Collegium\nsystem:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Collegium System is a system under\n which appointments\/elevation of judges to the Supreme Court and transfers\n of judges of the High Courts are decided by a forum of the Chief Justice\n of India and the four senior-most judges of the Supreme Court.<\/li><li>The Collegiums System of appointment of\n judges has evolved through judgments of the Supreme Court and not by an\n Act of Parliament or by a provision of the Constitution.<\/li><\/ul>\n\n\n\n<p><strong>Procedure of an\nappointment:<\/strong><\/p>\n\n\n\n<ul Scavengers and Construction of Dry Latrines\n (Prohibition) Act,1993.<\/li><li>The act prohibited the employment of\n manual scavengers for manually cleaning dry latrines and also the\n construction of dry toilets (that do not operate with a flush).<\/li><li>In 2013,this was followed by the\n Prohibition of Employment as Manual Scavengers and their Rehabilitation\n Act, 2013 which was wider in scope.<\/li><li>The act intends to eliminate unsanitary\n latrines and prohibit employment as manual scavengers.It also prohibits\n hazardous manual cleaning of sewer and septic tanks.<\/li><li>In 2014,the Supreme Court has also made it\n mandatory for the government to identify all those who died in sewerage\n work since 1993 and provide \u20b910 lakh each as compensation to their\n These are battery- operated\n devices that do not burn or use tobacco leaves but instead vaporise a\n solution, which a user then inhales.<\/li><li>Other examples: Heat Not Burn Products,\n e-Hookah and e-cigars and other similar devices.<\/li><\/ul>\n\n\n\n<p><strong>Concerns associated\nwith E-cigarettes:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The solutions in E-cigarettes contain\n propylene glycol, nicotine etc pose significant health risks, including\n cancer.<\/li><li>E-cigarettes have adverse impact that is\n comparable to cigarette smoking- damage to cardiovascular system, impaired\n respiratory immune cell function and severe respiratory disease.<\/li><li>Concerns about addiction in teens and\n young adults as e-cigarettes are often advertised as less harmful than\n conventional cigarettes.<\/li><\/ul>\n\n\n\n<p><strong>Prohibition of\nE-cigarettes Ordinance, 2019<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>After the ban comes into force, any\n production, manufacturing, import, export, transport, sale (including\n online sale), distribution or advertisement (including online\n advertisement) of e-cigarettes will be a cognizable offence.<\/li><li>The offence will be punishable with\n imprisonment of up to one year, or fine up to \u20b91 lakh, or both for the\n first offence; and imprisonment of up to three years and fine up to \u20b95\n lakh for a subsequent offence.<\/li><li>Those found storing e-cigarettes will be\n punished with an imprisonment up to 6 months or fine up to Rs 50,000 or\n both.<\/li><li>Those who have existing stocks of\n e-cigarettes will have to declare and deposit them with the nearest police\n station on their own before the ordinance comes into effect<\/li><li>The sub-inspector has been designated as\n the authorised officer to take action under the ordinance.<\/li><\/ul>\n\n\n\n<p><strong>Significance of the\nban:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Will ensure effective and timely action\n against the trend of use of e-cigarettes especially among youth.<\/li><li>Will complement government\u2019s efforts for\n tobacco control<\/li><li>Will help in reduction of tobacco use and\n reduction in associated economic and disease burden.<\/li><\/ul>\n\n\n\n<p><strong>Additional\nInformation:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>In August 2018, the Indian health ministry\n had issued an advisory to all states and Union Territories (UTs) to stop\n the manufacture, sale and import of ENDS.<\/li><li>The Indian Council of Medical Research\n (ICMR) in its white paper on Electronic Nicotine Delivery System (ENDS),\n published on the eve of World No Tobacco Day (31<sup>st<\/sup>&nbsp;may),\n has said that ENDS adversely affects almost all the human body systems.
