It is the\n highest award of Republic of Guinea.<\/li><li>He has been awarded for his exceptional\n contribution to the advancement of overall relations and development of\n mutual cooperation between India and Guinea and for promoting friendship\n and partnership between the people of both the countries.<\/li><li>Earlier, the President had extensive talks\n with the President of Guinea. Three MoUs were signed: a) Cooperation in\n the Field of Traditional System of Medicine, b) e- Vidhyabharati \u2013\n e-Aarogya Bharati Network Project and c) Renewal Energy.<\/li><li>Indian President had also announced a new\n Line of Credit of US$ 170 million for Water Supply Project of Conakry city,\n the capital of Republic of Guinea.<\/li><\/ol>\n\n\n\n<p><a href=\"http:\/\/www.newsonair.com\/News?title=Parliament-passes-Airports-Economic-Regulatory-Authority-of-India%2c-(Amendment)-Bill---2019&amp;id=369553\">Parliament\npasses Airports Economic Regulatory Authority of India, (Amendment) Bill \u2013 2019<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Parliament has passed the Airports\n Economic Regulatory Authority of India, (Amendment) Bill, 2019.<\/li><li>The bill amends the Airports Economic\n Regulatory Authority of India Act, 2008. The Act established the Airports\n Economic Regulatory Authority of India (AERA).<\/li><li>The AERA regulates tariffs and other\n charges for aeronautical services provided at civilian airports with\n annual traffic above 15 lakh passengers.&nbsp; It also monitors the\n performance standard of services across these airports.<\/li><li>The bill increases the threshold of annual\n passenger traffic for major airports from 15 lakhs to over 35 lakh\n passengers.<\/li><li>Earlier, the Airports Economic Regulatory\n Authority of India Act, 2008 defines a major airport as one with annual\n passenger traffic over 15 lakhs, or any other airports as notified by the\n central government.<\/li><li>The Bill allows AERA to bid out any new\n airport at a pre-determined tariff structure.<\/li><li>The Bill adds that AERA will not\n determine: a) the tariff, b) tariff structures, or c) the development\n fees, in certain cases. These cases include those where such tariff\n amounts were a part of the bid document on the basis of which the airport\n operations were awarded.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.downtoearth.org.in\/news\/agriculture\/new-mobile-app-launched-to-assist-farmers-65994\">New\nmobile app launched to assist farmers<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Ministries of Earth Sciences and\n Agriculture have launched a new mobile application called Meghdoot. The\n app has been developed by by experts from the India Meteorological\n Department (IMD) and Indian Institute of Tropical meteorology and the\n Indian Council of Agricultural Research<\/li><li>The mobile app will provide location, and\n crop and livestock-specific weather-based agro advisories to farmers in\n local languages. The information would be updated twice a week on Tuesdays\n and Fridays<\/li><li>It will provide forecast relating to\n temperature, rainfall, humidity, and wind speed and direction. This\n information is critical for farmers. The app will also provide advisories\n to farmers on how to take care of their crops and livestock.<\/li><li>The app would provide information in the\n form of images, maps and pictures. It has also been integrated with\n WhatsApp and Facebook to help farmers share advisories among themselves.<\/li><li>The app would be available for 150\n districts in different parts of the country. It will be extended to rest\n of the country in a phased manner over the next one year.<\/li><li>Further, IMD has developed new website to\n disseminate weather and climate. The website has district-wise weather\n warnings in easy to view and read formats. It will also act as a\n centralized portal to all the meteorological offices in India to update\n the warnings, bulletins and other data in real-time.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.downtoearth.org.in\/news\/agriculture\/centre-launches-dedicated-website-to-contain-fall-armyworm-65995\">Centre\nlaunches dedicated website to contain Fall Armyworm<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Ministry of Agriculture and Farmers\u2019\n Welfare has launched a dedicated website (www.fallarmyworm.org.in) to help\n framers control and fight against Fall Armyworm (FAW) pest attacks.<\/li><li>The website provides tips and useful\n information to prevent and control FAW. It also has information on\n pheromone traps and lures to detect FAW at a very early stage of\n infestation. Further, farmers can buy safety kits, masks and gloves for\n effective management of FAW.<\/li><li>Project SAFFAL (Safeguarding Agriculture\n and Farmers against Fall Armyworm) is also being implemented. The project\n has been conceptualized by the South Asia Biotechnology Centre (SABC) and\n supported by FMC India Pvt Limited.<\/li><li>The project aims at safeguarding\n agriculture and farmers against fall armyworm in India. It seeks to\n address knowledge gaps, enhance farmers\u2019 awareness, organize educational\n campaigns on prevention of Fall armyworm.<\/li><li>The Fall Armyworm (FAW), or Spodoptera\n frugiperda is an invasive agricultural pest. It was first reported in West\n Africa in 2016. In India, its infection was first reported in Karnataka in\n 2018<\/li><li>It has caused extensive damage to crops in\n India, especially Maize. In early 2019, Mizoram incurred an estimated crop\n loss of Rs. 20 crore caused by an outbreak of the FAW.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/education\/ugc-recommends-20-institutions-for-institutes-of-eminence\/article28801256.ece\">UGC\nrecommends 20 Institutions for Institution of Eminence<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The University Grant Commission (UGC) has\n recommended the name of 20 institutions for the grant of the Institute of\n Eminence status.<\/li><li>The Institute of Eminence scheme is a\n scheme of Ministry of Human Resource Development.<\/li><li>It aims at developing 20 world-class\n teaching and research institutions. The regulatory architecture for the\n scheme has been provided through a) UGC (Declaration of Government\n Institutions as Institutions of Eminence) Guidelines, 2017 for public\n Institutions and b) UGC (Institutions of Eminence Deemed to be\n Universities) Regulations, 2017 for private Institutions.<\/li><li>Those selected will be given greater\n autonomy and freedom to decide fees, course durations and governance\n structures.<\/li><li>The public institutions will also receive\n a government grant of \u20b91,000 crores over period of five years. However,\n the private institutions will not get any funding under the scheme.<\/li><li>Previously, 3 public and 3 private\n institutions were selected under the scheme.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/cities\/Delhi\/kapil-mishra-disqualified-under-anti-defection-law\/article28802347.ece\">Kapil\nMishra disqualified under anti-defection law<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>An AAP MLA in Delhi has been disqualified\n under the anti-defection law which is contained in the 10th Schedule of\n the Constitution. It was enacted by Parliament in 1985.<\/li><li>The 10<sup>th<\/sup>&nbsp;Schedule was\n inserted to the Constitution through the 52<sup>nd<\/sup>&nbsp;Constitutional\n (Amendment) Act, 1985. The anti-defection law is based on the\n recommendations of the Y B Chavan committee.<\/li><li>The purpose of the anti-defection law is\n to curb political defection by the legislators. The law applies to both\n Parliament and state assemblies.<\/li><li>It lays down the process by which\n legislators may be disqualified on grounds of defection by the Presiding\n Officer of a legislature based on a petition by any other member of the\n House.<\/li><li>There are two grounds on which a member of\n a legislature can be disqualified: a) if he\/she voluntarily gives up the\n membership of his\/her party and b) if a legislator votes in the House\n against the direction of his\/her party and his\/her action is not condoned\n by his party.<\/li><li>There is an exception that has been\n provided in the law to protect the legislators from disqualification. The\n 10th Schedule says that if there is a merger between two political parties\n and two-thirds of the members of a legislature party agree to the merger,\n they will not be disqualified.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/census-may-skip-caste-count\/article28801333.ece\">Census\n2021 may skip caste count<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Census 2021 is unlikely to collect \u201ccaste\n wise\u201d data. This is because the Socio-Economic Caste Census had collected\n data on caste however, it was difficult to tabulate the data. The data is\n yet to be released by the Centre.<\/li><li>The Census 2021 would restrict itself to\n Scheduled Castes and Scheduled Tribes data.<\/li><li>A census of population is the total\n process of collecting, compiling, evaluating, analysing and publishing\n demographic, economic and social data of all the population, pertaining at\n a specific time.<\/li><li>A systematic and modern population census,\n in its present form was conducted non -synchronously between 1865 and 1872\n in different parts of India<\/li><li>However, the first synchronous census in\n India was held in 1881. Since then, censuses have been undertaken\n uninterruptedly once every ten years.<\/li><li>The Indian Census collects Socioeconomic\n and demographic characteristics at the individual level and data on\n Housing amenities, household goods at the household level<\/li><li>Census 2011 was the 15th National Census\n of the country.<\/li><li>The Socio Economic and Caste Census (SECC)\n was conducted in 2011 by the Ministry of Rural Development and Ministry of\n Housing &amp; Urban Poverty Alleviation in rural and urban areas\n respectively.<\/li><li>SECC-2011 data are used for implementation\n of various programmes including Pradhan Mantri AwaasYojana-Gramin, Deendayal\n Antyodaya Yojana-National Rural Livelihood Mission and Pradhan Mantri\n Ujjwala Yojana etc.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/business\/elected-directors-in-psbs-will-be-appointed-by-board-rbi\/article28801273.ece\">Elected\ndirectors in PSBs will be appointed by board: RBI<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Reserve Bank of India has come out\n with the \u2018Fit and Proper\u2019 Criteria for Elected Directors on the Boards of\n PSBs Directions, 2019.<\/li><li>The directions mandates that banks are\n required to constitute a Nomination and Remuneration Committee (NRC)\n consisting of a minimum of three non-executive directors from amongst the\n board of directors.<\/li><li>An elected director shall hold office for\n three years and shall be eligible for re-election provided that no\n director &nbsp;hold office for a period\n exceeding six years whether served continuously or intermittently.<\/li><li>The candidates for the post of directors\n should also not be a member of the board of any rival banks or the RBI or\n any financial institution.<\/li><li>The candidates between the age of 35 to 67\n years on the cut off date for the submission of nominations for election\n with graduate as a minimum education qualification will be considered.<\/li><li>Further, the candidates should not be\n holding the position of a Member of Parliament or State Legislature or\n municipal corporation or municipality or other local bodies.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/international\/us-poised-to-formally-abandon-inf-missile-treaty\/article28791620.ece\">U.S.\npoised to formally abandon INF missile treaty<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The US has formally withdrawn from a\n Intermediate-Range Nuclear Forces Treaty(INF) with Russia.<\/li><li>Russia had also officially suspended it\u2019s\n participation in the INF treaty after the US had announced to withdraw\n from the treaty claiming that Russia had secretly developed a missile that\n violated the INF.<\/li><li>Further, the US military also plans to\n test a land-based cruise missile and ballistic missile previously banned\n under the INF treaty between August and November of 2019.<\/li><li>The&nbsp;<strong>Intermediate-Range Nuclear\n Forces (INF)&nbsp;<\/strong>Treaty came into force in 1988. It banned both the\n Soviet Union (Russia) and the US from developing and deploying land-based\n cruise and ballistic missiles with ranges between 500 and 5,500 km. However,\n treaty did not apply to air-or sea-launched missiles.<\/li><li>The agreement was signed to de-escalate\n tensions as both countries had dozens of such missiles deployed, posing a\n risk of an accidental nuclear exchange.<\/li><li>Cruise missile is an unmanned\n self-propelled guided vehicle that sustains flight through aerodynamic\n lift for most of its flight path and whose primary mission is to place an\n ordnance or special payload on a target.<\/li><li>Ballistic missile follows a ballistic\n trajectory to deliver one or more warheads to a predetermined target.\n These weapons are only guided during the relatively brief periods of\n flight\u2014most of their trajectory is unpowered, being governed by gravity\n and air resistance if in the atmosphere.<\/li><\/ol>\n\n\n\n<p><a href=\"http:\/\/pib.nic.in\/newsite\/PrintRelease.aspx?relid=192428\">India to\nconduct 1st National Time Release Study<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Department of Revenue under Union Ministry\n of Finance is conducting India\u2019s 1st National Time Release Study(TRS).The\n exercise is being conducted as a part of its strategic commitment to\n improve global trade.<\/li><li>The exercise will be conducted at the same\n time across 15 ports including sea, air, land and dry ports which\n cumulatively account for 81% of total Bills of Entries for import and 67%\n of Shipping Bills for export filed within India.<\/li><li>This initiative will also help India in\n improving its Ease of Doing Business ranking on the Trading Across Borders\n indicator. In 2018,India\u2019s ranking on the indicator improved from 146 to\n 80.<\/li><li><strong>TRS<\/strong>&nbsp;is an internationally recognized tool advocated by Brussels\n based World Customs Organization (WCO) to measure efficiency and\n effectiveness of international trade flows.<\/li><li>TRS is an initiative for accountable\n governance that will measure rule based and procedural bottlenecks including\n physical touch points in clearance of goods from time of arrival until\n physical release of cargo.<\/li><li>It also aims to identify and address\n bottlenecks in trade flow process. It will also take corresponding policy\n and operational measures required to improve effectiveness and efficiency\n of border procedures without compromising efficient trade control.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.downtoearth.org.in\/news\/agriculture\/nigeria-becomes-fourth-african-nation-to-join-global-coalition-to-protect-pollinators-65916\">Nigeria\nbecomes fourth African nation to join global coalition to protect pollinators<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Nigeria has become the fourth African\n country to join the Global Coalition of the Willing on Pollinators. Ethiopia\n was the first African nation to be part of this global coalition in\n 2017.&nbsp;<\/li><li>This Coalition was formed to follow up on\n the findings of IPBES assessment on Pollinators and Food Production. The\n coalition aims to foster policy measures and innovative action on\n protecting pollinators.<\/li><li>The initiative to form a coalition was\n taken by the Netherlands in 2016 at the Conference of the\n Parties-Convention on Biological Diversity held in Mexico.<\/li><li>The coalition now has 28 signatories\n including 17 European countries,5 from Latin America and the Caribbean and\n 4 from Africa.<\/li><li>Pollination is one of the most important\n mechanisms in the maintenance and promotion of biodiversity.<\/li><li>Pollinator-dependent species include\n several fruits, vegetables, oil crops which are major sources of nutrients\n to humans. The availability of pollinators helps in crop production in\n terms of both quantity and quality.<\/li><li>The Intergovernmental Science-Policy\n Platform on Biodiversity and Ecosystem Services (IPBES) is an independent\n intergovernmental body.<\/li><li>The objective is to strengthen the\n science-policy interface for biodiversity and ecosystem services for the\n conservation and sustainable use of biodiversity. Currently, it has over\n 130 member States.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/rajya-sabha-passes-controversial-uapa-bill\/article28800643.ece\">UAPA\nBill gets Rajya Sabha nod<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The Unlawful Activities (Prevention)\n Amendment Bill, 2019 has been passed in the Parliament.<\/li><li>The bill amends the Unlawful Activities\n (Prevention) Act, 1967 providing special procedures to deal with terrorist\n activities, individuals and groups that foster terrorism in India.<\/li><li>The bill empowers the government to\n designate individuals as terrorists if (a)the person commits or\n participates in acts of terrorism (b)prepares for terrorism (c)promotes\n terrorism or (d)otherwise involved in terrorism.<\/li><li>The bill also empowers the\n Director-General of National Investigation Agency(NIA) to grant approval\n of seizure or attachment of property when the case is being investigated\n by the agency.<\/li><li>Under the existing Act, the investigating\n officer is required to obtain the prior approval of the Director General\n of Police(DGP) to seize properties that bear any connection to terrorism.<\/li><li>The bill also empowers the officers of the\n NIA of the rank of Inspector or above to investigate cases.<\/li><li>The existing Act provides for\n investigation of cases to be conducted by officers of the rank of Deputy\n Superintendent or Assistant Commissioner of Police or above.<\/li><li>The International Convention for\n Suppression of Acts of Nuclear Terrorism(2005) has also been added in the\n Second Schedule through the Amendment.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/indianexpress.com\/article\/india\/in-letter-to-law-minister-cec-pushes-for-pending-poll-reforms-5874041\/\">In\nletter to Law Minister, CEC Sunil Arora pushes for pending poll reforms<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Chief Election Commissioner (CEC) has\n written a letter to the Law Minister. He has highlighting eight pending\n reform proposals.<\/li><li>CEC has sought the government\u2019s\n intervention in limiting the number of seats from which a candidate can\n contest polls to one. At present one candidate can contest from two seats.<\/li><li>He has also asked the government to amend\n the Representation of the People(RP) Act to bring the print media within\n the purview of the 48-hour silence period before voting and extending tax\n exemptions only to political parties that fight elections.<\/li><li>He also highlighted the proposal on making\n paid news and filing of false affidavit a corrupt practice with punishment\n of two years imprisonment.<\/li><li>He has also flagged the apprehension that\n political parties may merely be set up for availing provisions of income\n tax exemption. He has reiterated ECs demand for powers to de-register a\n party.&nbsp;<\/li><li>At present, the RP Act only provides for\n registration of political parties but the EC has no power to revoke that\n registration.<\/li><li>CEC has also sought changes in the\n contribution form (Form 24A) meant for political parties to ensure that\n they disclose information even for donations that are less than Rs\n 20,000.Currently,parties are obligated to provide details of contributions\n of more than Rs 20,000.<\/li><li>CEC has also proposed four cut-off dates\n for voter enrolment in a calendar year namely on January 1, April 1, July\n 1 and October 1. Currently, only those above 18 years as on January 1 are\n eligible to enrol themselves as voters in that particular year.<\/li><\/ol>\n\n\n\n<p><a href=\"http:\/\/www.newsonair.com\/News?title=BIS-to-set-up-Pashmina-testing-centre-in-Leh&amp;id=369467\">BIS\nto set up Pashmina testing centre in Leh<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Bureau of Indian Standards (BIS) would set\n up a Pashmina testing centre in Leh in partnership with the lab of Ladakh\n Autonomous Hill Development Council(LAHDC), Leh.<\/li><li>The pashmina products will also get a code\n from the Bureau of Indian Standards (BIS) certifying their genuineness and\n quality.<\/li><li>Pashmina is a fine type of cashmere wool. Cashmere\n wool has strong, light, soft and fine texture. Pashmina translates to Soft\n Gold in Kashmiri.<\/li><li>The cashmere wool is obtained from 4\n distinct breeds of the Cashmere goat namely (a) Changthangi or Kashmir\n Pashmina goat from the Kashmir (b) Malra breed from Kargil area of Kashmir\n (c) Chegu breed from Himachal Pradesh and (d) Chyangra or Nepalese\n Pashmina breed from Nepal.<\/li><li>Kashmir Pashmina has been assigned\n Geographical indication (GI) tag under the Geographical Indications of\n Goods (Registration and Protection) Act, 1999.<\/li><li>The Bureau of Indian Standards (BIS) is\n the National Standards Body of India working under the aegis of Ministry\n of Consumer Affairs, Food &amp; Public Distribution.<\/li><li>BIS was established by the Bureau of\n Indian Standards Act, 1986. The Minister in charge of the Ministry or\n Department having administrative control of the BIS is the ex-officio\n President of the BIS.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.downtoearth.org.in\/news\/health\/new-molecule-promises-to-address-drug-resistance-65923\">New\nmolecule promises to address drug resistance<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Researchers at the Indian Institute of\n Science(IISc),Bangalore have designed an antimicrobial protein called\n Omega 76.<\/li><li>This protein promises to kill\n multidrug-resistant bacterium called Acinetobacter baumannii.<\/li><li>The bacterium is among those responsible\n for most of the infections in hospitals and other healthcare settings and\n is fast becoming resistant to available antibiotics.<\/li><li>The protein was developed using\n bioinformatics approach. Experiments have shown that it killed the\n bacterium by breaking down its cell membrane.<\/li><li>Usually, conventional drugs act by\n blocking specific pathways or processes in bacterial cells but bacteria\n evolve to gain resistance against such drugs.<\/li><li>In recent times, a class of chemical\n molecules called antimicrobial peptides has emerged as an alternative. They\n promise to kill bacteria by breaking down their membranes. The new\n molecule belongs to this group.<\/li><li>Bioinformatics is an interdisciplinary\n field that develops methods and software tools for understanding\n biological data. Bioinformatics has been used for analyses of biological\n queries using mathematical and statistical techniques.<\/li><\/ol>\n\n\n\n<p><a href=\"http:\/\/pib.nic.in\/newsite\/PrintRelease.aspx?relid=192446\">World\nBreastfeeding Week<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>World Breastfeeding Week is celebrated\n every year from 1st to 7th August. Hence, judicial order to\n give such a sample does not infringe the fundamental rights to privacy or\n against self-incrimination.<\/li><li>The 87th Report of the Law Commission of\n India in 1980 describes a voice print as a visual recording of voice. This comes after Indian Government had said\n that it was evaluating Pakistan\u2019s proposal to grant consular access to\n him.<\/li><li>There are a number of issues on which\n discussions are being held between Indian and Pakistan such as (a)will\n officials from Pakistan be present (b)will there be a glass partition\n between them and (c)will there be an audio-visual recording of the\n discussion.<\/li><li>The consular access was granted to India\n after the International Court of Justice (ICJ) had ordered that Pakistan\n must undertake an effective review and reconsideration of Jadhav\u2019s\n conviction and sentencing and grant consular access to India.<\/li><li>Consular access simply means that a\n diplomat or an official will have a meeting with the prisoner who is in\n the custody of another country.<\/li><li>Usually, during the meeting, the diplomat\n will first confirm the identity of the person and will then ask some basic\n questions on how he\/she is being treated in custody and what he\/she wants.\n Depending on the response, the diplomat will report back to his\/her\n government and the next steps will be initiated.<\/li><li>The principle of consular access was\n agreed to in the 1950s and 60s.
