{"id":51196,"date":"2019-08-13T12:44:47","date_gmt":"2019-08-13T07:14:47","guid":{"rendered":"https:\/\/blogadmin.forumias.com\/?p=51196"},"modified":"2019-08-13T12:44:47","modified_gmt":"2019-08-13T07:14:47","slug":"9-pm-current-affairs-brief-august-10-2019-2","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/9-pm-current-affairs-brief-august-10-2019-2\/","title":{"rendered":"9 PM Current Affairs Brief \u2013 August 10, 2019"},"content":{"rendered":"\n<p><a href=\"http:\/\/pib.nic.in\/PressReleaseIframePage.aspx?PRID=1581703\">INS Tarkash\nat Bergen, Norway<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Indian\n Naval Ship Tarkash which is a front-line warship of the Indian Navy has\n entered the port of Bergen Norway as part of Western Fleet Overseas Deployment.<\/li><li>The\n port call by INS Tarkash at Bergen is a demonstration of India\u2019s warm ties\n with Norway.INS Tarkash is one of the most potent frontline frigates of\n the Indian Navy equipped with a versatile range of weapons and sensors.<\/li><li>During\n the port call,various dignitaries and government officials of Norway are\n scheduled to visit the ship.In addition to social engagements, best\n practices will also be shared between the Indian and Royal Norwegian\n Navies.<\/li><li>India\n has cordial and friendly relations since 1947 with Norway.The bilateral\n cooperation between the two countries is progressed through the\n India-Norway Joint Commission Meetings.&nbsp;<\/li><li>Indian\n Navy ships are regularly deployed as part of Indian Navy\u2019s mission of\n building \u2018bridges of friendship\u2019 and strengthening international\n cooperation with friendly countries.<\/li><li>The\n ship visit to Norway comes amidst growing importance and convergence of\n national goals towards shared maritime interest and deepening of ties\n between both the countries.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/timesofindia.indiatimes.com\/india\/pakistan-faces-global-rebuff-in-effort-to-spin-kashmir-narrative\/articleshow\/70610904.cms\">UN,\nUS &amp; China rebuff Pakistan, deal it big diplomatic blow<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Pakistan\n has failed in its efforts to seek international mediation and intervention\n in its campaign against India\u2019s move to revoke provisions of Article 370\n and bifurcate Jammu &amp; Kashmir into two Union territories.<\/li><li>United\n Nations has also virtually rejected the Pakistan argument that India had\n carried out an illegal annexation of J&amp;K which was a material change\n of the situation and a contravention of UNSC Resolution 47 of 1948.<\/li><li>The&nbsp;<strong>UNSC\n 47&nbsp;<\/strong>adopted on 21 April 1948 concerns the resolution of the\n Kashmir conflict.<\/li><li>The\n resolution recommended a three-step process for the resolution of the\n dispute which are (a)Pakistan was asked to withdraw all its nationals from\n Kashmir (b)India was asked to progressively reduce its forces to the\n minimum level required for law and order and (c)India was asked to appoint\n a plebiscite administrator nominated by the United Nations who would\n conduct a free and impartial plebiscite.<\/li><li>However,India\n informed the UN that Article 370 was incorporated into the Indian\n Constitution in 1954Nsix years after the UNSC resolution 47 and was\n revoked in 2019.Both happened after the UNSC resolution so if the first\n did not signal a material change neither could the second.<\/li><li>The\n UN Secretary-General has also recalled the 1972 Agreement on bilateral\n relations between India and Pakistan also known as the Simla Agreement.<\/li><li>The\n Shimla agreement states that the final status of Jammu &amp; Kashmir is to\n be settled by peaceful means in accordance with the UN Charter.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.downtoearth.org.in\/video\/water\/environment-ministry-s-50-year-plan-to-tackle-water-crisis-66095\">Environment\nministry\u2019s 50-year plan to tackle water crisis<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>An\n expert committee report of the Ministry of Environment, Forest and Climate\n Change has suggested measures to regulate the overuse of water in\n agriculture.<\/li><li>The\n committee has recommended registering and creation of inventories of\n borewells across India. It has suggested recording details such as\n location and the withdrawal capacity, along with the size of the pipe.<\/li><li>It\n has also suggested pooling of water for a common groundwater resource, by\n farmers. Further, it has recommended making mandatory the use of treated\n sewage for agriculture in areas near urban centres or those having close\n proximity to sewage treatment plants.<\/li><li>The\n committee recommended that the environment ministry should not consider\n environmental clearances for new or expansion projects in areas where\n groundwater condition is already overexploited, critical or semi-critical\n (OCS).<\/li><li>The\n committee also suggested that the National Water Board should meet at\n regular intervals, at least once a year, and address the groundwater needs\n of the country as a priority.<\/li><li>The\n report also stressed that areas, where groundwater is overexploited,\n should be declared as notified areas for protection and conservation of\n groundwater.<\/li><li>India\n is the world\u2019s largest groundwater consumer. It uses around 230 cubic\n kilometres of groundwater annually<\/li><li>Of\n the total available groundwater (253 billion cubic metres), around 90% is\n used in agricultural irrigation.<\/li><\/ol>\n\n\n\n<p><a href=\"http:\/\/www.pib.nic.in\/Pressreleaseshare.aspx?PRID=1581511\">Shri Arjun\nMunda inaugurates \u2018National Workshop on Tribal Enterprise with focus on Honey,\nBamboo &amp; Lac\u2019<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Union\n Minister for Tribal Affairs has inaugurated a \u201cNational Workshop on Tribal\n Enterprise with focus on Honey, Bamboo and Lac\u201d.<\/li><li>During\n the workshop,the union minister released the reports on (a) Bamboo and\n Bamboo Nomics (b) Lac and (c) Honey.<\/li><li>India\n is the world\u2019s second largest cultivator of bamboo after China. According\n to the data,India\u2019s annual Bamboo production is estimated at 3.23 million\n tons.&nbsp;<\/li><li>However,the\n poor yield of Bamboo is one of the perennial problems in India.In contrast\n to China\u2019s average yield of 50 MT\/Ha, the maximal yield range in India is\n 10-15 MT\/h.<\/li><li>According\n to the data,India\u2019s honey production reported in 2017-18 was 1.05 lakh\n metric tonnes compared to the 35,000 metric tonnes in 2005-06.The major\n part of it comes from Apis Dorsata.<\/li><li>India\n exports 50 % of the honey as international demand for honey is growing.The\n beekeeping sector is estimated to generate around 3 lakhman-working days\n by maintaining 10,000 bee colonies.<\/li><li>Lac\n cultivation in India is mainly confined to the states of Jharkhand which\n contribute 57% of the total production followed by Madhya Pradesh,\n Maharashtra, Orissa and West Bengal.<\/li><li>The\n Lac is mostly cultivated by poor tribals to supplement their agricultural\n income.However,Indian lac export is almost non-existent, which needs to be\n revived.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.downtoearth.org.in\/news\/india\/pm-kusum-not-a-solution-for-india-s-irrigation-needs-cse-66096\">PM-Kusum\nnot a solution for India\u2019s irrigation needs: CSE<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>A\n report by the Centre for Science and Environment (CSE) titled \u201cSilver\n Bullet: Are Solar Pumps a Panacea for Irrigation, Farmer Distress and\n Discom Losses?\u201d has assessed the expected impact of the PM-KUSUM scheme.<\/li><li>According\n to the report, PM KUSUM might result in over-exploitation of groundwater.\n It notes that while, the solarisation of agricultural feeders and on-grid\n solar pumps are economically superior to off-grid pumps, however, they do\n not specify measures to limit water use.<\/li><li>Further,\n PM-Kusum may also not help reduce discoms\u2019 subsidy burden because the\n installation of pumps is not mandatorily tied to decrease in subsidised\n agricultural power supply.<\/li><li>Pradhan\n Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-Kusum) scheme was\n approved in Feb 2019. The scheme has been formulated by the Ministry of\n New and Renewable Energy.<\/li><li>The\n scheme aims to promote the use of solar power among farmers. It seeks to\n install 17.5 lakh off-grid and 10 lakh on-grid solar pumps and 10 gigawatt\n of solar power plants capacity in rural areas by 2022.<\/li><li>The\n expected benefits of the scheme are a) ensure predictable power supply to\n farmers, b) limit power bill of farmers, c) help farmers earn additional\n income by selling surplus power to DISCOMs, d) Reduce DISCOM\u2019s subsidy\n burden to agriculture sector.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.downtoearth.org.in\/news\/agriculture\/invasive-weed-found-in-haryana-wheat-crop-66082\">Invasive\nweed found in Haryana wheat crop<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Scientist\n have found an invasive weed called Emex australis Steinh in wheat fields\n at villages of Faridabad and adjoining districts in Haryana. The weed is\n commonly known as \u2018doublegee\u2019, \u2018three corner jack\u2019 or \u2018spiny emex\u2019.<\/li><li>The\n invasive weed belongs to the family Polygonaceae.&nbsp; It is native to\n Australia and South Africa.<\/li><li>The\n weed prospers in in conditions such as drought and unseasonal rain and\n climate change help increase its numbers. The weed has the potential to\n damage wheat crops and reduce its productivity in India.<\/li><li>The weed\n was first reported in India in Santhal Pargana division of erstwhile\n united Bihar in 1984 and in Jammu &amp; Kashmir in 1987. In 2016, it was\n reported from upper Gangetic plains in Uttar Pradesh.<\/li><li>Recently,\n an invasive weed called \u2018Onion Weed\u2019 or Asphodelus Fistulosus invaded\n onion farms in Ahmadnagar and Aurangabad districts in Maharashtra.<\/li><li>The\n weed is a native of North Africa, Southern Europe and West Asia. It looks\n like an onion plant.<\/li><li>The\n weed can potentially damage India\u2019s self-sufficiency in onion production.\n It could also make land infertile if it is not controlled in a timely\n manner<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.livemint.com\/news\/india\/india-plans-to-utilize-its-share-under-indus-waters-treaty-raj-kumar-singh-1565316151419.html\">India\nplans to utilize its share under Indus Waters Treaty: Raj Kumar Singh<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Government\n officials have said that India has planned to fully utilize its share of\n water under the Indus Waters Treaty of 1960.<\/li><li>This\n statement came as reorganization of Jammu and Kashmir into two Union territories\n will give the government direct control over J&amp;K\u2019s affairs which in\n turn is expected to speed up the process of granting approvals for\n infrastructure projects.<\/li><li>The&nbsp;<strong>Indus\n Waters Treaty,1960<\/strong>&nbsp;is a water-distribution treaty between India\n and Pakistan.As per the treaty,India controls the waters of three eastern\n rivers namely Ravi, Beas and Sutlej while Pakistan manages western rivers,\n namely Indus, Chenab and Jhelum.<\/li><li>According\n to the treaty,all the water of eastern rivers shall be available for unrestricted\n use in India.But India should let unrestricted flow of water from western\n rivers to Pakistan.<\/li><li>It\n doesn\u2019t mean that India can\u2019t use western river\u2019s water.The treaty says\n that India can use the water in western rivers in non-consumptive needs.\n Here non-consumptive means we can use it for irrigation, storage and even\n for electricity production.<\/li><li>Permanent\n Indus Commission(PIC) was also established under the Indus water\n Treaty.Its mandate is to (a)establish and maintain cooperative\n arrangements for the implementation of the Indus water Treaty and (b)to\n promote cooperation between India and Pakistan in the development of the\n Indus water systems.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/indianexpress.com\/article\/india\/latest-count-is-in-desi-cattle-numbers-continue-to-go-downhill-5893443\/\">Latest\ncount is in: Desi cattle numbers continue to go downhill<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>According\n to the provisional 2019 Livestock Census report, India\u2019s total population\n of indigenous and nondescript cattle is estimated at 139.82 million. This\n is a 7.5% decrease from 2012 indigenous cattle population.<\/li><li>In\n contrary, the exotic and crossbred cattle population has increased by\n 29.5%.<\/li><li>The\n Indian government had launched Rashritya Gokul Mission in 2014. The\n mission aims at development of indigenous cattle (through selection of\n high genetic merit bulls for breeding). It also seeks upgradation of\n nondescript animals (by using elite indigenous breeds such as Gir,\n Sahiwal).<\/li><li>In\n 2019, the government has also established Rashtriya Kamdhenu Aayog. Methylmercury\n concentration in fish has increased despite its decrease in seawater since\n 1990s<\/li><li>The\n study observed there has been up to 23% increase in methylmercury\n concentration in Atlantic cod fish in the northwestern Atlantic Ocean. The\n increase has been due to changes in diet caused by overfishing. As a\n result of diet change, cod fish relied more on larger herring and lobster,\n which have higher concentrations of methylmercury.<\/li><li>The\n study further noted that ocean warming causes changes in the methylmercury\n accumulation in fish. This is because fish metabolism is temperature\n dependent.<\/li><li>The\n Gulf of Maine is one of the fastest warming bodies of water in the world.\n The researchers found that between 2012 and 2017, methylmercury levels in\n Atlantic Bluefin tuna increased by 3.5% per year despite decreasing\n emissions of mercury.<\/li><li>Methylmercury\n is a harmful neurotoxicant. The top soil will be removed and porous soil will be used to\n increase percolation.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/sci-tech\/health\/every-child-to-get-rotavirus-vaccine-by-september\/article28969337.ece\">Every\nchild to get Rotavirus vaccine by September<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The\n Central government has planned to expand the coverage of Rotavirus vaccine\n to all 36 states and union territories by September, 2019.The vaccine is\n currently available only in 28 states and UTs in India.<\/li><li><strong>Rotavirus<\/strong>&nbsp;is\n the most common cause of severe diarrhea among infants and children\n throughout the world.<\/li><li>Rotavirus\n is transmitted by the faecal-oral route via contact with contaminated\n hands,surfaces and objects and possibly by the respiratory route.<\/li><li>Every\n year in India,37 out of every 1,000 children born are unable to celebrate\n their fifth birthday and one of the major reasons for this is deaths due\n to diarrhoea.Rotavirus is a leading cause of diarrhoea in children less\n than five years of age.<\/li><li>India\n is committed to ending morbidity and mortality in children due to\n diarrhoea by 2022.The government is also committed to increasing the full\n immunisation coverage and ensuring that the benefit of the life saving\n vaccines is provided to every child.<\/li><li>According\n to the National Family Health Survey 2015-16,the immunisation coverage in\n India stood at 62% lagging behind China (90%), Bangladesh (95%) and Sri\n Lanka (95%).<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/timesofindia.indiatimes.com\/business\/india-business\/finance-minister-to-review-jail-term-clause-for-non-compliance-of-csr\/articleshow\/70613618.cms\">Finance\nminister to review jail term clause for non-compliance of CSR<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Finance\n Minister has assured the industry that the government would review the\n criminal penal provisions on corporate social responsibility (CSR).<\/li><li>The\n amendments to the Companies Act have empowered the government to put the\n concerned officers in jail for up to three years, besides imposing\n monetary fines if they do not adhere to CSR norms.<\/li><li>The\n amendments also says that any unspent annual CSR funds must be transferred\n to one of the funds under Schedule 7 of the Act (for example, the Prime\n Minister\u2019s Relief Fund) within six months of the financial year.<\/li><li>Prior\n to that,companies that were required to budget for Corporate Social\n responsibility(CSR) used to disclose in their annual reports the reasons\n why they were unable to fully spend these funds.<\/li><li><strong>Corporate\n social responsibility (CSR)<\/strong>&nbsp;was initiated through the Companies\n Act, 2013.The act mandated companies and government organisations with\n (a)turnover of Rs1,000 crore or more(b)net worth exceeding Rs 500crore or\n (c)having more than Rs 5 crore in net profits,to set aside 2% of their\n average net profits for CSR activities.<\/li><li>Further\n as per the CSR Rules,the provisions of CSR are not only applicable to\n Indian companies but also applicable to branch and project offices of a\n foreign company in India.<\/li><li>The\n qualifying company are required to constitute a CSR Committee consisting\n of 3 or more directors.Further,CSR Committee are required to formulate and\n recommend to the Board, a policy which indicates the activities to be\n undertaken, allocate resources and monitor the CSR Policy of the government may designate an organisation as a\n terrorist organisation if it (a)commits or participates in acts of\n terrorism, (b)prepares for terrorism (c) promotes terrorism or (d) is\n otherwise involved in terrorism.The bill additionally empowers the\n government to designate individuals as terrorists on the same\n grounds.&nbsp;<\/li><li>Under\n the Act,an investigating officer is required to obtain the prior approval\n of the Director General of Police to seize properties that may be\n connected with terrorism.&nbsp;&nbsp;<\/li><li>The\n Bill adds that if the investigation is conducted by an officer of the\n National Investigation Agency(NIA),the approval of the Director General of\n NIA would be required for seizure of such property.&nbsp;<\/li><li>Under\n the Act,investigation of cases may be conducted by officers of the rank of\n Deputy Superintendent or Assistant Commissioner of Police or above.The\n Bill additionally empowers the officers of the NIA of the rank of\n Inspector or above to investigate cases.<\/li><li>The\n Act defines terrorist acts to include acts committed within the scope of\n any of the treaties listed in a schedule to the Act.The Bill adds errant builders<\/a><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The\n Supreme Court has upheld the amendments made to the Insolvency and\n Bankruptcy Code(IBC) that classified homebuyers as financial creditors.<\/li><li>The\n verdict came on a petition filed by builders who had challenged the IBC\n amendment citing that it would result in duplication as the homebuyers\n have already been given protection under Real Estate Regulation and\n Development Act(RERA).<\/li><li>However,the\n court said that homebuyers will have the option to avail legal remedies\n before consumer court, real estate regulatory authorities, as well as\n bankruptcy courts.In case of conflicts with other laws, provisions of\n Insolvency and Bankruptcy Code will prevail.<\/li><li>The\n code has also brought the home buyers on par with the creditor banks of\n the property builder.&nbsp;<\/li><li>Prior\n to the law,the assets of the bankrupt builder were divided among his\n employees,creditor banks and other operational creditors.Home buyers had\n hardly figured though they may have provided a major chunk of the housing\n project.<\/li><li>The\n Code also allowed home buyers as financial creditors to trigger bankruptcy\n proceedings under the Insolvency and Bankruptcy Code of 2016 and have\n their rightful place on the Committee of Creditors (CoC).<\/li><li>The\n CoC makes important decisions by voting on the future of the bankrupt\n builder.These calls include what to do with his assets and who should\n finish the pending housing projects.<\/li><\/ol>\n\n\n\n<p><a Nation, One Ration Card\u2019 across the country by June 1,2020.<\/li><li>The\n beneficiaries in Telangana and Andhra Pradesh can now buy their quota of\n ration from Public Distribution System (PDS) or ration shops in either\n state.Similar would be the case in Maharashtra and Gujarat.<\/li><li><strong>One\n nation one ration card&nbsp;<\/strong>scheme is all about inter-state\n portability of ration cards.It enables the beneficiaries who are taking\n food grains under the Public Distribution System(PDS) to access the same\n benefits if they happen to migrate from one part of the country to the\n other in a seamless manner.<\/li><li>The\n Union Government plans to extend the One nation one ration card scheme to\n all the states by June 2020 to enable the portability of the food security\n card.<\/li><li>This\n will provide freedom to the beneficiaries as they will not be tied to any\n one PDS shop and reduce their dependence on shop owners and curtail\n instances of corruption.<\/li><li>Ration\n cards are an official document issued by state governments in India to\n households that are eligible to purchase subsidized food grain from the\n Public Distribution
