The course of the frontier remains unresolved despite more than 20 rounds of talks.<\/li><li><strong>Trade Relations: <\/strong><ul><li>In 2018, bilateral trade between China and India reached $95.54 billion<\/li><li>But this also meant a trade deficit of $53 billion in China&#8217;s favour<\/li><li>The trade deficit with China is the biggest that India has with any country<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><strong>Wuhan\nInformal Summit:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The first informal meeting between Prime Minister Modi and China\u2019s President Xi Jinping was held in Wuhan in April 2018, China against the backdrop of the Doklam standoff in 2017. <\/li><li>Both leaders agreed then that they would continue the new format of talks to strengthen India-China relations.<\/li><li>At the Wuhan informal summit, the two leaders had strategic communication on China-India relations and major international issues of shared interest. <\/li><li>Putting China-India relations in the global and historical perspective, the two leaders made clear three points: \u00a0<ul><li>China and India should see each other as positive factors in the changing international landscape. <\/li><li>The development of China and India is an important opportunity for each other. <\/li><li>China and India should view each other&#8217;s intentions in a positive, open and inclusive light.\u00a0<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><strong>Reasons\nof Trust deficit between two nations:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Trust deficit between the two nations\nwas built during the Indo-China war of 1962. The 1962 war was caused in part by\ndifferences over delineating the border between two newly created republics.\nResolving the border issue is key to bridging the trust deficit.<\/li><li><strong>China\u2019s\nrelations with Pakistan:<\/strong> Responding to India\u2019s closer relations\nwith the US, at a time when US-China relations have deteriorated, China has\ndeveloped its own risk-mitigation strategy by strengthening its partnership\nwith Pakistan. While India does not appreciate the China-Pakistan nexus, it\nalso recognises the fact that China is not the only country that uses Pakistan\nto keep India off balance.<\/li><li><strong>Trade\ndeficit:<\/strong>\nWhile India supported China\u2019s membership of the World Trade Organisation, it\nfeels China used the multilateral trade regime to acquire access to the Indian\nmarket without providing equal access to China\u2019s. However, India\u2019s inability to\nexport more to China is part of an overall lack of global competitiveness that\nrequires solutions at home.&nbsp;<\/li><li>China\u2019s unhelpful role in India\u2019s desire\nto seek membership of the United Nations Security Council and the Nuclear\nSuppliers\u2019 Group. But China is not the only major power that likes to keep the\ndoor to exclusive clubs closed to aspiring members.<\/li><\/ul>\n\n\n\n<p><strong>Why\nthe new informal format for the Modi-Xi dialogue is is important?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>It is not just Chjna which is against\nIndia\u2019s membership to NSG, even US was against it till recently. Considering India\u2019s\nmembership of NSG and the nuclear deal, US support was entirely due to\nPresident George W Bush Jr who over-ruled naysayers within his own\nadministration and the US Congress to favour India.<\/li><li>If Modi can turn Xi into a friend,\nlike&nbsp;former Prime Minister Manmohan Singh&nbsp;turned Bush around, China\ntoo may change its stance. It is President Bush who wiped out decades of\ndistrust between India and the US. Same can be hoped for India and China.<\/li><\/ul>\n\n\n\n<p><strong>Chinese\nPresident Xi Jinping\u2019s \u201chundred year plan\u201d for cementing relations between two\nancient civilizations: <\/strong>He made two points: <\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>First, he situated the current phase\nwithin the long history of our civilisational engagement. <\/li><li>Second, he made the important point that\nit would take time for a more balanced relationship to get established between\nChina and India given the extant power differential caused by China\u2019s\nspectacular rise since the beginning of this century.<\/li><\/ol>\n\n\n\n<p><strong>Outcome\nof the 2nd India-China Informal Summit:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Both Leaders shared the view that the\ninternational situation is witnessing significant readjustment. They were of\nthe view that India and China share the common objective of working for a\npeaceful, secure and prosperous world in which all countries can pursue their\ndevelopment within a rules-based international order.<\/li><li>The Leaders recognized that India and\nChina have a common interest in preserving and advancing a rules-based and\ninclusive international order, including through reforms that reflect the new\nrealities of the 21st Century. <\/li><li>Both agreed that it is important to\nsupport and strengthen the rules-based multilateral trading system at a time\nwhen globally agreed trade practices and norms are being selectively\nquestioned. India and China will continue to work together for open and\ninclusive trade arrangements that will benefit all countries.<\/li><li>Both Leaders are concerned that terrorism\ncontinues to pose a common threat. As countries that are large and diverse,\nthey recognized the importance of continuing to make joint efforts to ensure\nthat the international community strengthens the framework against training,\nfinancing and supporting terrorist groups throughout the world and on a\nnon-discriminatory basis.<\/li><li>The two Leaders have decided to establish\na High-Level Economic and Trade Dialogue mechanism with the objective of achieving\nenhanced trade and commercial relations, as well as to better balance the trade\nbetween the two countries.<\/li><li>They shared the view that an open,\ninclusive, prosperous and stable environment in the region is important to\nensure the prosperity and stability of the region. They also agreed on the\nimportance of concluding negotiations for a mutually-beneficial and balanced\nRegional Comprehensive Economic Partnership (RCEP).<\/li><\/ul>\n\n\n\n<p><strong>Conclusion:<\/strong><\/p>\n\n\n\n<p>Prime Minister\nModi and President Xi also appraised the practice of Informal Summits in a\npositive light as providing an important opportunity to deepen dialogue and to\npromote mutual understanding at the Leaders\u2019 level in line with the \u2018Wuhan\nSpirit\u2019 and the \u2018Chennai Connect\u201d. They agreed to continue this practice in the\nfuture.&nbsp;President Xi invited Prime Minister Modi to visit China for the\n3rd Informal Summit. Prime Minister Modi has accepted the invitation.
