\/strong>which provides microfinance to women entrepreneurs of\n Backward Classes and&nbsp;<\/li><li><strong>New Swarnima Scheme for Women<\/strong>&nbsp;which provides term loan to\n inculcate the spirit of self-dependence among the women of Backward\n Classes.<\/li><li><strong>NBCFDC<\/strong>&nbsp;was incorporated in 1992 as a non profit company under the\n Ministry of Social Justice and Empowerment, Government of India.<\/li><li>It aims to improve and develop the\n economic activities for the members of Backward Classes who are living\n below the poverty line.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/indianexpress.com\/article\/india\/india-draws-new-red-lines-for-talks-on-afghan-peace-process-5836841\/\">India\ndraws new \u2018red lines\u2019 for talks on Afghan peace process<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>India has shared a table with the Taliban\n for the first time in November, 2018.India has now spelt out its three new\n red lines on the peace and reconciliation process in Afghanistan.<\/li><li>The&nbsp;<strong>first<\/strong>&nbsp;is that all\n initiatives and processes must include all sections of the Afghan society\n including the legitimately elected government. This is important as the\n Afghan government was often side-lined by international interlocutors when\n they engaged with the Taliban.&nbsp;<\/li><li>The&nbsp;<strong>second<\/strong>&nbsp;is that any\n process should respect the constitutional legacy and political mandate. This\n means that the achievement of establishing democratic processes and human\n rights including women\u2019s rights should be respected.<\/li><li>The&nbsp;<strong>third<\/strong>&nbsp;is that any\n process should not lead to any ungoverned spaces where terrorists and\n their proxies can relocate. This is crucial for India as it points out the\n threat from terrorist groups including the Haqqani network, Al Qaeda must\n not be allowed to operate from Afghanistan.<\/li><li>Experts have said that these new red lines\n are seen to be more realistic and in sync with the current situation. India\n now needs to be more articulate about this and proactive diplomatically so\n that it can be part of the regional initiatives on Afghanistan.<\/li><li>Earlier, India had said that it is for the\n elected government of Afghanistan to draw the red lines or lay down terms\n and conditions for negotiating with the Taliban.<\/li><li>The Afghan government had stated that the\n Taliban must accept the Afghan Constitution, renounce violence and sever\n all ties with al Qaeda and other terrorist organisations.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/business\/Economy\/transmission-sector-needs-5-lakh-crore-investment-for-future-needs\/article28565207.ece\">Transmission\nsector needs \u20b95 lakh crore investment for future needs<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Confederation of Indian Industry (CII) has\n said that India\u2019s vision of a 5 trillion-dollar economy will require an\n estimated investment of Rs 5 lakh crore in the transmission sector over\n the next few years.<\/li><li>CII said that India will be consuming 1.8\n trillion units by 2025 as India\u2019s growth trajectory accelerates and this\n requires large investments in the transmission sector particularly at the\n state level.&nbsp;<\/li><li>CII has recommended the separation of the\n Central Transmission Utility from the Power Grid Corporation of India\n since the set up is currently creating a conflict of interest between the\n two.<\/li><li>CII also highlighted the fact that current\n guidelines for the construction of transmission lines as laid out by the\n Central Electricity Authority did not leave enough scope for adopting new\n technologies. This increases the capital expenditure and the per unit\n tariff.<\/li><li>CII has also recommend (a)upgrading\n capacities within existing infrastructure (b)redefining the scope of\n planning for the centre which should be based on the capacity of the\n transmission line instead of the geography where the same is located and\n (c)need to bring in competition and move away from the cost-plus approach\n or regulated tariff mechanisms.<\/li><li>The Confederation of Indian Industry (CII)\n is a business association in India. It is a non-government,\n not-for-profit, industry-led and industry managed organization.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/other-states\/ethanol-biorefinery-to-come-up-in-vidarbha\/article28566258.ece\">Ethanol\nbiorefinery to come up in Vidarbha<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Bharat Petroleum Corporation Limited (BPCL)\n will set up Maharashtra\u2019s first ever ethanol biorefinery in Vidarbha\u2019s\n Bhandara district. The plant will manufacture ethanol from rice\n straw.&nbsp;<\/li><li>The Government of India is encouraging\n production of Second Generation (2G) Ethanol from agricultural residues to\n provide additional sources of&nbsp; remuneration to farmers.<\/li><li>The Bio-Refineries will also contribute to\n a cleaner environment due to usage of waste rice straw for Ethanol\n production thereby reducing waste straw burning in fields. Blending of\n ethanol in petrol will also reduce greenhouse gas emissions as compared to\n fossil fuels.<\/li><li>This will also boost the infrastructural\n development in the area and overall improvement in livelihood of people. Further,\n blending of ethanol enhances self-sufficiency of the country by reducing\n oil imports thereby saving foreign exchange.<\/li><li>The&nbsp;<strong>National Policy on Biofuels, 2018<\/strong>&nbsp;aims\n to increase the percentage of ethanol in petrol and diesel. Currently, it\n is at nearly 2% in petrol, while in diesel, biofuel is less than 0.1%.An\n indicative target of 20% of ethanol in petrol and 5% of biodiesel in\n diesel is also proposed by 2030.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/economictimes.indiatimes.com\/markets\/stocks\/news\/g7-urges-strict-libra-regime-eyes-minimum-tax\/articleshow\/70277371.cms\">G7\nurges strict Libra regime, eyes minimum tax<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>G7 Countries has said that digital\n currencies such as Facebook Libra raise serious concerns and must be\n regulated as tightly as possible to ensure they do not upset the world\u2019s\n financial system.<\/li><li>Recently, Facebook had decided to launch a\n crypto currency called Libra. The currency is designed not to be a\n speculative asset like Bitcoin but a form of digital money backed by a\n reserve of assets.<\/li><li>The G7 Countries has also opposed the idea\n that companies could have the same privilege as nations in creating means\n of payment but without the control and obligations that go with it.<\/li><li>The countries has also said that\n Facebook\u2019s ambitions for a digital currency might not only weaken their\n control over monetary and banking policies but also pose security risks.<\/li><li>The G7 also agreed that large tech\n companies such as Google, Amazon ,Facebook or Apple can be taxed in the\n countries in which they make money even without being physically present\n there.<\/li><li>The&nbsp;<strong>Group of 7(G7)&nbsp;<\/strong>is a\n group consisting of Canada, France, Germany, Italy, Japan, United Kingdom\n and the United States. The European Union is also represented within the\n G7.<\/li><li>These countries are the seven major\n advanced economies as reported by the International Monetary Fund. The G7\n is actually an informal grouping whose summits typically focus on large\n issues of global economy and governance.<\/li><li><strong>Crypto currency<\/strong>&nbsp;is a digital currency. It progresses to\n vomiting, diarrhoea and both internal and external bleeding. Patients tend\n to die from dehydration and multiple organ failure.<\/li><\/ol>\n\n\n\n<p><a href=\"http:\/\/www.pib.nic.in\/Pressreleaseshare.aspx?PRID=1579087\">Pradhan Mantri\nUrja Ganga Project<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Union Minister of Petroleum &amp; Natural\n Gas has informed the Rajya Sabha that Government has taken various policy\n initiatives to increase the domestic production of crude oil and natural\n gas.<\/li><li><strong>Pradhan Mantri Urja Ganga project&nbsp;<\/strong>aims to provide piped cooking gas to\n residents of Varanasi and later to millions of people in states like\n Bihar, Jharkhand, West Bengal and Odisha.<\/li><li>The government estimates that around 5\n lakh gas cylinders will be sent at rural areas annually.<\/li><li>According to GAIL, with the Urja Ganga\n project,20 lakh households will get PNG connections. The project is said\n to be a major step towards collective growth and development of the\n Eastern region of India.<\/li><li>GAIL has built a network of trunk\n pipelines covering the length of around 11,000 km. It is\n linked with the resident\u2019s demographic and biometric information.<\/li><\/ol>\n\n\n\n<p><a href=\"http:\/\/www.pib.nic.in\/Pressreleaseshare.aspx?PRID=1579343\">Ujjawala\nScheme<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Ujjawala scheme is the Comprehensive\n Scheme for Prevention of Trafficking and Rescue, Rehabilitation and\n Re-integration of Victims of Trafficking for Commercial Sexual\n Exploitation.<\/li><li>The scheme is run by Ministry of Women and\n Child Development. It was launched in 2007.<\/li><li>The scheme aims at preventing trafficking\n of women and children for commercial sexual exploitation, facilitate\n rescue of victims from the place of their exploitation and provide both\n immediate and long-term rehabilitation to the victims.<\/li><li>The scheme also seeks to facilitate\n reintegration of the victims into the family and society at large.<\/li><li>Further the scheme also seeks to\n facilitate repatriation of cross-border victims to their country of\n origin.<\/li><li>The Immoral Traffic (Prevention) Act, 1956\n (amended in 1986) is the primary legislation for the prevention of human\n trafficking and sexual exploitation for women and girls. Further, Section\n 370 of the Indian Penal Code (IPC) defines trafficking and penalizes\n offenders.<\/li><li>Trafficking of Persons (Prevention,\n Protection and Rehabilitation) Bill, 2018 was passed in Lok Sabha in 2018.\n It creates a law for investigation of all types of trafficking, and\n rescue, protection and rehabilitation of trafficked victims.&nbsp;<\/li><li>Article 23 of the Indian Constitution\n prohibits trafficking in human beings and forms of forced labour.<\/li><\/ol>\n\n\n\n<p><a href=\"http:\/\/pib.nic.in\/PressReleaseIframePage.aspx?PRID=1579413\">MoU Signed\nbetween Ministry of Health and Ministry of AYUSH for \u2018Tuberculosis Free India\u2019\ninitiative<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Ministry of AYUSH and Ministry of Health\n &amp; Family Welfare have signed MoU to establish inter-sectorial\n convergence to eliminate tuberculosis in India by 2025.<\/li><li>The collaboration aims at development of\n linkages and integration of TB care services within the infrastructure and\n institutional network of AYUSH<\/li><li>The Indian government has had put forward\n National Strategic Plan (NSP) for TB Elimination, 2017-2025. The plan is a\n framework to provide guidance for the activities of various stakeholders\n to reduce the burden of TB mortality and morbidity.<\/li><li>In 2018, the government launched the TB\n Free India campaign to take activities under NSP for TB Elimination. The\n campaign seeks to eliminate TB in India by 2025- 5 years ahead of the\n Sustainable Development Targets (SDG 3.3) which sets the goal to 2030.<\/li><li>TB is an infectious airborne bacterial\n disease caused by&nbsp;<em>Mycobacterium tuberculosis.<\/em><\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/todays-paper\/tp-life\/7000-species-added-to-iucn-red-list\/article28567509.ece\">7,000\nspecies added to IUCN \u2018Red List\u2019<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>International Union for the Conservation\n of Nature (IUCN) has updated its Red List. The list has assessed the\n extinction risk of almost 106,000 species.<\/li><li>27% of the assessed species are threatened\n and at a risk of extinction.
