In the present day context, ration card may not be\nnecessarily for the distribution of scarce commodities; rather, it is a general\ntool for implementing welfare measures.<\/li><li>State Governments issue distinctive Ration Cards\nto&nbsp;Above Poverty Line, Below Poverty Line&nbsp;and Antyodaya families\n(means those poorest families from amongst Below Poverty Line (BPL) families\nentitled to receive food grains.<\/li><\/ul>\n\n\n\n<p><strong>What is the need for one ration card?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Migration:<\/strong> The mobility of the poor inside the country for employment is\nquite complex and multifaceted. A majority of poor households practice\ntemporary or seasonal migration in India.<\/li><li>According to some academic estimation, the seasonal\nrural-to-urban migration in India is somewhere around 10crore people, who work\nas informal workers in urban areas. The\nmigrant workers in these sectors are excluded from accessing PDS at their place\nof work.<\/li><li>Moreover, most of the anti-poverty, rural employment, welfare\nand food security schemes were historically based on domicile-based access and\nrestricted people to access government social security, welfare and food\nentitlements at their place of origin.<\/li><li><strong>Bargaining\npower:<\/strong> Given the quintessential low bargaining power associated\nwith the fact of being a migrant, the costs are generally steeper for migrant\nfamilies.<\/li><li>One Nation One Ration Card (ONORC), by doing away with\nduplication and eligibility-related cost escalations, will benefit them\nsignificantly.<\/li><li><strong>Failure of legislations:<\/strong> Although there are provisions under the Inter State Migrant\nWorkers Act of 1979 to register inter-state migrant workers, state governments\nhave failed to register such workers and create databases about them, either at\nsource and destination.&nbsp;<\/li><li><strong>Discrimination: <\/strong>the experience\nwith PDS depends considerably on the last node of delivery-the fair price shop\n(FPS). Across the three researched States Bihar, Odisha and Uttar Pradesh beneficiaries\ncomplained about discrimination by the dealers, especially against women and in\nterms of providing quality services.<\/li><li>ONORC will give the beneficiaries the opportunity to opt for\nthe dealer of their choice. If any dealer misbehaves or misallocates, the\nbeneficiary can switch to another FPS shop instantly.<\/li><li><strong>Entitlement:<\/strong> There is widespread denial of entitlement, with households\nnot getting the quantity or paying the price that they are entitled to. ONORC\ncan shift the bargaining power from the PDS dealer towards beneficiaries. ONORC\nlets the beneficiaries choose the PDS shop that best delivers on the\nattributes.<\/li><\/ul>\n\n\n\n<p><strong>Challenges before one nation one ration card:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Data:<\/strong> The\nauthorities can be expected to encounter hard-hitting ground realities for\ndesigning and implementing the scheme because lack of exact data on the mobility\nof poor households migrating to work, locating intra- and inter-state\ndestinations and sectors employing the workers.<\/li><li><strong>Legislation:<\/strong>\nthe domicile-based legislation for accessing government schemes and social\nsecurity needs serious rethinking before making \u2018One Nation, One Ration Card\u2019\nportable.<\/li><li>NFSA defines food security as nutritional security.\nTherefore, portability of Integrated Child Development Services, Mid-Day Meals,\nimmunization, health care and other facilities for poor migrant households can\u2019t\nbe neglected and should be made portable.<\/li><li><strong>Digitalisation:<\/strong> It is feared that both Aadhar and digital ration card may\nexclude either a person who migrates alone, or migrates with his family or the\nleft-behind vulnerable family member who stays back in the village.<\/li><li>There\nare multiple social security, welfare, food and anti-poverty schemes in India,\nin addition to an array of labor laws. On the other hand, the poor and\nvulnerable population is more mobile today in searching for better livelihoods,\nwages and opportunities for their families beyond their native villages.
