National Intelligence Grid(NATGRID) project\nwants to link social media accounts to the huge database of records related to\nimmigration entry and exit,banking and telephone details among others.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About National Intelligence Grid\n(NATGRID):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>It is an integrated\n intelligence grid connecting databases of core security agencies to\n collect comprehensive patterns of intelligence that can be readily\n accessed by intelligence agencies.<\/li><\/ul>\n\n\n\n<p><strong>Functions of NATGRID:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Under NATGRID,21 sets of\n databases will be networked to achieve quick, seamless and secure access\n to desired information for intelligence\/enforcement agencies.<\/li><li>The database would be\n accessible to authorised persons from 11 agencies on a case to case basis\n and only for professional investigations into suspected cases of\n terrorism.<\/li><li>It will utilize technologies\n like Big Data and analytics to study and analyze the huge amounts of data\n from various intelligence and enforcement agencies to help track suspected\n terrorists and prevent terrorist attacks.<\/li><\/ul>\n\n\n\n<p><strong>Importance of NATGRID:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>India is a place where many terror\n networks operate that carry out attacks from time to time.Despite prone to\n such terror attacks,India don\u2019t have a well-formulated database of these\n terror networks.<\/li><li>The idea is to collate and\n analyze vital data to get a complete view of a situation.Hence,the details\n that take one to three months can be had within minutes.<\/li><li>NATGRID will tackle the\n problem of coordination mechanism regarding data transfer from one agency\n to another agency.<\/li><li>Due to federal nature of\n government,the coordination at the center and states level is also lacking\n and in the case of any emergency,the response mechanism is not\n effective.Hence,NATGRID will be effective in solving this problem.<\/li><\/ul>\n\n\n\n<p><strong>Concerns:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>There can be misuse of\n digital databases against the citizens, it may compromise individual\n privacy and even violate national security.<\/li><li>The crucial intelligence\n information, if available to many agencies can be leaked and used against\n the nation.<\/li><li>The data can also be misused\n by state agencies itself and surveillance like situation against every\n citizen is against the democratic principle.&nbsp;<\/li><\/ul>\n\n\n\n<p><a region.<\/li><\/ul>\n\n\n\n<p><strong>Additional information:<\/strong><\/p>\n\n\n\n<p><strong>Sixth Schedule of the Indian\nConstitution:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Constitution of India makes special provisions for the\n administration of the tribal dominated areas in four states namely Assam,\n Meghalaya, Tripura and Mizoram.<\/li><li>As per article 244 and 6th Schedule,these areas are called\n \u201cTribal Areas\u201d,which are technically different from the Scheduled Areas\n under fifth schedule.<\/li><li>The Governors of these four states are empowered to declare\n some tribal dominated districts \/ areas of these states as autonomous\n districts and autonomous regions.<\/li><li>It provides for the creation of autonomous District and\n Regional Councils in these tribal areas and they enjoy a certain degree of\n administrative, legislative, judicial and financial autonomy.<\/li><\/ul>\n\n\n\n<p><strong>Autonomous Districts:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Autonomous District are administrative bodies constituted by\n the governor.<\/li><li>The governor is empowered to organise and re-organise the\n autonomous districts.<\/li><li>The acts of Parliament or the state legislature do not apply to\n these autonomous districts or apply with specified modifications and\n exceptions.<\/li><\/ul>\n\n\n\n<p><strong>District Councils:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Each autonomous district has a district council consisting of\n 30 members, of whom four are nominated by the governor and the remaining\n 26 are elected on the basis of adult franchise.<\/li><li>The elected members hold office for a term of five years\n (unless the council is dissolved earlier) and nominated members hold\n office during the pleasure of the governor.<\/li><li>Each autonomous region also has a separate regional council.<\/li><\/ul>\n\n\n\n<p><strong>Powers of Councils:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The district and regional councils administer the areas under\n their jurisdiction.&nbsp;<\/li><li>They can make laws on certain specified matters like land,\n forests, canal water, shifting cultivation, village administration,\n inheritance of property, marriage and divorce, social customs and so\n on.But all such laws require the assent of the governor.<\/li><\/ul>\n\n\n\n<p><strong>Village Councils:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The district and regional councils within their territorial\n jurisdictions can constitute village councils or courts for trial of suits\n and cases between the tribes.They hear appeals from them.The jurisdiction\n of High Court over these suits and cases is specified by the governor.<\/li><\/ul>\n\n\n\n<p><strong>National Commission of Scheduled\nTribes(ST):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>National Commission for Scheduled Tribes(NCST) is an Indian\n constitutional body.<\/li><li>It was established by amending Article 338 and inserting a new\n Article 338A in the Constitution through the Constitution (89th Amendment)\n Act, 2003.<\/li><li>The Commission comprises a Chairperson, a Vice-Chairperson and\n three full-time Members (including one lady Member).The term of members is\n three years from the date of assumption of charge.<\/li><li>NCST is empowered to investigate and monitor matters relating\n to safeguards provided for STs under the Constitution or under other laws\n or under Govt order.&nbsp;<\/li><li>The Commission is also authorized to inquire into specific\n complaints relating to rights and safeguards of STs and to participate and\n advise in the Planning Process relating to socio-economic development of\n STs and to evaluate the progress of their development under the Union and\n States.<\/li><li>The commission submits its report to the President annually on\n the working of safeguards and measures required for effective\n implementation of Programmers\/ Schemes relating to welfare and\n socio-economic development of for procurement of commonly used goods and services by government\n ministries,departments and CPSEs.<\/li><li>It aims to enhance transparency, efficiency and speed in public\n procurement.<\/li><li>GeM is a completely paperless,cashless and system driven\n e-marketplace that enables procurement of commonly used goods and services\n with minimal human interface.<\/li><li>It is a National Procurement Portal of India.It functions under\n Directorate General of Supplies and Disposals (DGS&amp;D),Ministry of\n Commerce and Industry.<\/li><li>Further,it provides the tools of project<\/strong><\/a><\/p>\n\n\n\n<p><strong>News:<\/strong>The\ngovernment is planning to make health,education and financial data collected\nfrom more than 4,000 urban local bodies under its Smart Cities Mission public\nby 2024 and eventually monetising it.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About India Urban Data Exchange(IUDX):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>India Urban Data Exchange is a research project under smart\n cities mission.<\/li><li>The project is implemented by the Union Ministry of Housing and\n Urban Affairs (MoHUA) in collaboration with Indian Institute of\n Science(IISc), Bengaluru.<\/li><li>The project aims to create an open source software platform for\n cities, industry and researchers to share Smart City data with each other.<\/li><li>The project would now be expanded eventually leading to a\n marketplace which means it would be monetised in the future similar to the\n Unified Payments Interface(UPI) for bank accounts and digital payments.<\/li><li>This will facilitate secure, authenticated and managed exchange\n of data amongst various data platforms in a uniform and seamless (Cleanliness is service) is a campaign\n launched in 2018 as a part of Swachh Bharat Mission.&nbsp;<\/li><li>The campaign is being coordinated by the Union Ministry of\n Drinking Water and Sanitation,convening Ministry for the Swachh Bharat\n Mission.&nbsp;<\/li><li>The objective of the campaign is to mobilise people and\n reinforce jan aandolan (mass movement) for sanitation and to contribute to\n Mahatma Gandhi\u2019s dream of a Clean India.<\/li><\/ul>\n\n\n\n<p><strong>Swachhata Hi Seva(SHS) 2019&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Swachata hi Sewa Further, the Government of India will make matching contribution\n in the subscribers\u2019 account.<\/li><li><strong>Eligibility:<\/strong><ul><li>The scheme is available to all small\n shopkeepers and self-employed persons and retail traders with Goods and\n Services tax (GST) turnover below Rs. 1.5 crore.
