{"id":51365,"date":"2019-08-17T19:00:29","date_gmt":"2019-08-17T13:30:29","guid":{"rendered":"https:\/\/blogadmin.forumias.com\/?p=51365"},"modified":"2019-08-19T16:45:52","modified_gmt":"2019-08-19T11:15:52","slug":"7-pm-a-jan-andolan-for-water-17th-august-2019","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/7-pm-a-jan-andolan-for-water-17th-august-2019\/","title":{"rendered":"7 PM | A jan andolan for water | 17th August, 2019"},"content":{"rendered":"\n<p><strong>Context:\n<\/strong>Jal Jeevan Mission that aims to supply water to\nall households by 2024.<\/p>\n\n\n\n<p><strong>More\nin news: <\/strong>&nbsp;On\nAugust 15, during the Independence Day speech Prime Minister Narendra Modi\nannounced the Jal Jeevan Mission.<\/p>\n\n\n\n<p><strong>Jal Jeevan Mission: <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Jal Jeevan Mission is to ensure\nHarGharJal (piped water supply) to all rural households by 2024. <\/li><li>A New Ministry-\u201cJal Shakti Mantralaya\u201d\nto manage water resources and water supply in an integrated and holistic manner\nwith the State Governments has been created.<\/li><li>Jal Jeevan Mission will focus on integrated demand and supply side\nmanagement of water at the local level, including creation of local\ninfrastructure for source sustainability like rainwater harvesting, groundwater\nrecharge and management of household wastewater for reuse in agriculture. <\/li><li>The&nbsp;<strong>Jal Jeevan Mission<\/strong>&nbsp;will converge\nwith other Central and State Government Schemes to achieve its objectives of\nsustainable water supply management across the country.&nbsp;<\/li><\/ul>\n\n\n\n<p><strong>Key functions of the\nMinistry of Drinking Water and Sanitation<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>As per the Constitution, supply of water and sanitation are state subjects which mean that states regulate and provide these services.\u00a0 <\/li><li>The Ministry of Drinking Water and Sanitation is primarily responsible for policy planning, funding, and coordination of programs for: <ul><li>safe drinking water<\/li><li>sanitation, in rural areas.\u00a0 <\/li><\/ul><\/li><li>From 1999 till 2011, the Ministry operated as a Department under the Ministry of Rural Development.\u00a0 In 2011, the Department was made an independent Ministry.\u00a0 <\/li><li>Presently, the Ministry oversees the implementation of two key schemes of the government: <ul><li>Swachh Bharat Mission-Gramin (SBM-G)<\/li><li>National Rural Drinking Water Programme (NRDWP).<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><strong>Implementation status of the National\nRural Drinking Water Programme:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The\nNational Rural Drinking Water Programme (NRDWP) aims at assisting states in\nproviding adequate and safe drinking water to the rural population in\nthe&nbsp;country. <\/li><li>As of February 2018, 74% habitations are fully covered\n(receiving 55 litres per capita per day), and 22% habitations are\npartially&nbsp;covered&nbsp;(receiving less than 55&nbsp;litres per capita per\nday).&nbsp; <\/li><li>The Ministry aims to cover 90% rural households with piped\nwater supply and 80% rural households with tap connections by 2022.&nbsp; <\/li><li>The Estimates Committee of Parliament (2015) observed that\npiped water supply was available to only 47% of rural habitations, out of which\nonly 15% had household tap&nbsp;connections.<\/li><\/ul>\n\n\n\n<p><strong>Need\nof Piped water:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The\nWorld Bank estimates that 21 percent of communicable diseases in India are\nlinked to unsafe water and the lack of hygiene practices. <\/li><li>According\nto World Bank, more than 500 children under the age of five die each day from\ndiarrhea in India alone.&nbsp;<\/li><li>By\n2020, India will be formally categorized as a \u201cwater stressed\u201d country, one\nwhere per capita availability of water is less than 1,000 cubic metres or less.\n<\/li><li>A\nJune 2018 Niti Ayog report grimly forecasts water demand will be twice the\npresent supply and India could lose up to 6 per cent of its GDP.<\/li><li>In 2017, his government launched the Har Ghar Jal programme\nwith the same objective. It was to ensure safe drinking water to all household\nwith piped supply being the main mode.&nbsp;<\/li><li><strong>Contamination\nof drinking water:<\/strong><strong>&nbsp;&nbsp;<\/strong>It has been\nnoted that NRDWP is over-dependant on ground&nbsp;water.&nbsp; However, ground\nwater is contaminated in over 20 states.&nbsp; According\nto NITI Aayog, nearly 70 per cent of all of the country\u2019s fresh water sources\nare contaminated.&nbsp;<\/li><li>For\ninstance, high arsenic contamination has been found in 68 districts of\n10&nbsp;states<sup>.&nbsp;&nbsp;<\/sup>These states are Haryana, Punjab, Uttar\nPradesh, Bihar, Jharkhand, Chhattisgarh, West Bengal, Assam, Manipur, and\nKarnataka.<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"329\" height=\"228\" src=\"https:\/\/i0.wp.com\/blogadmin.forumias.com\/wp-content\/uploads\/2019\/08\/t.jpg?resize=329%2C228&#038;ssl=1\" alt=\"\" class=\"wp-image-51366\"\/><\/figure>\n\n\n\n<ul class=\"wp-block-list\"><li>Chemical\ncontamination of ground water has also been reported due to deeper drilling for\ndrinking water sources.&nbsp; <\/li><li>It\nhas been recommended that out of the total funds for NRDWP, allocation for\nwater quality monitoring and surveillance should not be less than&nbsp;5%.Presently,\nit is 3% of the total&nbsp;funds.&nbsp; It has also been suggested that water\nquality laboratories for water testing should be set up throughout\nthe&nbsp;country.<\/li><li>As the new target sets in, India will continue to be haunted\nby what is known as the <strong>\u201cslippage\u201d\nproblem<\/strong>. It means villages\/habitations covered with safe drinking water\nfacilities slip back to &#8216;not-covered&#8217; status due to various reasons that\ninclude drying up of the source or collapse of the facilities due to\nnon-maintenances.\nAccording to the CAG report, which analysed the\nstate of rural water supply between 2012 and 2017, 4.76 lakh habitations had\nslipped from &#8216;fully covered&#8217; to &#8216;partially covered&#8217; state.<\/li><\/ul>\n\n\n\n<p><strong>Challenges: <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>There has been the inadequate attention to taking\nconcrete measures to sustain the source of the water, in most cases\ngroundwater.&nbsp;<\/li><li>The proposed Jal Jeevan Mission will make source\nsustainability measures mandatory prior to pumping and distributing water to\nhouseholds.<\/li><li>In the traditional approach, the provision of\ndrinking water was viewed primarily as an engineering solution, with schemes\nbeing planned and executed by the public health and engineering departments. <\/li><\/ul>\n\n\n\n<p><strong>Way forward:<\/strong><\/p>\n\n\n\n<p>Water is an\nideal sector for the applicability of the principle of subsidiary that is the idea\nthat a central authority should have a subsidiary function, performing only\nthose tasks which cannot be performed effectively at a more immediate or local\nlevel. The ongoing Jal Shakti Abhiyan will help in creating awareness about the\nimportance of integrating source sustainability and water reuse with the\nprovision of household water supply. This integrated approach to decentralized,\ncommunity managed, and sustainable water management is the backbone of the\ngovernment\u2019s plan to ensure that every household gets the benefits of water\nsupply.
